DuPage County committees approve contracts, grants; board to weigh Coroner referendum
DuPage County committees this week approved a range of contracts and grants, including a $1 million weatherization contract and a clean audit for fiscal year 2025. The County Board is also set to consider a referendum on abolishing the Coroner's office.
Finance Committee approves audit, contracts
On Aug. 11, the Finance Committee approved the county's FY2025 audit with a clean opinion and no material weaknesses. It also approved four budget transfers totaling $107,867, a $500,000 increase for a DuPage Animal Friends grant, a $1 million weatherization contract with A Lugan Contractors, a $490,887 contract for LED traffic signal replacement, and $30,000 in grants to Green Halo Scholars, Darien Lions Club, and Westmont Lions Club. Public Works approves courtroom seating and other contracts
The Public Works Committee on Aug. 18 approved a $219,025 budget transfer for courtroom gallery seating. It also approved a $43,077.62 contract to Midwest Office Interiors for courtroom/probation seating, a $219,024.39 contract to KI for replacement gallery seating, a $19,165.88 contract to Hammer Construction for parking garage railing replacement, an $80,000 contract to The Stone Group for grease trap cleaning, and a $319,300 contract to Fox Valley Fire & Safety for fire alarm maintenance. These contracts were sent to the Finance Committee for further approval.
Development Committee denies church request, approves zoning
The Development Committee on Aug. 18 approved three zoning requests: a conditional use for a shed setback reduction at the Anitei property (6-0), a front yard setback variation for a porch at the Hummerich property (5-0, 1 absent), and conditional uses for an accessory dwelling unit and detached building setback for Axiom Home Investments (6-0). It denied a request from First Baptist Church for a lot split and setback reduction (0-5, 1 absent).

- **Human Services:** Approved a $48,000 contract for Senior Medical Care, PLLC for Medical Director services at the DuPage Care Center, and closed three expired purchase orders totaling $47,004.65.

The Transportation Committee on Aug. 18 will consider contracts for liquid calcium chloride ($15,000), automotive lubricants ($20,000 and $25,000), and a $319,300 fire alarm maintenance contract, as well as a proposed 2027 fiscal budget.

DuPage County committees approve $1M weatherization contract, other spending
DuPage County committees approved a $1 million contract for multi-family weatherization services last week, the largest single spending item among decisions made in the past seven days. The Human Services Committee also accepted a $212,094 federal grant for homelessness programs and several other contracts. Other committees approved contracts for stormwater engineering, IT equipment, and a new vehicle for the State's Attorney's Office.
Human Services Committee
The committee unanimously approved a $1 million contract with A Lugan Contractors for multi-family weatherization services. It also accepted a $169,000 DuPage Housing Authority Family Self-Sufficiency Program grant and a $104,000 agreement with CEDA for weatherization at College Park Apartments. For the DuPage Care Center, the committee approved a $38,000 fluid dairy contract, a $36,300 bread contract, a $53,000 trash can liner contract, and a $26,000 sole-source contract for medication dispensing machine supplies. Stormwater Management Committee
The committee unanimously approved a $31,000 budget transfer to cover overtime and temporary salaries from flood operations and snow plowing. The committee approved a $47,657.76 contract with SHI International Corp for data storage equipment, a $46,054.20 contract with SHI International Corp for SpyCloud software, and a $4,115.14 amendment to a Monday.com LTD purchase order for 10 additional seats.
Judicial and Public Safety Committee
The committee approved a $47,117.22 contract for one 2026 Ford-150 truck for the State's Attorney's Office, a $52,000 Illinois Family Violence Coordinating Council Grant, a $110,250 budget transfer for Cloudgavel Warrant System software, an $8,059 budget transfer for summer help and IT intern salaries, and a $162,255 Paul Coverdell Forensic Science grant. DuPage County committees approve $548,784 roof restoration, $344,340 digital forensics contract in busy July session
DuPage County committees moved more than $1.7 million in contracts and grants over the first two weeks of July, with the largest single award going to Malcor Roofing of Illinois, Inc. for $548,784.50 to restore the Sheriff's Office roof.
Public Works and Finance committees clear major contracts
The Public Works Committee on July 7 and the Finance Committee on July 14 both approved a slate of facility and technology contracts. Beyond the roofing work, the committees approved a $344,339.94 contract with Cellebrite, Inc. for digital device extraction tools for the State's Attorney's Office, and a $287,100 contract with Design Developers & Rehub, Inc. to replace the front entrance stairs at the DuPage County Historical Museum.
The committees also approved a $150,000 contract with Tyler Technologies, Inc. for utility billing software, a $75,000 contract with One2One Communications for utility bill printing and mailing, and a $52,385 contract with Johnson Controls Building Solutions LLC for a Metasys Server Software upgrade. The committees rescinded an $88,300.80 utility printing contract with Peregrine Services, Inc.
Human Services grants total $313,830
The Human Services Committee on July 7 approved three Illinois Department of Human Services grants: $90,920 for a Capacity Expansion Grant, $102,786 for a Supportive Housing Program Grant, and $120,124 for a Rapid Re-Housing Program Grant. Stormwater plan and water quality projects approved
The Stormwater Management Committee on July 7 approved the Upper West Branch DuPage River Watershed-Based Plan and its comment response document.
