Brownsburg officials weigh wheel tax, rezoning, police promotions

Brownsburg officials this week took up a proposed municipal wheel tax, a large residential rezoning, and police personnel actions, though no final decisions have been published. The Town Council met on Aug. 13 and in a special session Aug. 20, and the Board of Police Commissioners met Aug. 11. Minutes for all three meetings have not yet been released.

Town Council considers wheel tax, rezoning, annexation

The Town Council's Aug. 13 agenda included several ordinances and resolutions, most notably a proposed municipal wheel tax and vehicle excise surtax. Ordinance #2026-14 would impose the tax and create dedicated funds, and was listed for first reading. Also on the agenda was Ordinance #2026-10, which would rezone land north of County Road 600 North and east of County Road 900 East from Agriculture Residential (AGR) to Planned Development (PD) for a residential project by CRG Residential. The council also considered Ordinance #2026-09, a voluntary annexation of real estate for CRG Residential, which was listed for third reading and final adoption. A separate ordinance, #2026-11, would establish a Designated Outdoor Refreshment Area, and Resolution #2026-22 would authorize actions related to the purchase of real estate.

At a special meeting Aug. 20, the council was set to consider three related items: the same rezoning (Ordinance #2026-10), now proposed for first, second, and third readings and final adoption; Resolution #2026-17, adopting a fiscal plan for the CRG Residential voluntary annexation; and final adoption of the annexation ordinance (Ordinance #2026-09). The project is referred to as The Enclave on Parkway.

Police board personnel items

The Board of Police Commissioners met Aug. 11 to consider several personnel actions. The agenda included sergeant and corporal promotions for Brinson and Nelson, removal from probationary status for Training Coordinator Doug Abshire, Enforcement Unit Commander Joe Fults, and Investigations Unit Commander Jacque Bass. The board also discussed the Investigations Assignment, National Night Out 2026, and a Fire Territory Recognition Request.

Two meetings are scheduled in the next two weeks:

• **Advisory Plan Commission** (Aug. 24): The commission will consider a development plan for a 2,860-square-foot truck maintenance building and 900-square-foot office for Lions Trans Inc. at 4005 N CR 1000 E. It will also continue a public hearing on a Kroger zoning amendment and rezone at SR 267 and Northfield Drive to allow grocery as a permitted use. The commission will also approve findings for a Low Cost Spay & Neuter Clinic parking lot addition and the Gateway 74 development plan.
• **Brownsburg Fire Territory Executive Board** (Aug. 25): The board will review July 2026 financial and staff reports, and take action on establishing or modifying the Hazmat Unit and adopting general orders and job descriptions. It will also approve the July 15 minutes.

Fire Executive Board approves 2027 budget; Council took up annexation, lease, and bond items

The Brownsburg Fire Territory Executive Board approved the 2027 fire territory budget on July 15, the only meeting in the past two weeks with official minutes confirming decisions. The 3–0 vote also covered vehicle disposals and finance reports. Most other local boards met in the same window, but their minutes have not yet been published, so only their agendas are available.

Fire Territory Executive Board — July 15

The Executive Board took five recorded votes, all passing 3–0: approval of May 2026 meeting minutes, May 2026 finance reports, June 2026 finance reports, a vehicle disposal plan, and the 2027 budget. The board also swore in Martin Lauer as Merit Engineer. It moved its next meeting to August 25, 2026, and scheduled a joint work session for August 27, 2026.

Fire Territory Merit Commission Board — July 10

Brownsburg council, plan commission weigh development plans; annexation vote expected July 9

The Brownsburg Town Council and Advisory Plan Commission reviewed several significant development proposals in late June, including a 112-unit townhome complex and the potential annexation of a major commerce center. Official minutes from those meetings have not yet been published, so no votes are recorded. The council is scheduled to take final action on the annexation at its July 9 meeting.

Plan Commission reviews townhomes, Texas Roadhouse

At its June 22 meeting, the Advisory Plan Commission considered plans for Northfork Townhomes, a 112-unit complex with a clubhouse along County Road 300 North. Also on the agenda were a new 7,926-square-foot Texas Roadhouse restaurant south of the Interstate 74 on-ramp and the primary plat for Auburn Ridge West, an 88-lot single-family subdivision on 63 acres. The commission also reviewed a multi-tenant commercial building totaling 5,970 square feet with a drive-thru off 56th Street and a parking lot addition and Mill Street improvements for the Low Cost Spay & Neuter Clinic. Town Council considers annexation, fire fee waiver

The June 25 Town Council agenda included public hearings and first and second readings of an ordinance to voluntarily annex 8720 East County Road 750 North—the Ronald Reagan Commerce Center—along with a fiscal plan and a conditional zoning request for the same property. The council also planned to vote on the list of school crossing guards for the 2026–2027 school year; a Memorandum of Agreement for MS4 storm sewer permit implementation in Hendricks County; a second preliminary determination public hearing on a lease payable from ad valorem (property) taxes; and an annual request from Brownsburg Community School Corporation for an exception from fire protection service fees for calendar year 2027.
