Hartford committee approves liquor license, software; council to weigh fire station plans

The Hartford Finance & Personnel Committee unanimously approved a new Class B liquor license for Double Down Lounge and authorized a CivicPlus agenda software purchase at its Aug. 18 meeting. The Common Council will consider those items, along with Fire Station #2 plans and other matters, at its Aug. 25 meeting.

Finance & Personnel Committee (Aug. 18)

The committee approved a new Class B liquor and fermented malt beverage license for Double Down Lounge, LLC at 25 West Sumner Street, covering Sept. 1, 2026 through June 30, 2027. The vote was unanimous.

The committee also unanimously authorized accepting a CivicPlus agenda software quote not to exceed $12,125, with an annual fee of $7,500. No public comments were made.

Plan Commission (Aug. 10)

The Plan Commission held a public hearing and considered a conditional use permit for a vehicle repair shop at 30 S. Pike Lake Dr. (Tax Key 36-2201-002-012), zoned B-3 General Business District. The agenda also included site plan and architectural reviews for The Neighborhood Mechanic, LLC at that address and for the proposed City of Hartford Fire Station #2 at 3420 County Highway K. A certified survey map for properties at 707, 709, and 719 Union Street was also discussed. Minutes have not yet been published.

Common Council (Aug. 18)

The Common Council met in regular session with several action items, including authorizing the CivicPlus software purchase (not to exceed $12,125), an easement encroachment agreement for 443 Big Bend Way, mayoral appointments (Ashley Mueller to the Business Improvement District and David Piquett to the Community Development Authority), and a presentation of the 2025 City of Hartford Financial Statements by Wendi Unger from Baker Tilly. The agenda also included approval of July 28, 2026 minutes. Minutes from this meeting have not yet been published.

Police & Fire Commission (Aug. 19)

The Police and Fire Commission reviewed building plans for the proposed Fire Station #2 and considered recommending that the Common Council authorize the bidding process. The meeting also included approval of July 8, 2026 minutes and a public comment period. Minutes have not yet been published.

Coming up

Common Council (Aug. 25) – The council will consider approving building plans for Fire Station #2 and moving to bidding, a new Class B liquor license for Double Down Lounge, a sewer lateral replacement reimbursement for Michael Schoeder at 2815 Robin Circle (up to $6,000), and a certified survey map creating Lots 1, 2, 3 at 707, 709, and 719 Union Street. The agenda also includes discussion of the 2027-2031 Capital Improvement Program budget and second quarter 2026 General Fund results.

Utility Committee (Aug. 25) — The committee will review the 2027 and 2028 Capital Improvement Programs for the Electric Utility, including several infrastructure rebuilds and equipment replacements. Estimated costs include $170,000 for the Wacker Drive rebuild, $270,000 for the South Johnson Street area, $160,000 for the Sell Drive and Tamarack Avenue area, $318,353 for a digger derrick truck replacement, and $350,000 for a bucket truck replacement in 2028. These are planning documents, not final approvals.

Hartford boards to weigh rezoning, WPPI contract extension, equipment purchases

Hartford's Common Council and two committees will consider a range of items this week, including a rezoning request, an 18-year extension of the city's power supply contract, and several equipment purchases. All items are on agendas; no decisions have been made yet.

Common Council (July 28)

The Common Council will hold a public hearing and vote on rezoning a parcel at 2115 Innovation Way from M-2 General Industrial to M-1 Light Industrial. The consent agenda includes three purchases: a 2025 Chrysler Voyager LX wheelchair-accessible van from A & J Vans for $81,791.50, a pad-mounted switchgear from RESCO for $33,945.00, and a 2000 kVA pad-mounted transformer from RESCO for $61,760.00.

The Council will also consider new liquor licenses for KRISPY KRUNCHY CHICKEN (743 East Sumner Street), Hartford Wine & Spirits (714 East Sumner Street), and CGO Properties (25 West Sumner Street). According to the agenda summary, the Council will also consider denial of three damage claims and a resolution approving a certified survey map.

Finance & Personnel Committee (July 28)

The Finance & Personnel Committee will discuss and consider denying three claims against the city. These include an employment-related liability claim from Marwan Muna, a $3,697.26 vehicle damage claim from Marlo Rhodes for a 2018 Subaru Impreza, and a $2,664.92 vehicle damage claim from Joe Romanski for a 2009 Ford F250. The city's insurance administrator, Statewide Services, Inc., recommends disallowance based on no city liability.

Utility Committee (July 28)

The Utility Committee will consider Resolution #3789 to extend Hartford's long-term power supply contract with WPPI Energy through 2073, an 18-year extension from the current 2055 end date. The committee will also vote on purchasing a pad-mounted switchgear for $33,945 and a transformer for $61,760 to support a new facility on Innovation Way. Additionally, it will discuss waiving the REP requirement to negotiate a PFAS treatment engineering contract with Baxter & Woodman for wells 15 and 16, and receive an update on electric service interruptions and water main breaks.

Today, the Plan Commission will hold a public hearing and consider a conditional use permit for a vehicle repair shop at 30 S. Pike Lake Dr. (Tax Key 36-2201-002-012), zoned B-3 General Business District. The applicant is The Neighborhood Mechanic, LLC. The commission will also review a site plan and architectural design for that property, as well as for the City of Hartford Fire Station #2 at 3420 County Highway K (Tax Key 36-2203-002-022). A certified survey map for 707, 709, and 719 Union Street (Tax Keys 36-2102-012-002, 36-2102-012-019, 36-2101-003-012) is also on the agenda.
