Edwardsville Council to consider $2.2M in claims, excavator purchase, and healthcare renewal

The Edwardsville City Council will decide on more than $2.2 million in payments and a handful of major equipment and software purchases when it meets July 7, following a week of committee discussions that teed up those items. No final votes were taken at recent committee meetings because minutes remain unpublished, but agendas show the council is poised to act on a new $177,450 excavator, $52,002 in fire department software, and the 2027 employee healthcare renewal, among other business.

Public Services Committee highlights

During a June 30 gathering, the Public Services Committee reviewed resolutions to waive building permit, water tap, and sewer tap fees for a Lewis and Clark Habitat for Humanity home at 216 Crane Street. Members also considered a sole‑source purchase of First Due fire department software for $52,002, the acquisition of a 2026 CAT 308 excavator from Fabick CAT for $177,450, and a professional services agreement with Crawford, Murphy & Tilly for East College Street parking improvements. The committee went into closed session to discuss potential property acquisition.

Finance and administration items

The Administrative & Community Services Committee met July 1 and advanced a second reading of an overhaul of the city’s water ordinance, which would shift billing to monthly cycles beginning Nov. 1, 2026, and set new water‑connection impact fees at $4,100 inside city limits and $4,900 outside. A second reading of a bid‑purchase regulation update also moved forward, along with a right‑of‑way easement for Southwestern Electric Cooperative and a sole‑source purchase of a storage container for Goshen Commons.

At the same time, the Finance Committee discussed the proposed 2027 employee healthcare renewal, which carries a 21.4% increase in medical premiums, a 1.2% dental increase, and no change to vision or life insurance. The total cost increase is $919,712.75. Claims amounts will be announced at the July 7 council meeting.
