Minutes of Public Meeting
August 4, 5 and 10, 2026
Chairman Chris Quesenberry called a meeting of the City of Radford Electoral Board to order at
8:17 p.m. on Tuesday, August 4, 2026, in the office of the General Registrar located at 619 2nd
Street, Room 143, Radford, Virginia. Present were Chairman Quesenberry, Vice Chairman
Charles Stewart, and Secretary Virginia Ayers, constituting a quorum, as well as Director of
Elections and General Registrar Lindsey Williams and Chief Deputy Registrar Melissa
Mayweather.
The board conducted the initial canvass of the results of the August 4, 2026 election. At 8:26
p.m., the meeting was continued until August 5 at 10:00 a.m.
The reconvened meeting was called to order in Room 117 of the government building at 10:00
a.m. on August 5, and the Board continued the canvass of votes. Present were Chairman
Quesenberry, Vice Chairman Charles Stewart, and Secretary Virginia Ayers, constituting a
quorum, as well as Director of Elections and General Registrar Lindsey Williams and Chief
Deputy Registrar Melissa Mayweather.
Secretary Ayers made a motion to appoint Vice Chairman Stewart as Acting Secretary for the
conclusion of canvass on Monday, August 10. Chairman Quesenberry seconded the motion and
it was passed unanimously.
At 10:31 a.m., the meeting was continued until August 10 at 9:00 a.m.

The regular meeting of the Radford City Council was convened at 7:00 p.m. on June 8, 2026, in the
Radford City Council Chambers, located at 10 Robertson Street Radford, VA. The Mayor of the
City, Raymond David Horton, was present and presiding. Other members of City Council present
were, Vice-Mayor Seth Gillespie, Mrs. Kellie Artrip, Mrs. Foster and Mr. Guy Wohlford.

Mr. Abram Williams called the meeting to order at 12:09 p.m. A quorum was established.
1. Motion: Mr. Keith Weltens moved that the EDA amend the agenda to add discussion of a
Treasurer’s Report. Mr. Justin Mosby seconded the motion.
Action: The motion carried.
Mr. Jeff Cumberland gave the Board an update on the finances, detailing the amount that is
in the Atlantic Union bank and an estimate of the amount still in the City’s pooled cash
which is approximately $370,000. Mr. Todd Meredith explained a few choices that the Board
could decide in order to move forward with the remaining EDA funds still in the City’s
account.

➢ Sands Anderson - $1,563.50 for professional services.
Motion: Mr. Steve Harvey moved that the EDA approve the two Sands Anderson invoices

Mayor Horton explained that last Wednesday, council received a balanced budget from the city
manager, along with one from the Radford City Public Schools as required by State Code. He
said they discussed several different rates and what to advertise as the maximum rates not to
exceed for the required public hearings.

Mr. Abram Williams called the meeting to order at 12:04 p.m. A quorum was established.
1. Approval of Minutes
Motion: Mr. Steve Harvey moved that the EDA approve minutes from February
19, 2026. Ms. Caroline Gaskins seconded the motion.
Action: The motion carried.
2. Beautification Committee Discussion East Main Street – Matthew Close
Mr. Close introduced himself and stated that he was the Co-Chair of the Radford
Beautification and Municipal Forestry Commission and had some ideas that he
would like to bring to the EDA Board for the renewal of East Main. Mr. Close
discussed issues on East Main and he feels that it should be a goal to “improve
the condition and appearance of our downtown” business district. He stated
two main issues that were the current plantings and fencing. He suggested a
better plan in relation to the plantings which incorporates low maintenance
shrubs and perennials with vibrant colors. He suggested replacing the current

Special Meeting of Radford City Council, F.Y. 2025-2026
The special meeting of the Radford City Council was convened at 5:30 p.m. on April 1, 2026, in the
Radford City Council Chambers, located at 10 Robertson Street Radford, VA. The Mayor of the
City, Raymond David Horton, was present and presiding. Other members of City Council present
were, Vice-Mayor Seth Gillespie, Mrs. Kellie Artrip, Mrs. Foster and Mr. Guy Wohlford.

SUBJECT: F.Y. 2027 Budget
Mr. Todd Meredith, City Manager, presented the Proposed FY27 Budget outlining a total budget
of $79,179,807 million focused on the City’s priorities of public safety, education and essential
services. He recommended a .05-cent increase in the real estate tax rate, bringing it to $.87 cents
per $100 of assessed value. He shared that this will help the city work towards not becoming
dependent on transfers.
Mr. Meredith also proposed a $1.00 increase on the water rates. He explained that in order for
the city to apply for any grants to help replace our water infrastructure, we will need to raise the
water rate to $47.79. He did not suggest to do so at this time but did point out that our rates are
far below any locality in the region.
