Fort Lupton agendas: data center pause, 2027 budget and contract amendments

Fort Lupton's City Council, Urban Renewal Authority, Liquor Licensing Authority and Planning Commission all met over the past two weeks, but minutes for those six meetings have not been published. The public record so far shows what was scheduled for discussion, not what was decided, and no vote tallies are available for any item.

Large data centers

The Oct. 20 City Council agenda listed an ordinance to temporarily suspend applications for data centers requiring 5 megawatts or more of electrical capacity. The same agenda listed several contract items: a Water Tower Project contract amendment with Burns and McDonnell up to $291,985.00; a dust control project on County Road 21 by Envirotech up to $28,282.80; and an amendment to the 5th Street and Broadway Avenue design agreement with JVA Inc. up to $16,585.00. It also listed approval of a Police K-9 Program funded by donations and sponsorships.

2027 budget

The City Council and Enterprise Boards held a budget retreat on Oct. 17. According to the agenda, the primary purpose was presentation of the 2027 Preliminary Budget. The Fort Lupton Urban Renewal Authority met Oct. 15 on its own 2027 draft budget, September 2026 FLURA financials and a DCI read-out.

Liquor licenses

The Oct. 20 Liquor Licensing Authority agenda included a public hearing on renewal application AM 2026-003, a Fermented Malt Beverage & Wine License for SGH Dhillon & 7-Eleven Inc., dba 7-Eleven Store 41243A. The authority was also scheduled to approve previous meeting minutes. The Oct. 13 City Council Town Hall agenda listed liquor license renewal applications for SGH Dhillon & 7-Eleven.

Housing and growth documents

The Planning Commission's Oct. 22 agenda listed review of a Draft Housing Action Plan and Draft Strategic Growth Element, along with proposed draft land use categories. The Oct. 13 council agenda listed a Proposition 123 Commitment for Affordable Housing 2027-2029, the Water Tower Project's HPM change order and Murray Farms easement, and the 5th & Broadway Street Project contract amendment with JVA.

Coming up

Oct. 27 — City Council Town Hall. The agenda lists appointment of Lynette Hanzlicek and Dr. Carmody Lee to the High Plains Library District, a request to waive the $25 renewal fee for 2027 business licenses, discussion of a Porta Potty Agreement and an Xcel Temporary Access Agreement, updates and a gazebo discussion for Koshio Park, and discussion of the Draft Housing Action Plan, Strategic Growth Element and Comprehensive Plan Future Land Use Categories.

Oct. 29 — Town and County Dinner and Meeting. The City Council is scheduled to meet with the Weld County Board of County Commissioners for general discussion on county updates.

Agendas remain the only published record for the items above. Minutes, once posted, will show what each body acted on and by what margin.

Fort Lupton budget talks span four meetings; data center suspension ordinance due Tuesday

Fort Lupton's City Council and its urban renewal authority spent the past two weeks on the 2027 budget, meeting four times between Oct. 6 and Oct. 17. Agendas for all four meetings have been posted, but minutes have not, so the public record does not yet show what was voted on or approved at any of them. The largest single purchase listed on a recent agenda was a motor grader for Public Works, at not more than $363,977.71.

Budget work spans three meetings and a retreat

The Oct. 6 City Council meeting included a presentation of the 2027 requested budget and review of Oct. 6 accounts payable. On Oct. 15, the Fort Lupton Urban Renewal Authority took up its 2027 draft budget, September 2026 FLURA financials and a DCI read-out. On Oct. 17, the City Council and Enterprise Boards held a budget retreat whose primary purpose was presentation of the 2027 Preliminary Budget. The three labels — requested, draft and preliminary — come from the agendas; the contents of those budget documents were not included in the summaries.

Oct. 6 agenda: equipment, meters and utility payments

The council agenda listed:

• AM 2026-150: purchase of a John Deere 772 P-Tier Motor Grader from 4Rivers Equipment, LLC for Public Works, not to exceed $363,977.71 from the General Fund.
• AM 2026-141: meter order with Badger Meter for new water meters, not to exceed $56,752.50 from the Utility Fund.
• AM 2026-149: purchase of a Wachs Valve Exercise Trailer from Intermountain Sales for water line maintenance, not to exceed $99,950.00 from the Utility Fund.
• AM 2026-143 and AM 2026-144: construction deposit agreements and payments of $83,992.62 and $161,100.31 to United Power for electrical service at the elevated water storage tank and the 3 million gallon storage tank site.

Two public hearings were also scheduled: AM 2026-145 and AM 2026-146, on service plans and intergovernmental agreements for the Fort Lupton 277 Metropolitan District and Lancaster Crossing Metropolitan District Nos. 1-5.

Oct. 13 town hall

The City Council held a Town Hall meeting for open public discussion. Staff presentations listed on the agenda were the liquor license renewal application for SGH Dhillon & 7-Eleven; a Burns & McDonnell contract amendment; the Water Tower Project HPM change order and Murray Farms easement; the 5th & Broadway Street Project contract amendment with JVA; and a Proposition 123 Commitment for Affordable Housing 2027-2029.

Fort Lupton Council to weigh $3M land purchase, $1.68M road contract

The Fort Lupton City Council is set to consider a $3,000,000 real estate purchase and a $1,680,000 road reconstruction contract at its August 18 meeting. No final decisions have been published yet; minutes from recent meetings are not yet available, so all items remain proposals pending council action.

City Council agenda (Aug. 18)

The council's consent agenda includes a second reading of Ordinance 2026-1201, which would authorize the purchase of real property owned by Elizabeth M. Shafer et al. for $3,000,000, funded from the General Fund. The agenda also includes a resolution ratifying appointments to the Youth Advisory Committee with terms ending August 31, 2027.

Separately, the council will consider awarding a $1,680,000 contract to TWX Colorado, LLC for the 9th and Northrup Reconstruction Project. The agenda also includes allocation of funds for one full-time and two part-time custodian positions from multiple funds, approval of the August 4, 2026 meeting minutes, and accounts payable.

Town Hall meeting (Aug. 11)

The council held a Town Hall meeting for open public discussion. Staff presented several items, including a second reading of the Shafer property purchase ordinance, Youth Advisory Committee appointments, the 9th and Northrup/9th Street Extension Project, custodial staffing, and planning for the July 4, 2027 event. No transcripts or summaries are taken during Town Hall meetings, and no formal actions were scheduled.

Urban Renewal Authority seminar (Aug. 20)

The Fort Lupton Urban Renewal Authority (FLURA) was invited to attend a Small Scale Seminar hosted by the City of Fort Lupton and Downtown Colorado Inc. (DCI). The agenda included sessions on small-scale building, local case studies, tours of opportunity sites, a workshop, and a URA 101 session. The meeting was informational and open to the public with prior registration; no formal actions were scheduled.

Fort Lupton's City Council and Planning Commission met three times over the past two weeks, with agendas centered on a proposed $3 million real property purchase, the Western Midstream Parsnip Pipeline, and several contracts for streetscape, park, and planning work. City Council — July 28

This meeting combined a town hall with scheduled presentations and a public hearing. Agenda items included:

• An amended First Amendment to the Intergovernmental Agreement for Library Services.
• A 39-month lease renewal for six Toshiba printers.
• A presentation of financials by Clinger Hangerman.
• A Scope of Work Contract for Design Workshop as consultant for the Comprehensive Plan.
