Judson ISD agendas: censure resolution, grievances and campus turnaround plans — but no minutes yet

Judson ISD held three meetings in the past two weeks — two on Oct. 15 and one on Oct. 21 — but no minutes have been published for any of them. Oct. 15 regular meeting: budget amendments, spending items, censure resolution

The regular board meeting, held immediately following a public hearing, listed these items:

• Budget amendments for the 2027 fiscal year
• Approval of expenditures equal to or greater than $50,000
• Final payment and acceptance for the Districtwide MEP Package I and II projects (Bond 2022)
• A memorandum of understanding with San Antonio Police, Bexar County Sheriff, Kirby Police, and Region 20 for the Handle with Care Program
• Possible adoption of a resolution of censure regarding Trustee Jose A. Macias Jr.

A closed session was scheduled to discuss personnel matters and the conduct of Trustee Macias. The agenda does not state the reason for the proposed censure, and no amount is given for the final payment on the Bond 2022 MEP packages.

Oct. 15 public hearing: F.I.R.S.T. presentation

A separate public hearing was scheduled for the same day to receive a presentation on the Financial Integrity Rating System of Texas (F.I.R.S.T.), the state's school financial accountability rating system. Oct. 21 special meeting: employee and parent grievances

Oct. 26 — Special Board Meeting. Oct. 28 — School Safety & Security Committee Meeting. The committee is scheduled to consider approval of SAFE Grant Cycle 2 funding for 2026 TEA District Vulnerability Audit findings and approval of documented procedures for locking interior classroom doors during the school day. It will also review 2026-2027 TEA Intruder Detection Audit Findings for Selma, Crestview and Escondido Elementary, Kirby STEM Academy, Judson HS and Karen Wagner HS, review the 2026-2027 Judson ISD Emergency Operations Plan, and discuss staff emergency response training. District vulnerability assessments and intruder detection audits are listed for closed session.

Judson ISD board weighs tax rate, budget, hiring policy; minutes pending

The Judson ISD Board of Trustees held three meetings in the past two weeks, but official minutes have not yet been published, so the outcomes of those meetings are not yet known. The agendas included setting the 2026 tax rate, approving budget amendments, and temporarily suspending a teacher-hiring policy. The board also has two special meetings scheduled in the coming week.

Recent meetings

Aug. 15 – Public hearing and special meeting on tax rate

The board held a public hearing on the proposed 2026 tax rate, followed by a special meeting. The agenda for the special meeting included:

• A resolution designating an officer to calculate the No-New-Revenue Rate and Voter Approval Tax Rate.
• Approval of the 2026 appraisal roll as certified by the Bexar Appraisal District.
• Approval of the No-New-Revenue Tax Rate and Voter-Approval Tax Rate calculations for 2026.
• A resolution adopting the 2026 tax rate.
