Tax incremental district proposed for S. Executive Drive

The Board of Public Works heard a presentation by FGM Architects on a completed Police Facilities Study and options. It also considered traffic control modifications near Burleigh Elementary School on Burleigh Place, Sleepy Hollow Lane, and Harrigan Drive. The board also took up a resolution approving a cost-sharing agreement with the Town of Brookfield and City of Waukesha for Davidson Road reconstruction.

Budget transfers and contracts

The Finance Committee and Common Council considered several budget amendments and contracts. The Finance Committee proposed transferring $42,000 from contingency to Highway capital outlay for a Public Works Facility roof repair, and $35,000 from contingency to Engineering contractual services for Davidson Road reconstruction design. It also considered a license agreement with T-Mobile Central LLC for wireless facilities at the Alta Vista water tower, an annual support and license agreement with Tyler Technologies for MUNIS software, and a pre-order for a 2027 replacement Highway patrol truck chassis.

Brookfield parks commission approves 2027 budget, capital plan

The Brookfield Parks and Recreation Commission approved the 2027 Parks, Recreation and Forestry Department Budget and the 2027-2032 Capital Improvement Plan at its Aug. 3 meeting, both by 4-0 votes. The agenda had listed incorrect years, which were corrected during the meeting. The commission also approved the minutes from its July 6 meeting.

Parks budget and capital plan

The approved budget covers the 2027 fiscal year for the Parks, Recreation and Forestry Department. The capital improvement plan outlines projects through 2032. No dollar amounts were listed in the meeting summary. The commission's votes were unanimous.

Other recent meetings

Brookfield parks board approves 2027 budget, capital plan

The Brookfield Park and Recreation Commission approved the 2027 Parks, Recreation and Forestry Department Budget and the 2027-2032 Capital Improvement Plan, both by 4-0 votes, at its Aug. 3 meeting. The commission also approved minutes from its July 6 meeting. The agenda had initially listed incorrect years, which were corrected at the meeting.

Park & Recreation Commission

The commission voted unanimously to approve the 2027 department budget and the six-year capital improvement plan. No dollar amounts were listed in the minutes. The approval sets the department's spending plan for the coming year and outlines capital projects through 2032.

Community Development Authority

The Community Development Authority met July 28 to consider creating Tax Increment District (TID) No. 10 for the South Executive Drive redevelopment. Brookfield Common Council approves $102,900 wetland purchase, awards infrastructure contracts

The Brookfield Common Council approved the purchase of four wetland parcels for $102,900.00 at its July 21 meeting, the most consequential decision in a busy two-week stretch of city business. The council also awarded two infrastructure contracts and advanced several budget transfers and intergovernmental agreements.

Common Council actions

The council awarded the 2026 Pathway Rehabilitation Project contract to Parking Lot Maintenance LLC for $488,905.00 and the 2026 Sanitary Sewer Lining Project contract to Visu-Sewer LLC for $384,340.00. It approved a $35,000 budget transfer from contingency to Parks, Recreation and Forestry for a Wiberg Aquatic Center study, and an $18,000 transfer to Public Works for a Clover Hill Road repaving agreement with the Village of Elm Grove.

The council also approved the 2026 Positions Ordinance amendment (13-0), an Intergovernmental Agreement with Waukesha County for destruction of seized drug evidence (13-0), and a Temporary Class B Beer & Wine license for Unity Lutheran Church (13-0).

Finance Committee

The Finance Committee's July 21 agenda included the same $35,000 and $18,000 budget transfer resolutions, a funding request for replacement video projection equipment at the Brookfield Conference Center, and review of vouchers exceeding $50,000. Legislative & Licensing Committee

The committee's July 21 agenda covered alcohol and business license applications, including a new Massage Business License for Neroli Salon & Spa at 3885 N. Brookfield Road, Temporary Class B Beer and Wine Licenses for Unity Lutheran Church at 4600 Pilgrim Road, renewal alcohol licenses for July 1, 2026 to June 30, 2027, a deposit schedule for alcohol-related ordinance violations, and an ordinance amending Municipal Code subsections 2.08.010.A, C.2, and 9.a. Public hearing on development review fees

The Common Council held a public hearing on proposed changes to Titles 16 and 17 that would require applicants to pay additional fees for professional review of preliminary and final plats, certified survey maps, conditional uses, planned development districts, and plan and method of operation applications. Human Resources & Public Safety Committee

On July 22, the committee was scheduled to hear a Police Department Facility Options Study presentation and a 2026 year-to-date review of health insurance experience. It also had before it a resolution approving the 2027 dental insurance program and amendments to the 2026 salary and positions ordinances. No actions were taken; items were slated for discussion and possible action pending a quorum.

Police bargaining

A July 24 legal notice announced that the City of Brookfield and the Brookfield Professional Police Association would meet to present initial bargaining proposals. The meeting was open to the public.

Brookfield Park & Recreation Commission approves wetland parcel purchase, trail rehabilitation bids

The Brookfield Park & Recreation Commission approved the purchase of four wetland parcels from V.K. Development Corporation and accepted bids for the 2026 Greenway Trail Pathway Rehabilitation Project at its July 6 meeting, according to official minutes.

Park & Recreation Commission — July 6 (decided)

The commission voted 5-0 to approve the purchase of four wetland parcels from V.K. Development Corporation following a closed-session negotiation. Members also approved bids for the 2026 Greenway Trail Pathway Rehabilitation Project #PK-1261 (5-0) and approved a donation agreement for the Wirth Park Athletic Complex (5-0).

A budget amendment to fund a study of the Wiberg Aquatic Center passed 5-0. The commission voted 5-0 to allow snowmobiles to operate in city parks as currently regulated. Minutes from June 1, 2026 were approved 4-0, and the meeting adjourned at 8:06 p.m. (5-0).

Brookfield fire appeal denied; Plan Commission set to review Boston Store redevelopment

The only formal decision recorded in the past two weeks came from the Brookfield Board of Fire Appeals, which denied a property owner's request to modify a fire alarm system requirement. Several other city boards met or posted agendas, but their minutes have not yet been published, meaning outcomes are not yet confirmed.

On June 30, the Board of Fire Appeals voted 3-0 to deny Ron Philleo's appeal of a fire alarm system requirement for the property at 12555-12557 W. Burleigh Road. The Board found that the fire code requirement applied and that the request for modification did not meet the criteria for relief.

Brookfield Fire Appeals Board upholds alarm requirement; Ethics Board declines opinion and seeks code change

Fire alarm requirement upheld for Burleigh Road property

The Board of Fire Appeals voted 3-0 on June 30 to deny Ron Philleo's appeal of a fire alarm system requirement for 12555-12557 W. Burleigh Road. The Board found that the fire code requirement applied to the property and that the request for modification did not meet the criteria for an exception. The decision means the fire alarm system requirement stands as issued.

Ethics Board elects officers, declines advisory opinion

The Ethics Board met June 22 and made several decisions, including electing Monica Riederer as chair (3-0) and Christopher Steffe as vice-chair (3-0). The board approved updated Rules of Procedure (3-0) and recommended that the Common Council amend the Ethics Code to require confidentiality for advisory opinions (3-0).

The board found that Kris Seals had standing to request an advisory opinion (2-1) but then declined to issue the requested advisory opinion (3-0). The board also approved minutes from September 15, 2022 (2-0, with one abstention).

Committee reviewed health insurance, salary ordinances

The Human Resources & Public Safety Committee met June 24 to review year-to-date 2026 health insurance experience and consider amendments to vehicle usage, mileage reimbursement, and auto allowance policies. The committee was also scheduled to vote on amendments to the 2026 Salary Ordinance and 2026 Positions Ordinance. Board of Fire Appeals denies alarm requirement appeal; ethics panel elects new leaders

The Brookfield Board of Fire Appeals denied a property owner’s request to waive a fire alarm system requirement, voting unanimously to uphold the city’s fire code. The board found the modification did not meet the criteria and that the requirement applied to the site at 12555-12557 W. Burleigh Road. The vote was 3-0.

Ethics Board declines to issue advisory opinion

The Ethics Board met on June 22 and took several procedural steps. Members elected Monica Riederer as chair (3-0) and Christopher Steffe as vice-chair (3-0), and approved updated Rules of Procedure (3-0). The board also voted 3-0 to recommend the Common Council amend the Ethics Code to make advisory opinions confidential.
