Athens City Council to consider SR 682 loan; boards meet on housing and accessibility

Over the past two weeks, Athens City Council and several boards and commissions held meetings, but all were agenda-only, with minutes not yet published, so no decisions have been reported. The most consequential item on the upcoming agenda is the City Council's vote on a state infrastructure bank loan for the State Route 682 major rehabilitation project.

City Council

The council met on Aug. 10 and Aug. 17, and is scheduled to meet again on Aug. 24. The Aug. 10 agenda included appropriations of $57,788 for court software, $50,000 for streetlight electricity, and $55,000 for IT costs, along with a request for a C-1 liquor permit at 14 South Court Street and a right-of-way application for a porch extension at 144 Grosvenor Street.

At the Aug. 17 meeting, the council took up second readings for ordinances authorizing a State Infrastructure Bank (SIB) loan application for the State Route 682 major rehabilitation project, payment to ODOT for the local share of that project, and an amendment to the public safety training facility ordinance. First readings were held for a waterline upgrade on Hudson Street and a special right-of-way permit at 144 Grosvenor Street.

The Aug. 24 meeting (today) includes votes on those same ordinances, plus a first reading for storm and sewer repair appropriations, and interfund transfers totaling $330,000 to the Medical Insurance Fund. The agenda also includes committee discussions on recent flooding and a resolution on respectful interactions.

Other boards and commissions

Several other bodies met during the week, all with agenda-only items:

• **Disabilities Commission** (Aug. 11 and Aug. 19): The outreach committee discussed Athena Award nominations and social media; the full commission heard a presentation from Opportunities for Ohioans with Disabilities and discussed a planter/ramp at Casa Nueva.
• **Affordable Housing Commission** (Aug. 18): Discussed draft goals for the Comprehensive Plan, updates on the Ridges housing development, senior housing, and the Community Reinvestment Area, plus rental inspection processes.

Environment Commission Recommends Three New Members; City Council to Weigh Funding and Fees

The Athens Environment & Sustainability Commission made the only formal decisions among recent city meetings, recommending three new members to City Council. Other meetings this week were agenda-only, with minutes not yet published. City Council meets today with a full agenda of appropriations and regulatory items.

Environment & Sustainability Commission

The commission, meeting Aug. 5, voted unanimously to recommend Brittany Hopkins, Aoife McLaughlin, and Fiona Davis for appointment to fill vacancies on the commission. The recommendations now go to City Council for approval. The commission also approved minutes from its July 1 meeting, also unanimously. No other formal decisions were made; the meeting included discussion of data center moratoriums passed by the City of Athens, Athens County, and Athens Township, and noted a potential regulatory gap in townships. Updates on hazardous waste collection and planning discussions were also on the agenda.

Community Relations Commission (agenda only)

The Community Relations Commission met July 29 with items including a vote on involvement in Athens Day/Community Welcome and a future meeting venue after September. The commission also discussed a draft amendment to the Athens Code, recruitment efforts (with one open seat), a BDR awareness promotional strategy, and a non-discrimination training proposal. Minutes from May and June were on the agenda for approval. No minutes have been published yet.

City Council (agenda only)

City Council met Aug. 3 with ordinances to fund the State Route 682 major rehabilitation project, including a state infrastructure bank loan and a local share payment. Committee discussions covered a data center moratorium, public defender funding, and construction of a community pavilion and public safety training facility. No minutes have been published yet.

Zoning Board Denies Tobacco and Vape Shop Variance on E State Street

The Athens Board of Zoning Appeals denied a request to allow a tobacco and vape establishment at 79 E State Street within 500 feet of a church or other licensed retailer. The motion failed on a 4-0 vote at the board's July 14 meeting, the only item this week backed by official minutes rather than an agenda alone.

The board also approved minutes from its March 10, 2026 meeting, passing that motion 3-0.

Municipal Arts Commission

The Athens Municipal Arts Commission met July 8 to review a draft letter supporting City Council's ordinance designating Lasher Hall as a local historic landmark. Council passed the ordinance on June 1. Commissioners also discussed recommendations to the mayor, formation of a local arts group coalition, and plans for ACAMF participation in August, when no meeting is scheduled. An update on the Art Outside the Box project was also listed. Minutes were not yet published.

Disabilities Commission and Committees

Three Disabilities Commission-related meetings took place the week of July 14. The Outreach and Communications Committee met July 14 to brainstorm social media posts, including community member profiles and educational notes, and to hold a conversation with the StoryTelling Institute. The committee also revisited a newsletter idea and membership recruitment. No votes or decisions were scheduled.

The full Commission on Disabilities met July 15 to review a priority matrix used to determine accessibility and advocacy priorities, receive updates on the Athena Award nomination process, and hear bylaws committee updates. Members also planned for guests from Opportunities for Ohioans with Disabilities at the next meeting.

The Accessibility and Advocacy Committee met July 17 to review the priority matrix, discuss Uptown improvement plans, and review the process for when the Commission on Disabilities is requested for feedback. All three meetings were agenda-only; minutes were not yet published.

Shade Tree Commission

The Shade Tree Commission met July 15 to consider tree permits and landscape ordinance issues. Items listed included a Title 33 tree permit review for the Carpenter Street tree list and Johnny Appleseed Park, Stimson Bike Path planting replacements, limb maintenance at 6 S College Street, tree removal at 17 Euclid, and Uptown limb removal during the Boogie event. The commission also discussed fall plantings and an Arbor Day event, including Westside and OU Soccer field plantings, and considered an application for appointment by Chris Hedges. Recreation Advisory Board

The Recreation Advisory Board met July 16 to discuss Lifeguard Appreciation Day on July 31, an October meeting with the City Planner, filling executive roles, approval of new member nominations, and preschool playground input. Minutes were not yet published.
