Temple City Council weighs tax rate, bonds; no decisions yet

Temple's City Council met Aug. 6 to consider a proposed property tax rate of $0.6999, several large bond issuances, a $15.6 million road construction contract, and a land donation for a public park. No final action was taken at the meeting; minutes have not yet been published, and all items remain proposals pending future votes.

City Council regular meeting

The council reviewed a proposed tax rate of $0.6999 and scheduled a public hearing for Aug. 27. It also considered bond issuances including $124,490,000 for Reinvestment Zone Number One and up to $17,500,000 in certificates of obligation. A construction contract for improvements to Old Howard Road, Wendland Road, and Northlink Drive was on the agenda at $15,611,571.52. The council also discussed rezoning requests for properties at 5020 Shallow Ford Road, 4201 Shallow Ford West Road, and 4209 Wagon Trail, and the acceptance of a 178.683-acre donation for use as a public park.

City Council workshop

Planning and Zoning Commission

The commission met Aug. 3 to consider updates to the Unified Development Code, including amendments to allow small-scale food and beverage manufacturing and off-premise beer and wine sales in certain TMED zones. It also reviewed a rezoning request for a drive-through coffee shop on 4.629 acres at 10751 W Adams Avenue, and proposed amendments to Ordinance No. 2022-0044-O (153.72 acres south of Twin City Boulevard and S General Bruce Drive) and Ordinance No. 2022-0049-O (200.56 acres north of FM 2483 and SH 317). Final plat action was on the agenda for Lakewood Ranch Phase VIII Replat No. 1 (10.561 acres) and GHH Addition Replat No. 2 (2.002 acres). Building and Standards Commission

The commission met Aug. 3 to review seven property complaints, including 813 S 21st St, 803 S 26th St, 818-820 S 13th St, 1412 W Ave E, and 601 N 6th St. It also considered minutes from May 4, 2026, and updates on previous complaints.

Civil Service Commission

On Aug. 4, the commission discussed appeals from Police Department personnel regarding promotional exams for the rank of Lieutenant held July 7, 2026. It also approved minutes from July 24, 2026.

Employee Benefits Trust

The trust met Aug. 6 to consider a resolution authorizing the purchase of employee insurance policies for FY2027, including medical, pharmacy, dental, vision, FSA/HSA, COBRA, life, disability, and accident insurance from vendors such as Blue Cross & Blue Shield of Texas, Dearborn Life Insurance, Optum Financial, and Mutual of Omaha.

Temple boards weigh $17.9M in contracts, zoning changes, and firefighter contract talks; minutes pending

TIF Reinvestment Zone No. 1: infrastructure contracts

The board's July 22 agenda listed five contract actions totaling roughly $17.9 million:

Planning and Zoning Commission: battery storage, rezonings, East Downs

• 19.85 acres from Agricultural to Planned Development Single-Family 3 at 5020 Shallow Ford Road.
