Zoning Board of Appeals

It also voted 4-0 to approve ZBA# 2026-07-08, a variance for 2 Middlesex Drive allowing encroachment on the setback, and closed the public hearing for that property by a 4-0 vote. The board approved the June 22, 2026 minutes (4-0) and entered executive session to discuss Heron Homes, LLC v. ZBA (4-0). A related appeal for 174 Shaker Road was postponed to September due to lack of quorum.

Joint Facilities Committee

The committee learned that roof testing at Parkman, Crandall, and Stowe elementary schools had not begun due to a lack of funds, contrary to earlier assumptions. The Town Manager has directed testing to proceed, costing about $15,000, with repairs estimated at $50,000 to $75,000. The committee agreed to request a Town Council appropriation of $15,000 for the testing. It also approved the minutes of the February 12, 2026 meeting unanimously and scheduled its next meeting for September 10, 2026.

Enfield Council schedules hearing on $511M school plan; blight fines reduced

The Enfield Town Council voted 8-0 to schedule a public hearing for Aug. 24 on a proposed $511 million appropriation to build four elementary schools and convert Eli Whitney into a therapeutic day school. The town's share would be capped at $89 million. The council also discussed, but did not vote on, how to spend $300,000 in state prison PILOT funds, reaching informal consensus to allocate $15,000 to EMS and $285,000 to critical infrastructure repairs.

Town Council

At its Aug. 3 meeting, the council adopted Resolution #7667, scheduling the public hearing for Aug. 24 at 6:30 p.m. on the $511 million school project and $89 million bond authorization. The council also heard a presentation from registrars on the Sept. 1 special primary and Aug. 11 Democratic primary, including early voting dates and hours. No vote was taken on the PILOT fund allocation.

Blight Review Committee

The Blight Review Committee voted 5-0 to recommend that the Town Council reduce property maintenance fines for 122 Windsor Street from $66,699 to $1,000, payable at closing by Oct. 1, 2026, with liens released and foreclosure withdrawn upon completion. The committee also approved a motion, 5-0, for staff to finalize the Property Maintenance Inspector job description and send it to the Town Council for a vote on adding new inspectors. Minutes from June 4 and June 30 meetings were approved. Items at 42 Asnuntuck Street and 27 Francis Avenue were discussed with no action.

Enfield Roundup: Wetlands Agency Clears Four Permits; Town Council to Take Up $511M School Project

The Inland Wetlands & Watercourses Agency approved four permits and lifted two violations at its July 21 meeting, making it the most active body in Enfield over the past two weeks. Meanwhile, the Town Council is set to schedule a public hearing on a $511 million school construction appropriation at its August 3 meeting.

Inland Wetlands & Watercourses Agency

The agency approved four permits, all by 7-0 votes:

• **IW# 730** — A permeable paver parking lot at 64 Palomba Dr.
• **IW# 731** — A home addition and garage at 35 Crescent Beach Dr.
• **IW# 732** — A home, barn, and farmstand at 13 Hillyer Drive.
• **XAA# 26-02** — A town-wide drainage structure maintenance program.

The agency also lifted a Notice of Violation for 13 Hillyer Drive as of March 19, 2025 (7-0) and lifted a Cease and Desist for 8 Pilgrim Circle (7-0). A Cease & Desist violation for 174 Shaker Road was kept open. The July 7, 2026 meeting minutes were approved 5-0-2.

Library Board of Trustees

The Board unanimously approved two funding requests from the Director: $370.00 for SWANK streaming movie licenses and $600.00 to reupholster two chairs at the Pearl Street branch. The Board also noted the passage of the library budget as submitted and approved previous meeting minutes, all by unanimous vote.

Planning & Zoning Commission

The commission held public hearings on two applications on July 23:
