Planning Commission Recommends Rezoning, Road District; City Council to Decide
The Belle Fourche Planning and Zoning Commission voted unanimously Aug. 19 to recommend rezoning two lots in the Morningside Wetlands Subdivision and to recommend formation of a new road district. Both items now go to the City Council for final action.
Planning and Zoning Commission (Aug. 19)
The commission recommended approval of a rezoning amendment for Lots 6 and 7 of the Morningside Wetlands Subdivision, changing the zoning from Single-Family Residential to Small Lot Single-Family Residential. The vote was unanimous. The commission also unanimously recommended approval of a resolution to form the Jewett, Jewell, and Snoma Road District, as petitioned by Butte County. Both items will be considered by the City Council.
Public Works Committee (Aug. 10)
The Public Works Committee unanimously recommended approval of the Halloween Parade on Oct. 31, 2026, from 3:45 p.m. to 5:15 p.m. on State Street from 5th Avenue to 7th Avenue. Other items were informational only, including updates on curb stops, the Spearfish Water Gallery, Park Drive road damage, Black Hills Roundup lighting, water restrictions, and the Public Works budget.
Museum Board (Aug. 11)
The Tri-State Museum and Visitor Center Board heard the director's report on strong July visitation: 5,916 visitors from all 50 states and 25 countries, and record store sales of $12,555. No formal decisions were made; the board approved the agenda and prior minutes, and discussed upcoming events and the archives project.
Parks and Recreation Advisory Board (Aug. 12)
The Parks and Recreation Advisory Board approved its agenda and amended July minutes, both unanimously. No action items were taken. The board discussed pickleball scheduling and court maintenance at the Rec Center and Gay Park, reviewed a draft of updated bylaws, and noted that the proposed National St. tunnel mural project was approved by the City Council. The next meeting is set for Sept. 16, 2026.
Legal Finance Committee (Aug. 10)
The Legal Finance Committee meeting scheduled for Aug. 10 was cancelled. The next meeting is set for Aug. 24.
Coming up
- **Legal Finance Committee (Aug. 24):** Will discuss a professional services agreement with the Belle Fourche Chamber of Commerce, authorize the finance officer to sign a collections agreement with Express Collections, Inc., and consider a wedding permit for Bowman Hall on Feb. 27, 2027. Also an informational update on sales tax and the July budget.
- **Public Works Committee (Aug. 24):** Will consider waiving the $100 Community Hall rental fee for a 501(c)(3) fundraiser event (the $400 deposit has already been paid). Informational updates on 11th Avenue drainage, water meters, the Spearfish Water Gallery, and Park Drive road damage are also on the agenda.
