Housing Needs Assessment Update
Kristin Byars Smith, Assistant City Manager and Christiana Whitcomb, Principal, HR&A
Advisors presented the Housing Needs Assessment Update.
The Housing Needs Assessment Update finds that Sandy Springs is experiencing continued housing
pressure due to strong job and household growth, limited new housing production, and rising housing
costs. From 2019 to 2024, jobs increased by approximately 12 percent and households increased by 10
percent, while the total population remained largely unchanged, reflecting a shift toward smaller
households. Housing supply has not kept pace with this demand: much single-family construction replaces
older, smaller homes with larger and more expensive homes, and multifamily development slowed
substantially following prior building-code changes. Although multifamily construction has begun to
resume after the 2023 code update, the market has not yet fully responded to the accumulated demand.
Affordability has worsened for both owners and renters. Home prices increased by about 41 percent
