Rockledge City Council to consider annexation, millage rate; pension boards meet

City Council

On Aug. 19, the Rockledge City Council held a special meeting to interview two candidates for city manager: John W. Cooper at 5:00 p.m. and Matthew Trine at 5:25 p.m. The meeting was limited to discussion and adjournment.

In a separate regular meeting that day, the council held first readings on several ordinances:

• Ordinance 2025-2026, setting salaries for City Council members and the Mayor
• Annexation and rezoning of 2355 Pluckebaum Rd (7.14 acres) to C2 General Commercial
• Annexation and rezoning of 275 Barnes Blvd (1.29 acres) to IP Industrial Park
• Annexation and rezoning of 3795 Flypark Dr (0.11 acres) to M2 Light Industrial
• Resolution 2026-919, setting rolled back and proposed millage rates for 2026

The meeting also included proclamations, a budget report, and a city manager search update.

Retirement boards

Three retirement boards met Aug. 21:

• **Fire Employees' Retirement Board** was scheduled to approve its administrative expense budget for Plan Year 2026/2027 and ratify travel expenses for Ed Syfrett's attendance at the FPPTA conference June 28–July 1, 2026. It also received an investment performance report for the quarter ended June 30, 2026, and a clarification of DROP policy interest.
• **General Employees' Retirement Board** reviewed investment performance for the quarter ended June 30, 2026, clarified DROP policy interest, and acknowledged retirement fund expenditures and receipts for the fiscal quarter. It also noted an educational opportunity: the FPPTA Annual Conference, Sept. 28–30 in Orlando.
• **Police Employees' Retirement Plan board** reviewed its annual administrative budget, investment consultant, actuary report, DROP interest clarification, and plan attorney representation. Public comment was limited to five minutes per person.

All three boards are scheduled to hold a joint meeting Nov. 20 at 10:00 a.m., according to the fire board's agenda.

Rockledge Council to Weigh Annexation, Millage Rate, and Staffing Increases; Board of Adjustment Set for Public Hearing

Rockledge residents have several land-use and budget items in front of city boards this month, though official minutes from the most recent meetings have not yet been published. Agendas show the City Council was scheduled to consider a voluntary annexation, a tentative millage rate, and the addition of six full-time employees at its July 15 meeting.

City Council — July 15

The City Council agenda included a voluntary annexation of 3.61 acres at 222 Yellow Place, along with a zoning designation of IP – Industrial Park for the same parcel. The applicant is listed as HAP Florida I, LLC.

A separate zoning change from C2 to RMU Redevelopment for a 1.01-acre parcel at 1029 Florida Avenue was also on the agenda. The agenda item is listed as a denial of that zoning change. Space Coast Real Estate Trust, LLC is associated with the 1029 Florida Avenue parcel, per the Planning Commission agenda.

On the budget side, the agenda listed a tentative millage rate of 5.299 mills, the addition of six full-time employees — including one school resource officer and three firefighters — and a $50.00 per month increase in City Council and Mayor salaries.

Minutes from this meeting have not been published, so it is not yet confirmed which items were voted on or approved.

Planning Commission — July 7

The Planning Commission was scheduled to hold public hearings on the 222 Yellow Place annexation, a comprehensive plan amendment designating the parcel's land use as Industrial, and the IP – Industrial Park zoning designation. The commission was also set to consider the zoning change from C2 to RMU for the 1.01-acre parcel at 1029 Florida Avenue.

Council Finance & Budget Committee — July 15

The Finance & Budget Committee agenda listed unfinished business regarding the city's tentative millage rate. No new business was scheduled. Minutes have not been published.

Coming Up

Board of Adjustment — July 21: The board will hold a public hearing on Special Exception SE-25-02, submitted by Beach Brewer LLC, to permit metal exterior and metal buildings in the Redevelopment Mixed Use (RMU) District, Planning District 5. The board will also approve minutes from its December 2, 2025 meeting and elect a chairperson and vice chairperson. Speakers must complete a speaker's card before addressing the board.

Community Redevelopment Agency Board of Commissioners — July 22: The board will approve minutes from its June 24, 2026 meeting, review the June 2026 financial report, and discuss public comments received after that June 24 meeting. No new business or consent items are scheduled.

Planning Commission to weigh annexation, zoning changes for two Rockledge parcels

No major decisions were finalized in the past two weeks, but the Rockledge Planning Commission will consider two property changes at its Tuesday night meeting.

The city’s Community Redevelopment Agency Board met June 24 but took up only procedural items; minutes from that meeting have not yet been published, so no official votes or outcomes are available.

Recent: CRA Board meets on routine business

The Rockledge Community Redevelopment Agency Board of Commissioners held a regular meeting June 24. According to the agenda, members considered:

• Approval of May 27, 2026 regular meeting minutes
• Financial report for May 2026
• Façade Improvement Grant updates
• Project updates from staff
• Consideration of the CRA audit engagement letter

Because the meeting minutes are not yet public, it is not known whether any of those items were approved or modified.

Upcoming: Planning Commission to hold two public hearings

The Rockledge Planning Commission will meet Tuesday, July 7, to hold public hearings on two land-use requests.

Annexation for industrial use at 222 Yellow Place – HAP Florida I, LLC is seeking voluntary annexation of a 3.61-acre parcel into the city, along with a comprehensive plan amendment to designate the land use as Industrial and a zoning designation of IP – Industrial Park. The property is located at 222 Yellow Place.

Zoning change at 1029 Florida Avenue – Space Coast Real Estate Trust, LLC requests a change of zoning from C2 (General Commercial) to RMU (Redevelopment Mixed Use) for a 1.01-acre parcel at 1029 Florida Avenue.

Both items are scheduled for public hearings during the meeting.
