Carlisle Council approves library renovation change order, furniture deposit, and redemption trailer trial
The Carlisle City Council on Aug. 10 approved a revised change order for the library renovation at $17,772.43, a furniture deposit of $4,835.19, and a six-month trial of a mobile can and bottle redemption trailer at North Park. The council also tabled a bike ordinance and a request to add credit card statements to the consent agenda.
Library Council
The Council approved library renovation change order 05R for $17,772.43 by a 4-1 vote. It also approved a deposit of up to $4,835.19 to Library Furniture International for library furniture, also 4-1. The six-month trial of the Mobile Droppable redemption trailer at North Park passed with a 3-2 vote.
The council tabled Ordinance 817 on personal transportation devices (4-1) and tabled a request to add credit card statements to the consent agenda (5-0). It approved the consent agenda, including bills of $123,774.68, by a 5-0 vote, and approved corrections to the July 27 minutes (4-0). The council directed staff to present a live-streaming policy by Sept. 14, 2026.
Library Board
The Carlisle Public Library Board of Trustees met Aug. 13 to consider three new policies: Circulation, Unscheduled Closings, and Collection Development. The board was also scheduled to approve bills totaling $7,005.64, including $1,506.40 to Overdrive and $1,455.38 to Ingram for books. The director's financial report showed $15.50 remitted to City Hall for July 2026 (faxes and earbuds). The board received an update on the new building from the Aug. 10 council meeting. Public comments were limited to three minutes per person. Minutes have not yet been published, so the outcome of these items is not yet known.
Planning and Zoning
The Planning and Zoning Commission met Aug. 17 to review a site plan for PDM Metals' steel shot blaster addition, which includes a 58-foot by 30-foot accessory building (1,740 square feet). The applicant requested a waiver from screening requirements for overhead doors facing the public right-of-way, per Carlisle City Code 165.12.3.A.2. Approval was contingent on moving stored materials from grass to gravel or paved areas and replanting trees to bring the landscape plan into compliance. The Fire Chief and Building Official had not yet reviewed the site plan. No decision was recorded.
Parks Board
The Parks and Recreation Board met Aug. 19 to review financial reports and project updates. The board discussed a Tree City fall event and urban forestry grant, including a tree removal and planting plan, and considered weed spraying for North Park and City Cemetery. A lease agreement with CGSA/CBC was also discussed. No decisions were recorded.
