Collin County boards weigh bond election, FY 2027 budget, WIC grant

Collin County government boards met over the past two weeks to consider a range of items, including a possible November bond election, the Fiscal Year 2027 budget, and a $2.18 million grant for the Women, Infants and Children (WIC) program. All recent meetings were agenda-only; minutes have not yet been published, so no final decisions are confirmed.

Commissioners Court

At its Aug. 10 meeting, the court discussed calling a bond election for Nov. 3, 2026, with final amounts and propositions to be determined. The consent agenda included awards for firearms and accessories (IFB No. 2026-236) and live ammunition and less-lethal equipment (IFB No. 2026-183) to multiple vendors, plus interlocal tax collection agreements with Blue Ridge ISD and the City of Celina. Budget adjustments included $13,800 for FirstTwo Platform Software and $50,000 for rifle plates for patrol deputies.

On Aug. 17, the court considered interlocal road improvement agreements with Farmersville, Josephine, Lucas, Murphy, Nevada, and Wylie, and tax collection agreements with Weston, Seven Springs MUD, Southeast Collin County MUD No. 1, and Tivoli MUD. The agenda also included Amendment No. 3 to the inmate food service contract with Trinity Services Group to increase meal prices, a public hearing on a re-plat of Lots 2R-1 and 2R-2 of the Hudson Addition, and an order and notice of election for the Nov. 3 general and special elections.

That same day, the court held a special session budget workshop for FY 2027, covering the recommended budget, department requests, a uniform pay policy, a retirement contribution rate of 10.0% for the Texas County and District Retirement System, and a proposed tax rate. The court also considered setting a public hearing on the tax rate.

Health Care Foundation

On Aug. 10, the Health Care Foundation Board considered a consent agenda that included Amendment No. 12 to a lease with the Collin County WIC Program at 900 E. Park Blvd., Plano, extending the term from Sept. 1, 2026 to Aug. 31, 2029, and a $210,988 budget adjustment for plumbing repairs at the Plano 920 Building. The board also received monthly financial reports for June 2026 and disbursements through July 30, 2026.

On Aug. 17, the board considered accepting a FY 2027 WIC grant of $2,175,542, Lease Amendment No. 1 with A Family Place - Counseling PLLC at 900 E. Park Blvd., Suite 280, Plano, to increase space and rent, and renewal of Lab Services Contract No. 2025-166 with Clinical Pathology Laboratories, Inc. through Nov. 9, 2027. Disbursements for the period ending Aug. 6, 2026, and minutes from July 20, 2026, were also on the agenda.

The Commissioners Court will consider a $2,325,000 budget adjustment for court-appointed representation (adult and juvenile), tax refunds totaling $350,368.44, and awards to Kofile Technologies for preservation of civil minutes, TDIndustries for CRAC 3 replacement at the Collin County Courthouse, and Axon Enterprise for firearms and conducted electrical weapons. The court will also discuss the FY 2027 budget and hold an executive session on real estate related to the Collin County Adventure Camp.

The Health Care Foundation Board will review disbursements for the period ending Aug. 13, 2026, file minutes from July 27, 2026, and consider personnel changes. An executive session may follow.

Collin County officials weigh bond election, budget, and contracts in busy meeting week

Collin County government bodies met twice this week to consider routine contracts, a potential November bond election, and budget adjustments. Minutes from the Aug. 3 and Aug. 10 meetings have not yet been published, so no final decisions are available. Upcoming meetings on Aug. 17 include a budget workshop and a regular session.

Commissioners Court (Aug. 3)

The court’s agenda included a $20,000 budget amendment for a District Attorney intern stipend program, a contract award for courthouse cafeteria services (RFP No. 2026-072), and an extension of the ambulance services contract with the Northern and Eastern Coalition (Contract No. 2024-058) through Oct. 31, 2026. Also listed were $10,000 for courthouse scanner maintenance and a final plat for The Preserve of Collin County Phase 1 North.

Health Care Foundation (Aug. 3)

The board considered an amendment to the FY2027 Emerging and Acute Infectious Disease grant (60503), approved disbursements for the period ending July 23, 2026 (60522), and filed minutes from the July 13, 2026 meeting (60499). The board could also enter executive session under Texas Government Code Chapter 551.

An executive session on personnel matters, including salaries for certain county officials, is also scheduled.

Collin County Commissioners Court eyed $329,523 Frisco road deal and $511,624 health preparedness grant in late July meetings

Collin County Commissioners Court and the Health Care Foundation Board of Trustees each met twice in late July, with agendas covering road construction funding, tax refunds, public health preparedness grants, and facility repairs. Minutes from all four meetings have not yet been published, so the items below reflect what was scheduled for consideration — not confirmed outcomes.

Commissioners Court — July 20

The court's consent agenda included tax refunds totaling $194,434.18 from the Tax Assessor-Collector and a budget adjustment of $38,835 for Courthouse roof repairs under Facilities.

Other agenda items were a rental agreement with Election Systems & Software, LLC to lease voting equipment with a sole source exemption, Change Order No. 31 to the Healthcare, Medical Examiner and Parking Garage Facilities project with The Christman Company, and Change Orders No. 39 and No. 40 to the CCADF Medical Mental Health Expansion with Sedalco, Inc.

The court was also scheduled to receive an update on Collin County Emergency Services District No. 1 and discuss executive session items.

Health Care Foundation — July 20

The board was set to establish a $121,301 budget for the FY2027 Cities Readiness Initiative Program grant and consider a grant application for the FY2026 Ebola Virus Disease Preparedness and Response grant.

Routine items included approval of disbursements for the period ending July 9, 2026, and review of May 2026 Monthly Financial Reports.

Commissioners Court — July 27

The largest dollar item on this agenda was an interlocal agreement with the City of Frisco for constructing Dallas Parkway from Panther Creek to PGA Parkway (Project RI07117), carrying a $329,523 budget adjustment.

The consent agenda also listed tax refunds totaling $134,013.15, a contract with Vertosoft, LLC for the OpenGov Transparency Solution (no dollar amount was given in the agenda), and interlocal agreements for ad valorem tax collection with the City of Allen, Lovejoy ISD, and others. The court was also scheduled to consider a grant application for the FY2027 Texas Wildlife Services Feral Hog Grant.
