Thank you. So we have a full agenda this afternoon. And what I would like to say is that if anyone wishes to address the committee, there is a sign-up sheet on the podium there. Please sign in your name and there's a three-minute limit on presentations. We would appreciate you adhering to that. And with that today we will begin first with the collection update from the Department of Public Utilities. Okay. Good afternoon, Director. Good afternoon. I'm the Director of Department of Public Utilities, Batika- Pote Bannister. And I'm here with Megan Robeson, Chief of Operations. And Cindy Geronimo, Commissioner of Utilities Administration. We continued until October 6th processing customers that may have had some technical difficulties or just needed additional assistance after the deadline. And that was a total of about 43 people that we continued to process. So even after the deadline, there were some technical glit …

And for this month, we reported about $7 million collected year to date for residential and commercial. The utility's total active delinquent balance remains substantial at approximately $38 million. With residential accounts comprising the majority of outstanding debt. August, we recorded 369 service disconnections and 109 reconnections, reflecting ongoing collections and customer repayment efforts. Through August, 2026, the department enrolled 5,929 residential customers and 26 commercial customers. In payment arrangements generating approximately $6.98 or $ 7 million in collections year to date. Active payment plans repr …

. I call to order the Toledo City Council meeting of the Housing Community Development and Public Health Policy Committee of Thursday, September 24, 2026. The purpose of this meeting is to discuss the renter survey results, the legislation on retaliation, and to discuss the cold blue season. Clerk, please call the roll. Jones. Gaddis. Here. Kramer. Here. Martinez. McPherson. Melden. Here. Three present. Thank you. And then, as you guys may have noticed, when you come in, there is a sign-up sheet. We will open it up to public comments at the end. And then, I want to welcome the Fair Housing. Just to set the stage a little bit, this year we had Our Home, Our Rights Forum, Dr. Jones and I, with the help of Fair Housing, the Lead Center was there, 211. We had a ton of partners. I know I'm forgetting some. Forgive me. But we were at the Ability Center. We were able to travel to each district in the city and gather information to see what's going on in our neighborhoods with rentals and renters and tenants. And then, from there, we're hoping to guide our legislation around, tailor-make it to the needs of our citizens. So, we have, we're going to present the right, present what we have learned, and then why we are leading with the retaliation ordinance that's in front of us. And with that, I would be happy to turn it over if you guys can turn your mics on and introduce yourself and we'll go forward. Thank you so much. My name is Noah Woods. I'm a staff attorney at the Fair Housing C …

I call to order today the Toledo City Council Committee of Administrative Services. Clerk, please call the roll. McPherson. Here. Gattis. Jones . Kramer. Williams. One present. Good afternoon. I will now turn the meeting over to Dr. Whitman. Thank you, Chair, and good afternoon, members of Council. Tiffany Whitman, Chief Impact Officer and Director of Community Service here. Here to present our update for the Toledo City Council Community and Administrative Services Committee meeting. So, as always, I want to start off just reminding everyone of our core focus as an office. We strengthen neighborhoods to connecting residents to city government and local resources, advancing community-based safety, fostering civic engagement, and expanding opportunity. And today, in particular, as we look at our city strategic plan, we are focused on two areas, building safe, vibrant, and connected neighborhoods, and promoting economic growth and inclusive opportunity. As far as our agenda today for our update as an office, we will have two updates from Commissioner Dr. Stephanie Co vington on our youth workforce initiatives, and then we will also have an update for Commissioner Raymond Campos for Save Our Community. We will also have a long-awaited presentation on our capacity analysis of our CVI system on behalf of Director Malcolm Cullingham, as well as our partners, Bowling Green State University, who we will introduce a little later on. Before I turn it over to Commissioner Dr. Covington, …

We'd like to call to order the Toledo City Council Public Safety and Criminal Justice Reform Committee meeting of September 17th. And that has been consistent throughout the study. And I constantly tell my friends here, Judge Coleman and Lisa, that we are, you are the only study that I've ever participated in that has been not only consistently ahead of pace, but ever ahead of pace. We have 372 people in each of the programs, the diversion program and the community service condition. That is showing you also that the randomization is working, right? It's fairly even as far as the distribution. Our total enrollment expectation has not changed. It won't change, but we're getting there faster. That means instead of being about 51% of the way there, we're almost 60% of the way there. And so we have reduced our pace of it or our enrollment deadline by three months, roughly. So we thought we'd be done in March of 2028. It looks like we'll be done if we keep this pace. In December of 2027. But we have been ahead of pace. So we might get done even faster than that. So let me give you some examples of what we can see in the data, remembering that this is not causal data yet. So it's telling you what we can, what we will be able to see at the end, but not what exactly we're seeing at the current moment. But it looks pretty, pretty exciting and pretty good. So it's important to note, this is telling you that our participants are. Roughly this looking the same generally across the groups …

I call to order the Zoning and Planning Committee of August, sorry, not August, September 16th, 2026. Clerk, please call the roll. Morris. Here. Martinez. Driscoll. Present, sorry. Here. Gattis. Here. Hobbs. Comibes. Meldon. Sorrento. Williams. Six. Present. I was going to say, don't make me give you that mom look when they call your name. I just wanted to let folks know we're going to be doing a little bit of jockeying of cases, so please pay attention when I call your case. Please come to the microphone as the clerk is reading the case, and then we will ask you then to speak on behalf of your case. So at this point, I am asking for the applicant for case number one to come to the microphone. And, clerk, can you please read case number one? Case number one is a request for a zone change from CO Office Commercial to RD6 Duplex Residential for the property located at 1302 Kelsey Avenue. Case number Z26-0013, the Plain Commission recommends approval. Can you state your name and address for the record? Mercy Oval, 1302 Kelsey Avenue. New Toledo, Ohio, 43605. And would you raise your right hand? Do you swear to tell the truth and nothing but the truth? If so, say I do. Yes. Thank you. Okay. Tell me about your application for a zone change. This is an office commercial property. It was previously zoned as residential. All the surrounding properties are all residential. That's the only commercial property there, so we're trying to switch it back to residential. It was actually done …

. Good afternoon. I'd like to call to order this meeting of the Economic Development and Innovation Committee, Tuesday, September 15, 2026. Clerk, will you please call the roll? Melvin. Here. McPherson. Here. Driscoll. Hobbs. Jones. Com imes. Martinez. Present. Morris. Here. Sarantu. For present. Okay. As we get into this committee hearing, Economic Development and Innovation, if everyone remembers kind of a new constitution of this committee and its focus areas, I'm excited to be having this conversation. I was just asking McKenzie, my legislative aide, when we, as a council, passed the resolution to move forward on a responsible AI framework plan, and it was in January. And so here we are. Still feels like summer. And so I'm going to take it as such. I mean, fall is what, next week? So, yeah, still in summer to review kind of where we are and what is happening. I made the comment perhaps last week that I don't know that anything really maybe proves how needed this conversation is other than thinking about how much has changed in that time period. You think about how much the conversation around AI has changed even since January. And so it just struck me that in a few short months different things pop up in the society's, you know, not, you know, core focus area. We can get so enamored with things. Okay, I call to order the agenda review meeting of September 15th, 2026. Clerk, please call the roll. Meldon. Here. Morris. Here. Sorrento. Williams. Driscoll. Gattis. Hobbs. Jones. Comives. Kramer. Here. Martinez. Present. McPherson. Sorrento present. Six present. Thank you so much. All right. Hey, everyone. We will get started with item number one from the Department of Transportation. Good afternoon, members of council. Simon Neek, Commissioner of Government Affairs, here with Director Michalajczyk to introduce item number one. Item number one authorizes the mayor to accept and enter into grant agreements for two grants for an embankment stabilization project on Summit Street. The first grant is from the Ohio Emergency Management Agency administering FEMA funding for the state of Ohio's emergency management agency. The second grant is for $1,145,144. And this is community project funding secured for us by a Congresswoman Kaptur through the congressional appropriations process. The second is from the Ohio Department of Natural Resources for $750,000. And this is funding that our delegation in the Ohio General Assembly secured for us as an appropriation in the state capital budget. So we are grateful to our elected officials at both the federal and state level for their support of this project. Thank you. This is located on the approximately one-mile segment of Summit Street between the Point Place Lighthouse and Collin Park where it sits right on the bay. And over time, ero …

Thank you. Ms. Cottrell, will you please call the roll? Rachel Mamani? Here. Emery Whittington? Here. Brandon Rakoff? Here. Eric Grossweiler? Mr. Chair, you have a quorum. A notice of this meeting was posted in the office of the Toledo-Lukis County Planning Commission, in the Clerk of Council's Office, in the lobby of the One Government Center. Copy that notice is available for inspection in our files if anyone would care to do so. We have a procedure here at the Planning Commission that if you plan on speaking today, we must swear you in. We must get your name and address, and you have to sign in at the lectern here whenever you come up to give your testimony. We'll begin today by calling the cases in order. I will first ask for the applicant for each case to step forward. The applicant will have roughly five minutes to present their case. And then after the applicant presents their case, commissioners will have time to ask questions. And then members of the audience will have time to make public comment. And finally, the applicant will have a few minutes to close their case. Do we have any minutes to approve, Ms. Cottrell? We do not. Do we have a director's report? I have a minor item for if we can move it to the end of the agenda. Okay. We'll let the record reflect. We will do our director's report at the end of the agenda. Do we have any final plats today? We do not. I understand that there are multiple requests for postpon ement or withdrawal or advancement. Can we cover …
