in councils chambers at 6:00 P.M.
Roll Call: Brown, France (absent), Gorshkov, Infinito, Matteo, Musick and Cox..

Mayor Cox led everyone in the flag salute and a moment of silence in remembrance to
Ernest Conry, husband of former Mayor Ethel Conry, school custodian and a former
building custodian for the borough.

I. CALL MEETING TO ORDER/COMPLIANCE WITH THE SUNSHINE LAW : Board President
Rosemarie Rosati called the regular monthly meeting of the Washington Public Library Bo ard of Trustees
to order at 6:59 PM EST and read the Open Public Meeting Act.
II. DECLARE A QUORUM: Board President Rosemarie Rosati declared a quorum was present.
III. ROLL CALL: Board members Robert Torres, Kevin Noone, Sheryl Newman, Rosemarie Rosati
were present. Cherisse Cherry, Frank Esposito and Louann Cox were not able to attend. Library Director
Heidi Kaiven and Clerk Teresa Colacchia were also present.
IV. APPROVAL OF THE MINUTES: Kevin Noone made the motion to approve the meeting minutes
for the Regular Monthly Meetings held on February 26, 2026 and March 26, 2026 and Sheryl Newman
seconded the motion. The motion passed with four (4) ayes, no nays and no abstentions.
V. PUBLIC COMMENT/PRESENTATION : Ethel Conroy joined the meeting and again noted that
her application to join the Board of Trustees has not been acte d upon. Rosemarie Rosati also noted the
same status for Sonia Ron’s application despite the two board vacancies.

Mike, Marco, and Gary met to review the Hunterdon County hunting regulations for their parks.
These were shared with the rest of the Green Team in an email. They used their regulations as a

preserve.
We may be able to have up to six areas at the preserve's west end for regulated bow hunting. The

Monday, March 26, 2026 at 7:00 PM
I. CALL MEETING TO ORDER/COMPLIANCE WITH THE SUNSHINE LAW: Board President
Rosemarie Rosati called the regular monthly meeting of the Washington Public Library Bo ard of Trustees
to order at 7:05 PM EST and read the Open Public Meeting Act.
II. DECLARE A QUORUM: Board President Rosemarie Rosati declared a quorum was present.
III. ROLL CALL: Board members Kevin Noone, Sheryl Newman, Rosemarie Rosati, and Cherise
Cherry were present. Robert Torres, Frank Esposito and Louann Cox were not able to attend. Library
Director Heidi Kaiven was also present.
IV. APPROVAL OF THE MINUTES: The review of the February minutes is being postponed until
the April meeting.
V. PUBLIC COMMENT/PRESENTATION : None.
VI. COMMUNICATIONS: None.
VII. REPORTS:
1. President’s Report-Rosemarie reminded the Trustees that she had forwarded the March
11th NJLTA email and highlighted that new State Aid regulations were promulgated in late 2025.
Public trustees now need to complete two hours of continuing education each year. The email
and her written report included links to tra ining opportunities.
2. Treasurer’s Report-The board reviewed the tr easurer’s reports and bill lists. Noteworthy
expenditures were discussed. Rosemarie pointed out that there are again accruals in the
personnel section of the appropriation budget that can be used in a budget modificat …
