The Sussex County Board of County Commissioners will consider two resolutions at this special meeting: one calling for a full investigation into the improper registration of approximately 6,600 non-citizens to vote in New Jersey, and another opposing recently enacted state laws affecting law enforcement operations and federal-state cooperation. Minutes:
President Fierro said that before them were the Minutes from three (3) of their prior Meetings: May 28,
2026 — June 3, 2026 and June 17, 2026. He asked the Board of they had an opportunity to review the Minutes and
were there any comments, questions, or revisions. Commissioner Conway said he found none and unless anyone
else had an objection, made a Motion to accept the Minutes, seconded by Commissioner Crabb; all in favor.
NEW BUSINESS
2026 Municipal Tax Rates —
Administrator Rockwell told the Board that before them were the breakdown of the municipal tax rates.
She said she received several certs, but has only gotten back three (3), and those have been certified, so the
Collectors can start ng.
President Fierro asked if he had a Motion to approve the certified tax rates. Commissioner Conway made a Motion,
Seconded by President Fierro, all in favor.

CALL TO ORDER
Commissioner Lira called the meeting of the Sussex County Board of Elections to order at 9:04
AM.
The Open Public Meetings Act Statement of Compliance was read by Secretary Jerry Scanlan,
who also performed the Roll Call.
In attendance: Commissioner Rachel Alfaro, Commissioner Susan Berkley, Commissioner
Helen Carew, Commissioner Damaris Lira, Commissioner Jerry Scanlan, Consultant Ellen
Griffiths, Commissioner Howard Burrell was absent.
Also in attendance was County Commissioner David Silverthorn and County Administrator
Christina Marks.
EXECUTIVE SESSION
MOTION to enter into Executive Session, pursuant to N.J.S.A 10:4-12(b), for personal,
legal, and security matters was MADE at 9:05 AM by Commissioner Berkley and
SECONDED by Commissioner Carew. The motion was put to a VOICE VOTE. RESULT: Motion
PASSED via VOICE VOTE. Consultant Ellen Griffiths left the room.

President Fierro said that before them were three (3) municipalities: Fredon, Ogdensburg and Sparta.
President Fierro asked for introductions and then said he wanted to have a discussion about the Boards’ feelings
and thoughts about potential reassessments for each municipality. Based on the criteria and the numbers in front
of them, there’s good evidence that a reassessment is necessary. Before they start, President Fierro asked if he
could have introductions from those who are present: Robert McBriar, Municipal Attorney on behalf of Fredon and
Ogdensburg. Christopher Nichols, Mayor on behalf of Fredon Township, George Hutnick, Mayor of Ogdensburg,
