Winters boards weigh fire district fees, bike routes, lighting ordinance

Over the past two weeks, four Winters boards and committees held meetings. None of the meetings produced decisions, as all were agenda-only with minutes not yet published. The most consequential items on the table were the fire district's consideration of an auto liability invoice and a developmental impact fee study.

Fire District

The Winters Fire Protection District Board met on Aug. 20. Its agenda included the proposal to pay a Yolo County Public Agency Risk Management Insurance Authority (YCPARMIA) declared general auto liability invoice. The board also discussed a pass-through budget format and advisory board, a Developmental Impact Fee Study, and information from Yolo LAFCo. Climate Action Committee

The Climate Action Committee met on Aug. 10. The agenda covered election of new officers, a report on best management practices (BMP) status with City Council updates, and a plan to upgrade city accounts to VCE Ultra Green. Members also planned for the Winters Criterium and reviewed a presentation on Yolo County route planning by Brian Abbanat, chair of Yolo TD. Reference materials on bikeway classifications, e-bike regulations, and a regional active transportation grant opportunity were included.

Natural Resources Commission

The Natural Resources Commission met on Aug. 17. The agenda included a discussion of the draft Outdoor Lighting Ordinance, following a letter to the City Council requesting a communication reset and clarification of lead staff. Members also reviewed ongoing projects at Winters Putah Creek Nature Park and received liaison updates on creek restoration, fire safety, and climate action. A presentation on a bat box project was given by the Winters Junior Girl Scout Troop.

Hispanic Advisory Committee

The Hispanic Advisory Committee met on Aug. 19. Its agenda covered festival planning and volunteer recruitment, as well as a voter project and a grant awarded to Corazon. Public comments and reports from commission and staff were also listed. No presentations were scheduled.

Coming up

The Winters City Council and Winters Joint Unified School District will hold a 2x2 committee meeting on Aug. 26. This informational meeting cannot make decisions. The committee will discuss coordination on a conveyance ordinance implementation, a Chromium 6 update from the city, climate change and resilience pre-planning for a severe El Niño, a preliminary RHNA report, and bond and facilities updates from the city.

Winters Committees Tackle Data Centers, Creek Park, and Lighting Rules in Busy Mid-July Stretch

Winters advisory bodies spent mid-July reviewing data center proposals, a rural intersection safety upgrade, and a draft outdoor lighting ordinance — though no formal decisions are on the record yet, as minutes have not been published for any of the recent meetings.

Yolo County 2x2: Data Centers and CR 88 Safety on the Table

The Yolo County/City of Winters 2X2 committee met July 15 to review information on proposed data center projects in Winters and discuss planned safety improvements at the CR 88 and Moody Slough Road intersection. Both topics touch on potential changes to local land use and traffic patterns.

The committee is an informational forum and does not have authority to approve or fund projects. The agenda also covered future discussion topics, board comments, and scheduling of the next committee session for October 21, 2026.

The Hispanic Advisory Committee met July 15 to discuss festival planning and volunteer recruitment. The agenda also included discussions regarding Wally Pearce, the Elder Day Council, and a World Cup viewing report and feedback.

Coming Up: Natural Resources Commission on July 20

The Natural Resources Commission meets today, July 20, to receive an update on the draft Outdoor Safe Lighting Ordinance and discuss its communication with City Council. Commissioners will also review the Winters Putah Creek Nature Park and the 183 Project.

Liaison updates are scheduled from several regional groups: LPCCC Streamkeeper, SCWA, Putah Creek Council, Yolo County RCD, Yolo County Fire Safe Council, Solano RCD, the Climate Action Commission, and City Council. A future meeting topic listed on the agenda is a Girl Scouts presentation on a bat box project.

Winters Fire District proposes $491K budget, City-School committee reviews chromium-6 compliance

The Winters Fire Protection District board of directors considered a $491,075 annual budget for the upcoming fiscal year during a June 25 meeting, while a joint city-school committee earlier discussed chromium-6 water compliance and school bus stop laws.
