The following topics were discussed: Annual Tyler Tech License Renewal Deputy City Administrator Jeff Steffens stated that the City of Sumner pays an annual licensing fee to Tyler Technologies, which covers the City's ERP (Finance) and EPL (Permitting) software suites. This annual license totals $185,168.02 and falls within anticipated budget amounts. All purchases over $100,000 must be approved by City Council. “Do-Pass Recommendation by the Committee” Annual Microsoft License Renewal Deputy City Administrator Jeff Steffens stated that the City needs to renew our Microsoft Enterprise Agreement (EA). To secure favorable pricing and maintain seamless licensing, the City signed a 3-year agreement beginning last year. This agreement locks in pricing through FY2028 and ensures continuity across Microsoft services, including productivity tools, Teams Phone, endpoint security, storage, and Power Platform capabilities. This payment installment provides services from August 2026 through July 2027. The following topics were discussed: 24th Emergency Storm Repair - Construction Contract Ratification Assistant Engineering Manager Robby Wright stated that on February 24, 2026, the City discovered that approximately 15 feet of a 48” diameter storm main collapsed, causing a large sink hole to form in a location near 142nd and 24th street. Investigation following the sinkhole showed approximately 300 feet was failing and at immediate risk of further collapse while the upstream 300 feet was in poor condition and risk of failure in the near future. On February 27, 2026, an emergency was declared allowing the City to waive the competitive bidding process. The City received several informal quotes for the work. Rodarte Construction’s quote was the lowest, and they were additionally available to mobilize on site to secure the area immediately. Rodarte was then issued a scope of work outlining the normal contract requirements such as prevailing wage, insurance, etc. Due to the emergency, the work was tracked and paid per Force Account on a time and material basis.
