NOTICE is hereby given regarding public hearing(s) before the Planning Commission on July
15, 2026 at 7pm and the City Council on July 21, 2026, at 6pm in the council chambers at
125 S. Main Street, Vineyard, Utah 84059. This is to consider an ordinance amending
Sections 14.06.020(4)(j), 14.08.030(4)(j), and 14.08.100 of the Vineyard Municipal Code
relating to subdivision plat signature requirements.
Amendment of Vineyard City Subdivision Code
The proposed amendment removes the City Planner as a required signatory for subdivision
plats and clarifies the City's subdivision plat signature requirements. The amendment is
intended to streamline the plat recording process, eliminate an administrative obstacle
created by the City's current organizational structure, and align the Subdivision Code with
current City practices. The proposed changes will have no fiscal impact.
Interested persons are invited to attend the public hearing and provide comments
regarding the proposed ordinance.
Public comments, questions, and requests for copies of materials are encouraged to be

NOTICE is hereby given regarding public hearing(s) before the Planning Commission on July
15, 2026 at 7pm and the City Council on July 21, 2026, at 6pm in the council chambers at
125 S. Main Street, Vineyard, Utah 84059. This is to consider an ordinance amending
Sections 14.06.020(4)(j), 14.08.030(4)(j), and 14.08.100 of the Vineyard Municipal Code
relating to subdivision plat signature requirements.
Amendment of Vineyard City Subdivision Code
The proposed amendment removes the City Planner as a required signatory for subdivision
plats and clarifies the City's subdivision plat signature requirements. The amendment is
intended to streamline the plat recording process, eliminate an administrative obstacle
created by the City's current organizational structure, and align the Subdivision Code with
current City practices. The proposed changes will have no fiscal impact.
Interested persons are invited to attend the public hearing and provide comments
regarding the proposed ordinance.
Public comments, questions, and requests for copies of materials are encouraged to be

2.1. RDA Advisors Update
Kim Cornelius provided a brief update on the advisors’ work, noting that they were approximately
three weeks into their review and continued to familiarize themselves with RDA matters. He stated that
monthly invoices would include a synopsis of work completed during the billing period and that a more
comprehensive report would be provided at a later date.
Jared Tamez provided an update regarding concerns with midge flies near Utah Lake, noting
that he had contacted the Utah Lake Authority to explore the issue. He reported that graduate
interns may study the matter during an upcoming semester to gather data and identify potential
approaches that balance impacts on residents with the environmental benefits of the species.
