NOTICE OF PUBLIC HEARING
Notice is hereby given that the Planning and Zoning Commission of the Village of Vernon Hills, Illinois will hold a
Public Hearing at the Village Hall, 290 Evergreen Drive on Wednesday, July 8, 2026 at 7:30 p.m. to consider a
petition filed by the Village of Vernon Hills requesting approval of the following amendment s to Appendix C,
Zoning, of the Village of Vernon Hills Code of Ordinances, related to various sections of the code: (1) definitions of
business types not currently referenced in code, such as data centers, battery storage, and adult day services; (2) FAR
limits in residential districts; (3) parking requirements for specific uses, such as car washes; and (4) adjustment of the
size threshold for applicability of the non-retail conversion procedures for stand-alone buildings in the Core Retail
Overlay District.
Summary of request: The purpose of the amendment is to modify requirements in various sections of the zoning
code. The topics are described above. Each individual topic may result in amendments to multiple sections of
the code.

Roll call indicated the following Board Members present: Trustees Marquardt, Forster,
Oppenheim, Schenk, Lundeen, and President Koch. Trustee Takaoka gave prior notice that he
would not be in attendance. A quorum was established.
Also, present were Village Manager Timony, Assistant Village Manager Buggy, Director of
Community Development Jennings, Finance Director Lyons, Public Works Director Venatta,

Planning and Zoning Commission - Meeting Minutes
June 3, 2026 - 7:30 p.m.
I. Call to Order and Roll Call
Director Jennings called the meeting to order at 7:30 PM.
Attendance: Commissioners Cotton, Fluno, Heidner, Hendrick, and Nabat were present. Chairman
Morris and Commissioner Killedar had provided prior notice that they would not be in attendance.
Director Jennings confirmed that a quorum was present.
Director Jennings stated that before proceeding to the business on the agenda, the Commission needed
to nominate a Chair Pro Tem for the meeting. Commissioner Cotton moved to appoint Commissioner
Heidner as Chair Pro Tem. Commissioner Nabat seconded the motion. All were in favor and
Commissioner Heidner served as Chair Pro Tem for the meeting.
II. General Public Comment
Chair Pro Tem Heidner opened the meeting to general comments from the public. Director Jennings
explained the public comment procedure and stated that speakers would generally be given three
minutes. He noted that additional flexibility could be provided if a speaker appeared on behalf of a
larger group.
Jim Fields came forward to speak regarding the former American Hotel Register property. Mr. Fields
stated that his home backed up to the site and that he had lived in the home for approximately 52 years.
He said his concerns related to the proposed redevelopment, including the hours of operation, the truck
route, and whether truck traffic could be prohibited between 11:00 p.m. and 7:00 a.m. …

stated that there will be more information to come in the near future.
