Meeting was called to order at 4 PM, July 22nd with 5 members present. 2. Pledge of Allegiance 3. Appoint a Chair Tom Elliot was appointed Chair after nomination my Jon Swearingen and Ian Hudlow. All were in favor, none opposed. 4. Agenda was adopted as drafted. 5. Agenda a. Policy – Ground Rules for Hearings Ground Rules for hearing were discussed to include time constraints on the hearing process as follows: The appellant would have 2 minutes to present their case, the appellee has 2 minutes to present their case, 1 minute to rebut for each party. This matter was discussed but no motion was made. The Ground Rules established: Tom Elliot made the motion to have all parties to an appeal attend in person. The motion was discussed, Ian Hudlow and Greg Winkler seconded the motion. All members were in favor. 6. New Business – The Board was informed of an appeal submitted on the 13th of July, 2026. Tom Elliot put forth a motion to determine the aggrieved party. All were in favor of the applicant being the aggrieved party. July 13, 2026 My name is Donita McCormick-Fortune, and I live near 601 Alphin Avenue. Thank you for the opportunity to discuss this matter. I want to begin by saying that I respect Ms. Wallace's investment in her property and understand her desire to host events. I am not here to oppose her personally or to prevent reasonable use of her property. My concern is whether the proposed conditions adequately protect the surrounding residential neighborhood. According to the staff report, this request would allow up to 100 events per year, with attendance of up to 100 invited guests per event, not including staff and vendors. That represents a significant level of activity for a neighborhood that has traditionally been residential. One concern I already have comes from my own experience. On one recent allace occasion, I heard amplified DJ music from the property during the morning hours. While it wasn't late at night, it demonstrated how easily sound carries into the surrounding neighborhood. Because of that experience, I am concerned that outdoor events with amplified music could have a much greater impact if they continue into the evening. For that reason, I respectfully ask the Commission to consider requiring that all amplified outdoor music end no later than 9:00 p.m., even if the event itself is allowed to continue until a later time. I also appreciate that staff recommends preserving the existing vegetation around the property. However, I would ask the C …

July 6 th , 2026 501 W. Broad Street Waynesboro, Virginia 22980 The meeting was called to order at 10:04 am by Mrs. VanName-Chairman. Mrs. Williams-Vice Chair, Mrs. Jones-Secretary and Mr. Branch Registrar were present. A quorum was achieved and declared. Mrs. Jones moved to adopt the agenda with additions. Mrs. Williams seconded and the motion passed unanimously . The minutes were also adopted with Mrs. Jones making the motion and Mrs. Williams seconding. The motion passed unanimously. In unfinished business, the selection of election officials for the August primary was tabled until 7/21/2026. Mrs. VanName will send out a letter to all election official s about training. In new business, Mr. Branch was welcomed to his new position as registrar. Duties of the board and the registrar were reviewed and agreed to, (see attachment) . Chiefs and Assistant Chiefs are to attend training with new election officials to review laws that went into effect 7 /1 /2026. Mr. Branch and Mrs. VanName will conduct the training. They will meet this week to fine tune topics and formats. T he performance review of the registrar was also tabled until July 21 st . ADA forms, due in September and the security pledge, will also be discussed at that time. Assignments were given out for the ADA. Mrs. VanName will be responsible for Ward A. The City Council adopted an ordinance increasing the commercial tipping fee at the Augusta Regional Landfill from $52 to $65 per ton, effective for commercial dumping only. The Council also adopted the 2026 Central Shenandoah Regional Hazard Mitigation Plan and approved a $70,000 settlement with Brian Collins for a Greenway Trail easement. A public hearing was held on the FY2027 CDBG Annual Action Plan, but no action was taken.

City Council voted 4-0 to rezone a 3-acre portion at 0 Lew Dewitt Blvd from RG-5 (General Residential) to H-B (Highway Business) and approved a conditional use permit for multi-family residential at that site and 720 Lew Dewitt Blvd. Council also introduced ordinances to increase landfill tipping fees and erosion/sediment control permit fees, both to be finalized at the June 8 meeting.
