August 12, 2026
The Town meeting of the Walkersville Burgess & Commissioners was called to order on Wednesday,
August 12, 2026, at 7:00 p.m. Those in attendance included Burgess Chad Weddle, Commissioners
Russell Winch, Betsey Whitmore Brannen, Bob Yoder, Tom Gilbert, and Chris Ragen, Town Manager
Sean Williams, Planning and Zoning Administrator Alex Kirchhof, Director of Public Works Randy Myers,
Communications Specialist Crystal Feaga, and a total of 7 citizens. The meeting was streamed on the
Town’s website.
The meeting was called to order with the Pledge of Allegiance and a prayer.

Commissioner Tom Gilbert made a motion, seconded by Commissioner Russell Winch, to approve the
regular meeting minutes of July 8, 2026 with updates. The motion passed by a vote of 5-0.
2. INTRODUCTION OF ORDINANCE 2026-04 ACCESSORY DWELLING UNITS
Planning and Zoning Administrator Alex Kirchhof discussed the State mandated accessory dwelling unit
(ADU) addition to the Zoning Chapter of the Town Code. The Ordinance was previously reviewed by the
Planning Commission and legal review. There was a discussion regarding allowable sizes of ADU’s,
possible concerns with questionable landlords, reconditioning existing structures, and how the law will
affect properties within HOA’s.

Currently, 12 booths/tables have been reserved, including the Commission's table,

Crystal will begin promoting the event through social media channels to increase
vendor participation.

Bulletproof Roofing will have its logo displayed on the Town bags that Kelly has
collected.
•
Closer to the event, during the August or September meeting, the Commission will
discuss:
o Event layout
o Traffic control and security
o Cones and other logistical needs
•
Event attendees will receive passports that can be stamped by participating
vendors.
•
Attendees who obtain stamps from all vendors will be eligible to receive a prize,
which is still to be determined (TBD).

Crystal will research prize options.
•
Aaron will follow up with Walkersville High School Band regarding participation in
the event.
•
Linda will provide a stereo for the event.
3. New Business
•
A new in-home daycare is expected to open soon. The business is currently working
through the required permitting process.

Chairman Dave Ennis called the meeting to order at 7:00 p.m. with members, Mike Kuster, Jeremy
Peterson, Nick Thompson, and John Merando present. Also present were Planning and Zoning

Planning and Zoning Administrator Alexander Kirchhof introduced the item and provided a brief
overview of site including the current zone, proposed use, submitted materials, and noted that the site
is within both the floodplain and wellhead protection area. Alexander concluded by indicating that a
site plan for the change in use/new use will be required.

Chairman Dave Ennis called the meeting to order at 7:00 p.m. with members, Mike Kuster, Jeremy
Peterson, Nick Thompson, and John Merando present. Also present were Planning and Zoning
Administrator Alexander Kirchhof, and Communications Specialist Crystal Feaga. Members Russell
Winch and Nathan Shatto were absent. The meeting was also live-streamed on the Town’s website.
1. Minutes
Member Kuster made a motion, seconded by Member Merando, to approve the minutes of the
June 9, 2026, meeting as written. The motion passed on a vote of 4-0.
Chairman Ennis indicated that Member Shatto has resigned for personal reasons.
2. Accessory Dwelling Units – Parking Study and Parking Waiver
Chairman Ennis introduced the item, indicating that this item had been revised per the comments
provided by the Planning Commission members. Planning and Zoning Administrator Alexander
Kirchhof provided a brief overview of the sections which were revised including the parking
dimensions within the cost estimate section and other sections which had corrections. Alexander
indicated if the study was agreeable to the members, that a motion should be made to adopt the
parking study with the corrections. Chairman Ennis provided a few additional corrective comments to
section two of the parking study. There was a brief discussion on the proposed corrections.

The meeting of the Economic Development Commission (EDC) was called to order at 7 pm on
Monday, June 2 2, 2026. In attendance were Vice Chair Lamar Estridge, Secretary Kelly
Renehan, Leanna T ennant, Aaron Stillwell, Burgess Chad Weddle, Communications Specialist
Crystal Feaga, and Bob Sussman from the Walkersville Business and Professional Association .
1. Approval of the May meeting minutes by Leanne, second by Kelly.
2. Fall Pop Up on Penn Planning: date set for 10/17/2026. Aaron to touch base with WHS music
department and reach out to food trucks. Two food trucks signed up at present. Lamar to
follow up with BulletProof Exteriors for their logo for next tote bag. Kelly to price feather flags
and get updated invoice. Burgess presented intent to create and post a paid position to cover
crossing guard duties for Pop Up. Leanne discussed Key Club that assists in local events and
help with activities for kids. Will make contact in August.
3. New Businesses and Ribbon Cutting: Still waiting on Sweet Babes , The Ville, and Leanne
Little. No new businesses at this time.
4. Report from WBPA: Summer Reading Challenge Kick Off Party at the library at 1pm 6/23. The
library is also offering summer lunch program from 6/16-8/11 for those in need of food. The
Trunk or Treat has been granted use of the lobby of the library and plan to have a photo op set

Walkersville Town Hall
In attendance Shannon Kelley (Commission Chair), Mark Pecor, Amy Peterson, Artie
Fauble, and Chris Ragen (Commission Liaison). Also present were Crystal Feaga
(Communication Specialist), and Randy Myers (Director of Public Works).
1. The meeting was called to order at 1903 hrs.
2. Approval of the May Minutes
a. 4c should be plaque, not plague
b. Approved by all on a motion by Amy, seconded by Mark.
3. Park Usage Concerns
a. Amy stated the town should define in the language what a league to make
fair for all. Amy stated the group had several teams, crowds and referees.
b. The original permit application and discussion was a group of friends. As
a pick-up group, no insurance would be needed.
c. A discussion was held if further clarification was needed.
d. Concerns over wear and tear on the fields and liability without insurance
were brought up by GVAA.
e. Chris stated the sign at the park states that there is no organized league
permitted without permission or insurance. At the original request, they
stated the games were pick-up with friends, and not a league, which is
untruthful. With the league, there are concerns about liability to the town.

The group is in violation several ways. Randy stated need a
recommendation for the town to act.
g. The Commission agreed the group was in violation and made a

In attendance Shannon Kelley (Commission Chair), Mark Pecor, David Toohey, Kevin

The Town meeting of the Walkersville Burgess & Commissioners was called to order on Wednesday,
March 25, 2026, at 7:00 p.m. Those in attendance included Burgess Chad Weddle, Commissioners
Russell Winch, Bob Yoder, Tom Gilbert, and Chris Ragen, Town Manager Sean Williams, Planning and
Zoning Administrator Alex Kirchhof, Director of Public Works Randy Myers, Assistant Director of Public

March 24, 2026
Commission Chairman David Ennis called the meeting to order at 7:00 p.m. with members Russ Winch,
Jeremy Peterson, Nick Thompson, Mike Kuster, and John Merando present. Also present were Town
Manager Sean Williams, Planning and Zoning Administrator Alexander Kirchhof, and Communications
Specialist Crystal Feaga. Member Nathan Shatto was absent. The meeting was also live-streamed on the

Commissioner Winch made a motion, seconded by Member Mike Kuster, to approve the
minutes of the February 24, 2026, meeting as written. The motion passed on a vote of 6-0-0.

Planning and Zoning Administrator Alexander Kirchhof introduced the case, provided a brief
background, and stated the nature of the request for the addition of one use to the site. Chairman
Ennis questioned if this application would require a variance from the Board of Appeals as the prior
proposal required two variances, one for setbacks, and one for parking; or if those conditions would
carry forward. Alexander confirmed that the project still conforms and there would be no further
variance required. Chairman Ennis asked to confirm that there was no change to the building
footprint, which Alexander confirmed. The applicant, Todd Himes, added that there were also no
interior renovations required.

The meeting of the Economic Development Commission (EDC) was called to order at 7:02
pm on Monday, March 23, 2026. In attendance were Chair Linda Morgan, Secretary Kelly
Renehan, Aaron Stillwell, Stephanie Johnson-Mendiola, Communications Specialist
Crystal Feaga, Bob Sussman from the Walkersville Business and Professional Association
(WBPA), and members from the Walkersville Southern Railroad.
1. Approval of February meeting minutes by Kelly, second by Stephanie.
2. Follow up on Walkersville Southern Railroad (WSRR) request: Linda reported a letter will
be drafted and reviewed by the Burgess and Legal for approval, and EDC members will be
notified to sign at the Town Hall. Consensus is a physical letter with signatures from EDC
and Town Commissioners will carry more weight than electronic submissions.
3. Spring Pop Up on Penn Updates:
A. Kelly discussed setting up a schedule for staffing EDC tent. Linda and Kelly
volunteered for morning timeframe and will return for breakdown. Stephanie will be at her
own business tent. Aaron volunteered to fill in wherever needed. Kelly to contact Leanne
and Lamar to ask their availability preference. Table and tent to be supplied by Kelly.
B. Kelly expressed interest in tote bags, similar to the Halloween bags from the fall pop
up, however reusable and ideally customized. Group agreed, and to fill with treats, water,

WALKERSVILLE BURGESS & COMMISSIONERS TOWN MEETING
March 11, 2026
The Town meeting of the Walkersville Burgess & Commissioners was called to order on Wednesday,
March 11, 2026, at 7:00 p.m. Those in attendance included Burgess Chad Weddle, Commissioners
Russell Winch, Bob Yoder, Betsey Whitmore Brannen, Tom Gilbert, and Chris Ragen, Town Manager
Sean Williams, Planning and Zoning Administrator Alex Kirchhof, Director of Public Works Randy Myers,
Assistant Director of Public Works Ryan Knott, Communications Specialist Crystal Feaga, and a total of
17 citizens. The meeting was streamed on the Town’s website.
The meeting was called to order with the Pledge of Allegiance and a prayer.

Commissioner Russell Winch made a motion, seconded by Commissioner Chris Ragen, to approve the
regular meeting minutes with changes from February 25, 2026. The motion passed by a vote of 5-0.
2. RESOLUTION 2026-01 – HONORING THE SERVICE OF SUSAN HAUVER
Burgess Chad Weddle read Resolution 2026-01 honoring the service of Susan Hauver who served as the
Planning and Zoning Administrator for the Town.
