Fort Lauderdale approves $23.1M radio system, $2.5M hospital incentive

The Fort Lauderdale City Commission on Aug. 18 approved a $23.1 million contract to upgrade the police and fire radio communication system, along with several other major contracts and first readings on zoning ordinances. All votes were unanimous (5-0). The Community Redevelopment Agency Board, meeting the same day, approved a $2.5 million incentive for a hospital expansion.

City Commission Regular Meeting

The commission approved a $23,109,800 contract with Motorola Solutions for a P25 radio system refresh, which will replace the current police and fire communication equipment. It also approved three other contracts:

• $3,934,061.15 with Weekley Asphalt Paving for realignment of Taxiway Bravo and Quebec at Fort Lauderdale Executive Airport (5-0)
• $3,384,742.95 with Weekley Asphalt Paving for pavement rehabilitation of Taxiway Echo at the same airport (5-0)
• $2,606,864.28 with Bermex, Inc. for water meter reading services (5-0)

The commission passed first readings of three ordinances, meaning they will need a second vote to become law:

• Allowing fortune tellers as accessory uses in CB and B-1 zoning districts (5-0)
• Revising the method for measuring fence heights (5-0)
• Updating vacation rental enforcement and compliance rules (5-0)

It also adopted a resolution approving collective bargaining agreements with the firefighters union (5-0).

Community Redevelopment Agency Board

The CRA board approved a $2,500,000 development incentive to Holy Cross Hospital for its outpatient center and emergency department expansion (5-0). It also approved:

• $193,500 to Queen Progress Investments for a warehouse retail buildout at 603 NE 13 Street (5-0)
• A resolution amending the interlocal agreement for Central City redevelopment funding (5-0)
• A resolution appropriating up to $189,952 for MHCP COLAB planning services (5-0)

The board also approved minutes from its May 19, 2026 meeting (5-0).

Conference Meeting and Workshop (Discussion Only)

Also on Aug. 18, the commission held a conference meeting and a joint budget workshop with the Budget Advisory Board. These were informational sessions with no final votes.

The conference meeting included presentations on the Resilient Broward Grant Program, a Broward County Public Schools referendum, an infrastructure investment bond, a harm reduction program from the Florida Department of Health, and an update on the airport leasing policy for Fort Lauderdale Executive Airport.

The workshop reviewed the Fiscal Year 2027 tentative budget highlights and the City Auditor's review of the proposed budget for FY 2026/2027, along with the management response to that review. No decisions were made.

Fort Lauderdale appoints Acting City Manager, approves millions in contracts

The Fort Lauderdale City Commission voted July 2 to part ways with City Manager Rickelle Williams and appoint Christopher Cooper as Acting City Manager, effective July 3. The meeting also approved millions of dollars in infrastructure contracts and professional services, including nearly $1.2 million for park improvements and $1.19 million for the new police headquarters.

City Manager Transition

The commission approved a mutual separation agreement for City Manager Rickelle Williams by a 4-1 vote. Christopher Cooper was then appointed as Acting City Manager in a unanimous 5-0 vote, effective July 3, 2026. The change in leadership takes effect immediately, with Cooper now overseeing day-to-day city operations.

Infrastructure and Construction Contracts

Two major change orders were approved. A $1.23 million change order for improvements at Joseph C. Carter Park passed 5-0. A $1.19 million change order for construction of the New Police Headquarters was approved 4-1. Both projects are part of the city’s ongoing capital improvement program aimed at upgrading public facilities and parks.

Airport and Planning Approvals

Unanimous votes approved a series of contracts and grants:

• $4.3 million in Federal Aviation Administration grant funds for airport runway taxiways. The grants will be used for maintenance and upgrades at Fort Lauderdale-Hollywood International Airport.
• $2.16 million for structural engineering continuing services, a multi-year contract to support city infrastructure projects.
• $1.27 million for fire and emergency medical station inspection services, covering building assessments for first-responder facilities.
• $5 million for transportation and public spaces planning, funding studies and designs for roads, sidewalks, and public areas.

All of the above items received 5-0 votes except as noted.
