Throughout his years as our city attorney, Sam has not only simply watched Pem broke Pines grow, he has helped shaped it. Among his accomplishments, he is especially proud of the establishment of the Pembroke Pines charter school system, the acquisition of land and development of City Hall, and other municipal facilities that continue to serve our community today. Could you please begin the discussion and issue the special rules that we have for today's meeting? With your permission, Mayor, I'd be happy to try. There's a statute which governs the issues regarding advocacy versus education versus facts and circumstances. The statute which we've referred to before in recent days is Section 106.113 of the Florida Statutes, the title of which, it's in the State Election Code in Chapter 106, references expenditures by local governments. And what it tells us is that a local government essentially may not expend or authorize the expenditure of, and a person or group may not accept public funds for a political advertisement or any other communication sent to electors concerning an issue, referendum, or amendment, including any state question that is subject to a vote of the elect ors. This subsection applies to a person or a person acting on behalf of a local government, irrespective of whether the communication is limited to a factual informat …

The rules of procedure are pretty lax here, so anything you have to say or tell me, I will take into consideration. If you're here just to ask for additional time to come into compliance, we can get you out of here quicker. Please silence any cell phones if you have them. Otherwise, call the first case. Oh, I'm sorry. Got to approve the minutes from the last meeting, which I have reviewed and approved. We're going to start with number 15 on the agenda, page 8, case 251-103-701, owner Sergio Duran. Site address is 11650 Southwest 10th Street. Violations for new front door, metal gate installed without permits. Code officers, Joseph Libia. Joseph Libia, co-compliance officer, Pembert Binds Police Department. A complaint was received on November 17, 2025, and a violation warning was issued on January 22, 2026, after inspecting the property. The property is still in violation upon a re-inspection, and a notice of violation summons to appear was issued on April 20, 2026. The notice of violation summons to appear was delivered to the property owner on April 20, 2026 at 11.05 a.m. …
