The meeting opened with a discussion on information Nathan shared by email about Ohio Ethics
Opinions from the Ethics Commission of the State of Ohio.
Nathan said that he made a few more clarity changes in section 9.03 regarding the Planning and
Zoning Commission to bring them in line with current ordinances. He explained that most of the
language in the charter for Article IX is the same as that found in West Jefferson’s ordinances.
However, the charter is missing information from the ordinances that allow someone who is denied
by the P&Z commission to go to Council for a vote. There was a discussion, and the committee
members agreed that it should be added.
Discussion on the term “any matter” found in the second paragraph of 9.04. Nathan clarified the
difference between an administrative act and zoning.
Ron asked Nathan if all updates, including numbering changes, will have to be in the ballot. Nathan
said they must be included.
Discussion on Article XVII. Discussion on hiring and appointment procedures (reference to Ohio
Ethics opinions).
Discussion on a council member who is related to an employee, and restrictions on voting. Basically,
if the council member is voting on things that affect the whole body (department, unit, office, etc.)

The meeting opened with a discussion on the final review of the proposed changes to the charter by
Village Council and the Mayor. The commission proposes changes and will listen to any requests
made by the public, council or the mayor, and can make requested changes, but is not obligated to
do so.
Discussion on the current municipal tax rate of 1% for both residents and employees of businesses
located in the Village. Pros and cons of a tax increase, with a credit for being a resident were
discussed, along with number of payees. Nathan shared information about a case in 1995 from the
Village that went to the Ohio Supreme Court where the Village won.
Nathan and Jill were asked to find out about the printing process for the final draft, ballot language
and who drafts that. Nathan thinks that it is the Village Clerk or Law Director who generates the
ordinance language prior to approval by Council.
Nathan said that he had a few items to discuss.
1. Nepotism: Ultimately, people have a right to be on the ballot. There is no legal authority to
limit that. However, the Village has Home Rule, but we need to be very careful about
excluding someone from the ballot because he or she has a relative that works for the

Attendees: Karl Frybarger, Chairperson Strategic Planning Committee, Jimmy J Hall, Clerk of
Council, Matthew O’Rourke, Structure Point, Trevor Traphagen, Structure Point, David Robinson,
Montrose Group, and Isaac Edwards, Montrose Group
Purpose: (1) to set up Strategic Planning Committee bi-weekly meetings, and (2) to set up
“listening sessions” for the Stakeholders.
Discussion:
First, the informational meeting began with setting up Strategic Planning Committee (SPC) bi-
weekly meetings. The bi-weekly set-up is a good time to share information. There was a variety
of responses through email with the best times and days. In the end, it was decided to begin these
meetings on March 31, 2026, at 3:00 pm. This reoccurring meeting will be held in the Village
Council Chambers through either Zoom or Microsoft Teams and recorded for the Village residents.
Lastly, these special meetings (Ch. §4:10) will be public meetings without comment.
Second, the informational meeting also discussed setting up “listening sessions” for the
Stakeholders. It was pointed out that most of the people involved in strategic and comprehensive
planning work 9 to 5 jobs. Attendees were informed that the entire report will be finished by the

be conversion errors. Please note that Section 1.9 was updated in January to read that all training may be completed by

Ron asked Nathan to clarify 4.08, the Clerk of Council section.
Nathan said that what we currently have is fairly standard compared to other municipalities. It is an
appointed position. The section will usually say that Council can appoint someone to the position,
and will sometimes lay out some duties. West Jefferson does have a job description. The very last item on the job
description, dated 12/15/2025, states “Operates in Accordance with the Village policies and procedures”.
Nathan shared the Clerk of Council section from Plain City’s Charter. Discussion on the recent
hiring of a new council clerk. Nathan said that that is usually in the Rules of Council, not in the
charter. The charter could say something about validation requiring a majority of the vote of council. …

Motion to Approve Ordinance 26-021 to Council moved by Bogner and seconded by Holben.
Chairman Holben opened the item for discussion.
Rebecca Shipley-Armnott, Director of Finance, said, according to the agreement the new Clerk, Jimmy
J. Hall, is being hired back at Level Five (5). The previous Clerk was moving up to Level Four (4) this year
and the budget was made to reflect that move based upon 32 hours per week. Based on Level Five
(5) and a 40-hour week, the adjustment for Hall would include $17,000 more budgeted for salary, $2,500
towards OPERS, and $500 for Medicare, a total of $20,000. Little asked if it is typical to re-hire at the top |

difference between officers (Lieutenants and Sergeants) and patrol was explained and he agreed all
positions mentioned were necessary.

of Council, and the Finance Clerk is out of town and the only information on this is 4.08 and

CALL TO ORDER
President Patterson called the Village of West Jefferson Council Meeting to Order at 7:00 p.m.
Council Members in attendance: Erica Bogner, Samantha Cahill, Karl Frybarger, Greg Holben, Jimmy
Little, Jeff Patterson, Jen Warner.
PRAYER & PLEDGE
Prayer was offered by Mayor Martin, who led the pledge.
APPROVAL OF AGENDA AND MINUTES.
Motion to Adopt the February 17' agenda, 2026, Moved by Erica Bogner and seconded by Greg
Holben. Allin favor. -
Motion to Adopt the Minutes of February 2nd, 2026, Moved by Jen Warner and seconded by Karl
Frybarger. All in favor.
RECOGNITION OF GUESTS
President Patterson asked if there was anyone who wished to speak that was not in attendance for
the Public Meeting on Sky Ranch (Resolution 26-012). There were no respondents.

Report for the Mayor —The Easter Bunny is coming on April 4. | only bring that up because | know him
personally this year. Spring is just around the corner.
The chairlift has finally been finished and approved, and we can start holding meetings back at Village
Hall in Council Chambers, starting with the next meeting.
There has been a lot of good questions on social media about the viaduct. Hopefully that got

Charter Review Commission
Charter Review Commission discusses draft revisions and debt parameters
The commission reviewed draft language for the village charter, including wording fixes and new sections. Members discussed adding a Fiscal Officer title, clarifying financial record terminology, and setting parameters for issuing debt. Mitchell, Jill Sorenson. Notes by Jill Sorenson.

Next Meeting: Monday, February 23, 2026 at 6:30pm in Council Chambers
Nathan said that he is working on drafting the new verbiage for the Charter. Ron said that the
current plan is to be finished with the initial run through by the end of February, then refine in
March. David said that working ahead with a goal to be finished early is great.
Ron started the discussion on Article V. Becky Arnott, the Finance Director is out of town and
Jackie Tiberio, Assistant Finance Director was unable to make it. It was determined that if further
input was needed, the CRC could request one or both of them to attend at a later date.
Ron said that the third paragraph of 5.02 had a “his” instead of his or her. Nathan said that he will
be working on cleaning that up throughout the entire document. Ron mentioned that 17.09 takes
care of the problem, but it would be good to be consistent, and all agreed.
Nathan said that he has compared this section with other charters and that this tracks pretty much
with others. He did say that a couple of possible additions were to use the phrase Fiscal Officer of
