Finance Director Dan Winek presented this item and explained that the General Fund Budget
covers the City’s basic services. He noted that department heads have met with Mr. Winek and
City Manager Brian Frandle and submitted their budgets. He stated that infrastructure will be a
big goal in 2027. He provided a fiscal review and the financial forecast for 2027. Mr. Winek
described the financial accomplishments and capital highlights of the City from 2023-2025.
He detailed the 2027 proposed 6% levy increase, which will continue to fund the capital
improvement plan. He showed the EDA budget and noted the budget reduction of approximately
$40,000. He stated the …

City Engineer Morgan Dawley presented this item and noted that the $4.5 million originally
slated for the community center was approved to be used for the water tower. He stated there has
been a water storage deficiency in the north tower since approximately 2008. He described the
recommended state standards regarding water storage and the increase in water demands. Mr.
Dawley provided a high-level overview of the tower siting study, which was completed in 2020,
that included potential types, locations, and costs of a new water tower.
