The board conducted the initial canvass of the results of the August 4, 2026 election. The Mayor of the City, Raymond David Horton, was present and presiding. Other members of City Council present were, Vice-Mayor Seth Gillespie, Mrs. Kellie Artrip, Mrs. Foster and Mr. Guy Wohlford. Others present were as follows: Mr. Todd Meredith, City Manager Ms. Melissa Skelton, City Clerk Mrs. Patricia Cox, CFO Mrs. Diane Newby, Asst. Finance Director Mr. Craig Meadow’s, Consultants SUBJECT: FY 2027 Budget Mayor Horton explained that last Wednesday, council received a balanced budget from the city manager, along with one from the Radford City Public Schools as required by State Code. He said they discussed several different rates and what to advertise as the maximum rates not to exceed for the required public hearings. He asked Mr. Meredith to provide a brief overview of what was presented on April 1st. Mr. Meredith provided an overview and reminded everyone that he proposed a tax rate from $.82 cent to $.87 cent, an increase in the water rate by $1 per thousand gallons. Mr. Close discussed issues on East Main and he feels that it should be a goal to “improve the condition and appearance of our downtown” business district. He stated two main issues that were the current plantings and fencing. He recommended a .05-cent increase in the real estate tax rate, bringing it to $.87 cents per $100 of assessed value. He shared that this will help the city work towards not becoming dependent on transfers. Mr. Meredith also proposed a $1.00 increase on the water rates. He explained that in order for the city to apply for any grants to help replace our water infrastructure, we will need to raise the water rate to $47.79.
