Carteret County boards to weigh radio system change order, RV park, beach bids

Carteret County's governing boards have several significant items on their agendas this month, but no decisions have been published yet. The most consequential proposal is a $2.55 million change order for the county's public safety communications system, which the Board of Commissioners will consider at its August 17 meeting. Minutes from that meeting and two other recent sessions have not yet been released, so all items below remain pending action.

County Commissioners (Aug. 17)

The Board of Commissioners will vote on a consent agenda that includes:

• A $2,550,381 change order (No. 2) with EF Johnson Technologies for the Public Safety Communications System Project.
• A $129,295 sole-source purchase of an Eventide NexLog DX Emergency Communications Recording System.
• Budget amendments: $1,395,775 rolled forward for the School Capital Fund, $28,000 for Mill Creek Fire & EMS ambulance payoff, $651,155 allocated to School Capital Fund categories, and $4,114,000 carried forward for FY 2027 projects.

The board will also hold public hearings on two road name changes: a portion of White Oak Street to Circle Drive in Cedar Point, and Morris Lane to Sea Turtle Bay on Harkers Island.

Planning Commission (Aug. 10)

The Planning Commission considered preliminary plan approval for Morse Road RV Park Phase I, a 63-space RV park with a pool, bathhouse, and pickleball courts at 245 Morse Road, Swansboro (PINs 536602665106000 & 536602660487000). The property sits in a Special Flood Hazard Area (AE-11) and contains wetlands, but no impacts to jurisdictional waters are proposed. Approval is conditioned on acquiring all necessary state and local permits, combining two parcels, and completing construction within 24 months. An NCDOT driveway access permit (D022-016-26-00037) has already been obtained. Public notice was mailed and posted July 24, 2026, with legal ads published July 29 and August 5.

Consolidated Human Services Board (Aug. 10)

The board's agenda included adopting an updated fee schedule, an operating procedures amendment, and updates on the Post Overdose Response Team (PORT) and high school prevention education. Members also reviewed current and potential rules and policies, bad debt write-offs, and reports from the Health Department and Department of Social Services.

Coming up

The Carteret County Beach Commission will meet on August 24 at 10 a.m. The agenda includes approval of the July 27 minutes, the annual State of the Beach address by Nicole Vanderbeke, and presentation of bids for the 2027/2028 beach nourishment project by Ryan Davenport. A public comment period is scheduled, and the next regular meeting is set for September 28.
