Community Library Joint Operating Agreement
Pursuant to the provisions of Section 43.53 and Section 43.54 of the Wisconsin Statutes, this
Agreement is made and entered into by and between the Village of Paddock Lake, the Village of
Salem Lakes, and the Village of Twin Lakes, all in Kenosha County, Wisconsin.
Recitation
On February 20, 1980, the Village Board of the Village of Paddock Lake unanimously passed
Resolution No. 49 to cooperate in an agreement for establishment, maintenance and upkeep of
a joint municipal library to provide library services to the community.
On April 1, 1980, residents of the Town of Salem responded affirmatively to a referendum
favoring the establishment of a joint municipal library.
On June 8, 1992, the Village Board of Twin Lakes unanimously passed Resolution No. RI 992-6-2
expressing the intention of the Village of Twin Lakes to join the Community Library System and
enter into this joint operating agreement.
On June 11, 1992, the Town of Randall passed a resolution to join the Community Library System.
The Boards of the Village of Paddock Lake, Town of Salem, and Village of Silver Lake have all
subsequently adopted Resolutions authorizing the participation of the Village of Twin Lakes and
the Town of Randall in said joint library system.
The Town of Salem and the Village of Silver Lake have entered into a cooperative agreement
pursuant to section 66.0307, Wis. Stats. which resulted in the consolidation of the two
municipal …

• Roll Call – Jim Baxa, Rhett Suhre, Steve Aull, Nadine Fabish, Gaby Castenda-
Figueroa were present. Wayne Trongeau was absent
Public Comment
• Mary Jane Wilson, 1167 Spyglass Court, Twin Lakes made inquiry to the Board and
requests written verification regarding her family’s plots at Mound Prairie and
remaining capacity. She indicated that her father had purchased 7 plots when he
was in his 20’s. Her parents are buried in two, her sisters have placed headstones
for two plots, leaving what she believes is 3 remaining plots.
• The board discussed and agreed to verify the plots and provide written
documentation. Board will request that Public Works determine the measurements
and exact dimensions of the remaining plots. Motion made to follow up and clarify
village records. All in favor and motion carried.
• Mary Jane Wlison also inquired regarding placement of flat headstone in relation to
her parent’s headstones. Board agreed to clarify placement guidelines and provide
to Ms. Wilson.

President Skinner called the meeting to order at 6:31 p.m., followed by the Pledge of Allegiance.
Present: Trustees Barb Andres, Jim Baxa, Kevin Fitzgerald, Aaron Karow, Bob Livingston, Ken Perl, and
President Howard Skinner.
Also Present: Administrator Laura Jager, Police Captain Jacob Bauer, and Clerk Sabrina Waswo.
PUBLIC COMMENTS AND QUESTIONS
Attorney Tim Andringa, representing Lake Elizabeth Manor Improvement Association, objected to the
proposed 25-foot height limit because LEMIA’s existing 30-foot light pole would become nonconforming.
He requested either a 30-foot height limit or an exemption until substantial work is done at the site.
Kim Lishamer, 1816 Pheasant Avenue, opposed the ordinance, stating that the compliance timeline was
unrealistic and that the glare definition was too broad. She requested Trustee Livingston to recuse himself
due to potential professional conflicts through his landscaping business.
Sharon Opryszek, 2909 Lakeshore Way, opposed the ordinance and questioned whether complaints from a
limited number of residents should drive a Village-wide regulation. She stated that nearby residents did not

4. Public Comment: Becky – Christian Magnusen a new neighbor and student, wants to study fishing
and water quality. Tony asks he do a presentation at annual meeting. Rhett wants to know the
purpose of the Lake District. He questions its effectiveness. It was stated that it should it be the
Village and its inactions or actions that are in question and not the Lake District itself. Discussion
of the new permanent pier. Tony made it clear we are a recommending party with no power to
make decisions to go forward. It’s the bylaws that determine this. Rewriting them should be the
focus of a dedicated committee.
5. Committee Reports
A. Nonpoint pollution – Jack, needs Lara’s actions – budget information and form to drive
projects. Auditor cleared some budget questions and Jack may make the form from the
hard copy Laura provided. Bev will help with this.
B. Safety - Bill – pier permitting & riparian rights – Village asked to have some guidance.
Bryan said we should rewrite the current laws/guidelines. Pam mentions enforcement is
an issue and we could hire a 3rd party to arbitrate offenders.

The Village Board approved a development agreement and a 5-year lease with the Aquanuts for pier and shoreline restoration work, both by 5-0 votes. The board also approved a 19-item omnibus agenda including permits, licenses, and contracts, as well as the Libertyfest parade route with a volunteer condition. No action was taken on a proposed outdoor lighting ordinance, pending further testing of light meters.
