Cecil County Council reviews rezoning, equipment contract; no decisions reported

Cecil County's County Council held two meetings this week to review a rezoning request, a multi-year equipment contract, and a sewer assessment, but no decisions have been reported. Minutes from these meetings have not yet been published.

County Council

On Aug. 11, the council held a work session that included a presentation on the proposed Cecil Classical Charter School by Board President Tabitha Bathgate. The agenda also included approval of minutes from the Aug. 4 work session.

On Aug. 18, the council held both a work session and a legislative session. The legislative session included a public hearing on File 2026-01, a request to rezone 560 Blue Ball Road in Elkton from Urbanized Residential to Business General. The council also introduced Resolution 44-2026, which would approve a multi-year Axon equipment package (cameras, Tasers, VR training, license plate readers, and drone support), and Resolution 45-2026, which would apply for an Enterprise Zone expansion. A final reading was scheduled for Bill 2026-06, which would establish a sanitary sewer benefit assessment for the Little Elk Creek Sanitary Subdistrict. The agenda also included appointments to the Planning Commission, Agriculture Preservation Advisory Board, Susquehanna Workforce Network Board, Commission for Women, and Building Board of Appeals.

The Board of Elections met Aug. 19. The agenda included a vote on using Cecil Manor as a polling location, approval of minutes from July 15, and reports from the director and council. The meeting was open to the public in person or via Zoom.

Council reviews Axon contract, rezoning and sewer assessment on tap

The Cecil County Council took no major votes in the past two weeks, approving only meeting minutes while reviewing a proposed 10-year Axon equipment contract estimated at $1.4 million annually. Upcoming meetings will consider that contract, a rezoning request, and a sewer assessment.

Recent meetings

At its Aug. 4 work session, the council unanimously approved the minutes of its July 21 work session. It heard a presentation on a proposed 10-year contract with Axon Enterprise for cameras, Tasers, VR training, drones, and related equipment for multiple county agencies. No vote was taken. The council also reviewed Bill No. 2026-06, which would establish a sanitary sewer benefit assessment for the Little Elk Creek Sanitary Subdistrict, and introduced resolutions for appointments to the Agricultural Preservation Advisory Board, Susquehanna Workforce Network Board, Commission for Women, and Building Board of Appeals. Resolutions 35-2026 through 38-2026, covering supplemental appropriations and appointments, were considered but not voted on.

Also on Aug. 4, the council held a public hearing on the Little Elk Creek sewer assessment. Minutes from that hearing have not yet been published.

On Aug. 5, the Technical Advisory Committee reviewed a preliminary and final subdivision plat for Lands of Carden Farms, LLC, a two-lot project on Cherry Grove Road in the First Election District. No minutes are available.

Cecil County Council hears sewer fee proposal; liquor board weighs license changes

This week's Cecil County government meetings were largely agenda-setting, with no final votes taken. The County Council held a public hearing on a proposed sewer fee for the Little Elk Creek area, and the Liquor Board considered several license changes. Minutes for all recent meetings have not yet been published, so no decisions are confirmed.

County Council: Little Elk Creek sewer fee hearing

The Cecil County Council held a work session and public hearing on Aug. 4 for Bill No. 2026-06, which would establish a sanitary sewer benefit assessment for the Little Elk Creek Sanitary Subdistrict. The hearing was part of a broader work session that also included resolutions to appoint members to several county boards and supplemental appropriations for grant-funded programs. Among the appointments were Paul Drummond to the Agriculture Preservation Advisory Board, Lisa Beeman to the Susquehanna Workforce Network Board, and Devon Perry and Michael Linkous to the Board of Appeals. The council also considered supplemental appropriations for the Housing Navigator program and the National Community Care Corps, and appointed two electrical inspection agencies. Liquor Board: rooftop bar, new license, and transfer

The Board of License Commissioners held a public hearing July 29 on several license actions. Board of Appeals: three variance requests

The Board of Appeals held a public hearing July 27 on three variance applications for setback reductions: a 14-ft variance to a 30-ft front setback at 4 Yorktown Court, North East (RM zone); an 8-ft variance to a 25-ft Bufferyard A accessory setback at 18 Steamboat Landing Lane, Warwick (SAR zone); and a 15-ft variance to a 25-ft rear setback on North Drive, Earleville (RR zone). The board also held general discussion.

Technical Advisory Committee: subdivision review

On Aug. 5, the Cecil County Technical Advisory Committee reviewed a preliminary and final plat for a two-lot subdivision on Cherry Grove Road, First Election District, for Lands of Carden Farms, LLC.

The County Council introduced Bill No. 2026-06, which would establish a sanitary sewer benefit assessment for the Little Elk Creek Sanitary Subdistrict. A public hearing on the bill is scheduled for the council's Aug. 4 work session.

The council's July 21 agenda also listed Cecil County Public Schools Budget Amendment #150, Resolution No. 35-2026 (supplemental appropriation for Housing Navigator funding), Resolution No. 36-2026 (supplemental appropriation for National Community Care Corps funding), and Resolution No. 39-2026, a charter amendment regarding preparation of the county budget. The Planning Commission's July 20 agenda included a rezoning request (File 2026-01) for 560 Blueball Road in Elkton, proposing to reclassify 8+ acres from Urbanized Residential to Business General. Also listed were a concept plat for Valley Road Estates, Lots 1-31, postponed from the June meeting, and a preliminary plat for Chesapeake Club, Lots 348-360, 619-645, and 740-748, at Bay Club Parkway and Irishtown Road.

Board of Appeals: Three setback variance requests

The Board of Appeals held a July 27 public hearing on three variance applications:

Police Accountability Board and Administrative Charging Committee

The Police Accountability Board met July 21 to review complaints received since its last meeting, review Administrative Charging Committee adjudications, receive 2026 Q2 data, hear an update from the Rising Sun Police Department, and approve April 21, 2026 minutes.

The Administrative Charging Committee met the same day to vote on a new chairperson, approve June 23, 2026 minutes, and hold a closed session to review adjudicatory files EPD 220/221-2026, CCSO 193-2025, and CCSO 181-2025.
