Adams County board approves consent calendar, sets $1.7M equipment vote

The Adams County Board of County Commissioners unanimously approved its consent calendar on Aug. 11, covering expenditures, prior meeting minutes, a Head Start grant continuation application, and a child care assistance program agreement. The board also voted 5-0 to enter two executive sessions for legal advice on a pre-development agreement with AltitudeX and on public health oversight at the detention facility. No other substantive decisions were made at that hearing.

Board of County Commissioners

Aug. 11 public hearing — The board approved the agenda and consent calendar (both 5–0) and the two executive sessions (5–0). The consent calendar included expenditures, minutes, the Head Start grant application, and the CCCAP MOU.

Aug. 10 study session — The board discussed a development standards overhaul; no formal decisions were scheduled.

Aug. 12 study session — The board heard briefings on the Rocky Mountain Arsenal program with U.S. Army representatives, a historic district plan, the county collaborative management program, and a general assistance fund ordinance. It also considered appointments to the Community Corrections Board (Johanna Siens), E-911 Authority Board (Erica Hannah), and Workforce Development Board (Jodie Kammerzell). No votes were taken.

Aug. 18 public hearing — The board considered a land use case for the Stonehouse Substation, a $852,500 amendment with Maple Star Colorado Inc. (Clarvida) for core services, a $95,000 agreement with Brothers Redevelopment Inc. for the Homelessness Resolution Program, a new furlough policy, and a transfer of the 2026 Private Activity Bond Volume Cap to Maiker Housing Partners. Aug. 19 study session — The board discussed code compliance, a reducing harms and improving health initiative, development fees, Clear Creek Watershed forest improvement, and administrative item reviews.

Aug. 21 study session — The board received updates on the county's fund balance and strategic plan, the regional economy (presented by Dr. Richard Wobbekind of the University of Colorado), property assessments, the retirement plan, and employee benefit selection. No votes were scheduled.

Planning Commission

Aug. 13 — The commission held a study session on buffers between new development and existing oil and gas facilities, followed by a public hearing. The hearing considered a resolution recommending approval of a right-of-way vacation for a portion of East 132nd Avenue (Case #VAC2024-00003) and approval of the July 23, 2026 meeting minutes. No decisions have been published.

Liquor & Marijuana Licensing Authority

Aug. 19 — The board considered six routine license items on the consent calendar (B&G Liquor, Lowe's #117, Lulus Inn, Midtown Pool Club LLC, Tacos El Metate, Nobo Denver LLC) and held public hearings for a 7-Eleven Store #42236A (LIQ2026-00031) and Broadway Petroleum Corp dba Xpress Mart (LIQ2026-00057). Minutes have not yet been published.

Aug. 25, 9 a.m. — Board of County Commissioners Public Hearing — The board will consider a $1,717,938.28 purchase order with Advanced Network Management, Inc. for network equipment, adoption of penalty and fine schedules for zoning and building code violations, a land lease with E-43 Windchaser Condominium Association, and a $432,000.00 vehicle and truck lease with Enterprise Fleet Management. The board will also enter executive session for legal advice on detention facility oversight and litigation.

Adams County approves 2026-2027 cultural facilities funding plan; stormwater contract and variance hearings ahead

Adams County's Board of County Commissioners approved the 2026-2027 Scientific and Cultural Facilities District Funding Distribution Plan on July 21, voting 4-0. The same meeting cleared a $350,000 art agreement, $390,468 in accessibility improvements, and an appointment to the RTD board.

Commissioners act on funding, contracts, and appointments

At the July 21 public hearing, the board approved the Scientific and Cultural Facilities District Funding Distribution Plan for 2026-2027 on a 4-0 vote. A Large Building Decarbonization Showcase Grant Contract also passed 4-0.

On the consent calendar, commissioners approved a $350,000 agreement with artist David Garcia for the Pecos Median Sculpture Series, a $390,468 amendment for Government Center Hearing Room accessibility improvements, a $91,613 amendment for Tristar Claims Management workers compensation services, and a $19,566.88 amendment for an Adams County Detention Center office conversion.

The board appointed Joyce Downing to fill the RTD District J vacancy and voted 4-0 to enter executive session regarding the Martin, Rios, and Hurley cases.

Study sessions and planning hearings held; minutes pending

Several meetings took place between July 22 and July 29, but official minutes have not yet been published. Based on agendas, the topics included:

• **July 22 study session:** Non-residential linkage fees, second quarter budget-to-actuals review, a monthly regional transportation meeting, and a GC Public Hearing ADA improvements project.
• **July 23 Planning Commission:** A study session on the Development Standards Overhaul, followed by a public hearing. Consent items included adding the Strasburg Subarea Plan to the Advancing Adams Comprehensive Plan and accepting two permanent drainage and access easements.
