a. Enterprise Funds Budget Workshop
Samantha Steigleder, Aaron Plew, Joe Malloy, Nathan Ziegler, Marc Lucca — Present
Public Works Director John Beacham and Finance Director Jason Faulkner presented on the
enterprise funds budget. What enterprise funds are and how they are tracked was reviewed.
Sanitation funds were discussed. Mr. Faulkner explained that the auditor scrutinizes these funds
quite closely. Some of the funds collected for sanitation by the city go towards finance staff time
used in billing for sanitation. This year there is a proposed 5.5% increase in the user fee for
sanitation. There have been issues with the extra pick-ups for Christmas, spring, and fall. Mr.
Faulkner is proposing eliminating these events. Mr. Beacham showed some example funding
flows on the utility enterprise funds. Mr. Beacham reviewed the proposed annual fee increases
for water fees (3%) and the outlook for that enterprise fund. The water reclamation enterprise
fund was presented. The proposed user fee increase for water reclamation is 2.5%.

Historical Society, as the current tenant, was available for questions about the space.

b. Phase Il Development Impact Fee Study Update
Community Development Director Bob Seale and Melissa Cleveland from Welch Comer
presented on Impact Fees. The population and job growth forecast through 2035 was discussed.
A summary of the new proposed fees in relation to the current fees was discussed.
Councilor Steigleder had concerns with measuring single-family impact fees by square feet
because it's not necessarily reflective of how many occupants. Mr. Seale explained that
commercial uses within their category are already calculated by square footage.
Councilor Malloy asked if the multi-family calculation could also be by square footage as it is
currently calculated by units only. Mr. Seale is concerned about the amount of staff time that may

The workshop will be held at Black Bay Park during the Renovation Celebration event. About the Event: Celebrate
the Completion of the Black Bay Renovation Project. The event is free and open to the public. We look forward to
sharing this milestone with the community and showcasing the improvements that will help residents and visitors

The Commissioners and staff gathered at Black Bay Park's new Lower Lawn Shelter to celebrate
the completion of the Black Bay Renovation Project, which includes the new ADA-accessible
boardwalk. Parks and Recreation Director Kris Ammerman introduced Mayor Randy Westlund.
Mayor Westlund gave a brief speech to community members and park visitors in attendance. The
four Commissioners present (Noyes, Cornwell, Patterson, and Carlson) assisted Mayor Westlund
with the ribbon cutting. Photos were taken by the Coeur d'Alene Press.

The Urban Renewal Commission was present as this is a joint workshop; two commissioners
were absent.
Community Development Director Bob Seale presented. The Pleasant View District was
discussed. Items of note for this district are the ITD Study currently underway, the city's
Marketing Plan, the potential for a new opportunity zone, and an EDA grant going forward.
Councilor Steigleder had questions about keeping the Pleasant View District open. Mr. Seale
answered that the decision doesn't need to be made tonight, but that it could come back to
council in the next few months. They would like to wait for the ITD study to be completed first.
The East Seltice District was also discussed. The district outreach received limited responses.
Tax increment financing on specific properties in this district was discussed. The Downtown
District was reviewed. A parking plan and funding possibilities were reviewed. Urban Renewal
funds being used for beautification items such as Christmas lights was also discussed.

Deputy City Administrator Warren Wilson talked about the proposed Fiscal Year 2027 Budget.
Big picture budget issues such as inflation and decreasing state revenues were discussed.
FY2027 other anticipated revenues were presented. The 2027 Budget increase revenues with a
recommendation of 3% plus 3% capital and 1% operating from foregone were presented.
Recommendations are to cap the operating expenses at 2025 levels (the same level as 2026 as
well). On the personnel side, we have eliminated one full-time position and are recommending
two new Police Department positions and several promotions. For FY2027, staff are
recommending a 3.1% COLA and 4% merit.

This workshop is to discuss the updated procurement and surplus property disposal policies.
Procurement purposes: To ensure responsible use of public funds, promote fair and open
competition, maintain transparency and accountability, and achieve the best value for residents.
Surplus property disposal purposes: Establish a consistent procedure for disposing of surplus
assets, ensure transparency and accountability, maximize value to residents, and to maintain
accurate city asset records.
Surplus property scope applies to all surplus personal property owned by the city and fixtures
removed from city properties. It does not apply to disposal of real property owned by the city; this
is governed by Idaho Code Title 50, Chapter 14.
Surplus: No longer needed or maintenance or other costs exceed the economic or useful life of
property.
Personal Property: Equipment, vehicles, computers, or other movable property.
Fixture: Personal property attached to land or structure that is not readily removable. Example:
HVAC system.

Members of the Post Falls Urban Renewal Agency were also present for the discussion (there
was not a quorum of commissioners).
Community Development Director Bob Seale presented on a possible City Center Parking Local
Improvement District (LID) . The LID would be used to add parking and frontage improvements
for specific streets in the downtown area. Council had concerns about any residential lots in the
area that would be required to pay the LID fees. Another possibility for area improvements is to
go to the voters for a bond. Back-in angled parking issues downtown were also discussed. The
Pleasant View URD discussion was postponed due to time constraints.
