Evanston City Council approves smoking/vaping ordinance, contracts

The Evanston City Council on Aug. 4 approved an ordinance updating city rules on smoking and vaping in public places, along with several contracts and payments totaling over $1 million. All votes were unanimous (6-0).

City Council actions

Council members passed Ordinance 26-05 on second reading, which regulates smoking and vaping in public places, including electronic smoking devices. The vote was 6-0.

The council also adopted four resolutions authorizing contracts, each by a 6-0 vote:

• Resolution 26-32 with the Evanston Chamber of Commerce
• Resolution 26-33 with Cowboy Days Inc.
• Resolution 26-34 with the Uinta County Human Services Board
• Resolution 26-35 with the Evanston Rodeo Series

In other business, the council approved bills for payment totaling over $1 million, the Revenue and Expenditure Report for May 2026, and a street closure permit for the Cowboy Block Party on Sept. 5, 2026. All passed 6-0.

Planning and Zoning Commission

The Planning and Zoning Commission met Aug. 3, but minutes have not yet been published. The agenda included two conditional use permit requests from Wyoming Downs, LLC: one for an indoor entertainment establishment (off-track betting) at 29 and 27 Allegiance Circle and 283 Wasatch Road, and one for a bar on Lots 19, 20, and 22, Block 2 of the Evanston Industrial Center 2nd Addition. The commission also considered a landscaping time extension request by Jeff Mansell (items CP 273/CP 274). No decisions were reported.

Work session preview

The City Council held a work session Aug. 11 to discuss an update on SAVF, a possible lease termination with Shades of Pale, Inc., and a letter of intent from Alpine Distilling. These were discussion items only, not final decisions.
