1. CALL TO ORDER
Chair EJ Greenspan called the Library Board to order at 6:32 p.m. Present were Board
members, Eileen Daly, Bret Boudreaux, Kim Cohen, Gail Crockett, Library Director Laura
Irmscher, and Heidi Reagan, recorder. Also present were Library staff member Leah Farrell
and Library Intern Andrea Golino.

MOTION: On a motion made by Gail Crockett and seconded by Kim Cohen, the Board

4. CHAIR’S REPORT – EJ Greenspan
a. Concern has been expressed by some West Hartford residents about the political views,
particularly regarding the Israel/Palestine conflict, of Caro Claire Burke, the author
presenting at West Hartford Reads! this year.
b. Laura and Leah have confidence that the moderator and the speaker are prepared only to
discuss the book, Yesteryear, and if a question or comment arises that is not about the
book and the issues therein, it will be deflected either by the moderator or by Leah.
c. Board members questioned whether when considering authors for future West Hartford
Reads! programs, we should discuss the possibility of problematic viewpoints and how
to offer balanced content.

REVIEW AND EVALUATION OF WEST HARTFORD POLICE DEPARTMENT
INTERNAL INVESTIGATION 2026-02
Discussion regarding Internal Investigation 2026-02. Motion made by Kathleen Hindman to
sustain the findings. Seconded by Matthew Braunshweiger. Vote: unanimous, motion passes.
CPRB inquires of police representatives who anticipate one completed report for the next
CPRB meeting on November 18, 2026. WHPD is currently working on 4 reports.

exhibit which adds the fees paid to PBI, the death monitoring service, which
were not captured in the initial exhibit presented last month due to the name
change from PBI to Berwyn Group.

A. Third Quarter Flash Report Review
Chris presented a preliminary report with high level details. The fully reconciled
formal quarterly report will be presented at the November Pension Board
Meeting.

Town staff communicated that the town does not have the resources to maintain
receptacles along the trail.
Town supported the idea to ask for community volunteers (High School, Boy/Girls
Scouts lead opportunities could be proposed. Ongoing project for environmentally
friendly residents).
Commission recommends installing larger trash cans at the trailheads to collect trash.
b. Inviting community leaders to attend a future PBC meeting to discuss active
transportation challenges for particular neighborhoods and individuals
Ed reports that so far only very few (2) of the community leaders identified have
responded to our invitation. New efforts are needed to identify who can participate in
a dedicated meeting to discuss such issues.
Suggestion to reach out to school and PTO to request input.
c. Park Road proposed restriping: Town Engineer response to request from PBC and Bike
West Hartford for plan revisions.

1. Approval of minutes of the September 10, 2026 meeting at 8:00 a.m.
Motion by Kevin Haven to accept minutes as they are.
Seconded by Maura Malliet.
Motion passed unanimously.

Motion by Kevin Haven to approve property for tax exempt status.
Seconded by Maura Malliet.

3. 2026 legislative update to motor vehicle statutes
Patrick Sullivan discussed changes to the 2026 legislative for 20-year-old vehicles.
4. Meeting dates calendar year 2027
Motion by Maura Malliet to approve meeting dates for calendar year 2027 and update November meeting
date to the first week as the second Thursday is a holiday.

HOA to serve the applicant’s residential property in Bloomfield. The proposed work is within

The Sustainable West Hartford Commission approved, by an 8-0 vote, a motion to email a Dark Sky recommendation letter to Town staff and leadership. The letter urges the Town to require 3000 Kelvin or lower color temperature for future municipal streetlight and outdoor lighting replacements and to adopt Dark Sky standards. The Commission also approved prior meeting minutes by unanimous consent and heard updates on food scrap outreach, a Hall High School student survey, and a resident's comments on tree canopy loss. 2. Approval of Prior Meeting Minutes - The minutes of the prior meeting were presented. By
unanimous consent, the minutes were approved as distributed.

Staff introduced Liz Hughes as the new Environmental Sustainability Coordinator for the Town of
West Hartford in Dept of Public Works.

3 Commissioners terms are coming due Dec 31, 2026. Dave will contact them separately.
4. Communications & Community Comment
•
Food Scrap Buckets: Residents inquiring about food scrap buckets were informed that free
buckets for personal food scrap collection are available at the Brixton Road facility. The kit
includes 1 biodegradable bag, a map of town drop-off locations, and instructions on accessing
the MetroKey app. At least 6-7 residents have inquired about Kelly’s neighbor-to-neighbor
outreach model of distributing 10 caddies to their neighbors. Liz Hughes is now helping
coordinate this new, effective approach.
