Minutes
The Newbury Selectboard held its regular meeting on Wednesday, August 12, 2026 at the Town
Office beginning at 7:00 pm. The meeting was recorded. Attending in person were Selectboard
members Susan Culp (Chair), Shauna Prime, and Andrew Lee, Town Clerk/Selectboard Assistant
Chuck Schulze, Highway Foreman Mike Hastings, Planning Commission Chair Tony O’Meara,
and members of the public Frank Tegethoff, David Roth, and Sarah Mercer. Michael Miller
attended via Zoom.
The Board approved minutes of the regular meeting held on July 29, 2026.
The Board added two items to the agenda: appropriations for cemetery associations and
residents’ requests to meet re: Class 4 road policy.
David Roth, candidate for the VT Senate, introduced himself and his candidacy, stating that he
welcomes questions from the public.
Frank Tegethoff voiced appreciation for the Selectboard’s participation on behalf of the Town in
the Regional Plan hearings. He cited Newbury as the best example of courteous, calm, and
thoughtful engagement in the process. The Board thanked Mr. Tegethoff for his past service on
the Newbury Planning Commission. Mr. Tegethoff then exited the meeting.
The Board reviewed a recommendation from the Town Treasurer for this year’s late homestead
filing rate. Susan Culp responded to a question from Andrew Lee, stating that there are

Bridge and All Persons Trail
John reviewed the bridge budget, which showed the project to be under budget, and detailed expenses for
logging, materials, and labor.
John reported that bridge abutments are on schedule and updated the group on the timeline for moving
bridge components. The bridge is nearly complete, with flying posts carved and carved tie beams to be
installed soon.
Tom reported on the work done by the UVTA high school trail corps in clearing brush, small trees, and
blowdowns along the course of the all persons trail.
Tom will write to Mike Hastings to ask about borrowing a trailer. We will also post a request for trailers on
local listservs.
The group talked about security concerns and the possibility of installing WIFI cameras and a bright, motion
activated light.
Tucker Mountain Day 8/19
The group discussed plans for Tucker Mountain Day, including using Miles Conklin's ox cart instead of Adam
Hodges LeClair's wagon due to the poor condition of Adam’s cart.
John Jane has proposed demonstrating horse logging with Leaf the horse by pulling in logs to cut up for
firewood that will be auctioned or sold as fundraising. Tom will meet with him next week to scout the location
and mark some trees for cutting. …

attend. Lisa and Brittanny will not be available to be there.
B. Halloween Howl - Scheduled for October 25th. Start time will be 1pm with a
truck or treat starting at 3pm until candy runs out. Jen has volunteered to be the
event coordinator.
C. Shed Move - Board will schedule a time and date when we can move items
previously stored in the shed back to the shed. Due to missing members at the
meeting, time was not able to be scheduled during the meeting.

Tom called the meeting to order at 6:30.

Bridge Carvings
Motion: To add woodcarvings to parts of the covered woven arch bridge at a cost of $3,200.
Moved by Cindy to open discussion and seconded by Kirk.
Amendment: That funds for the addition to the project will be covered with under the existing
budget with no increase.
Moved by Kirk and seconded by Cindy.
The committee voted unanimously to approve the wood carvings within the existing budget
parameters, with John and Tom agreeing to update existing the budget spreadsheet to include
the carvings and to accommodate the $3,200 cost.
Bog Bridges
The committee discussed materials for bog bridges and decided to try and use some of the
extra cedar logs John had acquired for the bridge project.
Volunteer Work
The conversation ended with a brief discussion about upcoming volunteer work with Plenitud on
Thursday morning for tree thinning and other activities on Tucker Mountain.

Minutes
The Newbury Selectboard held its regular meeting on Wednesday, July 29, 2026 at the Town
Office beginning at 7:00 pm. Attending in person were Selectboard members Susan Culp
(Chair), Shauna Prime, and Andrew Lee, Town Clerk/Selectboard Assistant Chuck Schulze, and
Highway Foreman Mike Hastings. Joanne O’Meara attended via Zoom. The meeting was
recorded.
The Board approved the minutes of the regular meeting held on July 8, 2026 with one
correction: The date of the public meeting regarding trees on the Common will be August 15.
The Board also approved the following sets of minutes as written:

rate of .0075 for the 2026 education tax rate, serving to offset the veteran’s exemption and the

Kirk moved and Dan seconded to approve the Minutes of June 22 . All approved.
FY26 Budget Review
Kathy presented an updated budget for FY 26 . She advised that the new legal fees charges are for
APT contract reviews which the select-board requires. Under income a new entry for donations was
added. The $550 donation was for the picnic table. Tom pointed out that the notation under the
General entry for Supplies indicates that it includes Martin Quary which would be covered under the
Gravel entry. Kathy to check on this. ( note : Kathy did check on this and it was the notation that
was incorrect. The budget entries for Gravel and General are correct) . Kathy noted that an invoice
from Peter Jensen for $10800 was paid but the transfer of funds from Friends to the town had not
yet been recorded.
Ordinances
Tom advised that the ordinances are on schedule to become effective August 8. Also discussed
were the Dog Lease Ordinance pocket cards that can be distributed to dog walkers which
summarize the Dog Leash ordinance.
Bailey Property
Tom advised that the additional appraisal contracted by Bob Bailey has not yet happened. No
additional updates.

The Newbury Development Review Board (DRB) held a hearing on Thursday, July 23, 2026 at
the Town Office beginning at 5:00 pm. Attending were DRB members Amanda Beaulieu, Emmy
Hausman, Ruth Kennedy, Chuck Schulze, Bob Beaulieu, Bobbie Jewett, and Larry Scott
(Alternate), Zoning Administrator Dennis Marquise, and applicant JoAnne Locke.
Amanda Beaulieu chaired the meeting and read the warning for Application 2026-41. JoAnne
Locke seeks conditional use approval to expand her dog grooming business to include daycare
and overnight options for her canine clientele. The property is located at 119 Leighton Hill
Road within the RR1 district.
Ms. Beaulieu conducted the required swearing-in and called for any declarations of conflict of
interest or ex parte communication. Bobbie Jewett stated that she is a customer of Ms. Locke’s
dog grooming business. No one considered this to be a conflict of interest. Ms. Beaulieu
reviewed the procedure for establishing interested party status.
Ms. Locke then presented her application. She proposes to replace the existing chicken barn
with new construction on the same footprint. A new septic system will be required, and she
has met with the State engineer. Hours of operation will be 7:00 am to 7:00 pm on weekdays
and Saturdays, excluding holidays.

Tony O’Meara chaired the joint meeting. An update on Two Rivers Ottauquechee Regional
Commission (TRORC) was added to the agenda. One purpose of the meeting was to reach
consensus on plans, costs, and timelines for the Town’s next two major capital construction
projects: a new salt shed and a new highway garage. The second purpose was to review the
Capital Budget Planning Subcommittee’s work on a comprehensive capital budget for the Town.
All recognized the increasing importance of developing a capital budget.
Shauna Prime shared several sample architectural plans for salt sheds. For salt storage, she
recommended using a concrete foundation, since steel erodes. She also suggested inviting the
VT Agency of Transportation contractor to a meeting to discuss more particulars about
construction specifications.
Mike Hastings outlined the preferred configuration and dimensions of a shed to meet
Newbury’s needs. He said that approximately 36 ft. by 60 ft. would be ideal, with a separate,

Due to technical difficulties, the zoom meeting did not start until 6:20. Due to prior commitments, David
Tansey need ed to leave the meeting early . Prior to leaving the meeting David suggested that the
committee should next meet in person and define the committee ’s purpose and goals.
Evangeline called the meeting to order at 6:20.
Rick moved and Tom seconded to approve the minutes of 4 /22 /2026. All members approved the motion.
Town Office MERP Updates
This agenda item was deferred to the next meeting when Susan would be present to provide an
update.
Review of Newbury Town Plan Energy Section Recommendations
Tom mentioned that the on page 61, Renewable Energy , states that Seventy percent (70%) of
Vermont ’s energy comes from renewable resources . However, the associated graph indicates
that 70 % comes from fossil fuels. The discrepancy was noted and will be discussed further at a
later meeting.
The committee members discussed finding out what other town energy committees are
discussing. Rick mentioned that St J has a very active committee meeting. He also suggested
that VECAN could provide some valuable input. He offered to contact Joanne Miller from VECAN
to see if she could attend our meeting in August. He also suggested that the VECAN annual
meeting at Lake Morey could provide some valuable insights into what other energy …

services are over-budget, likely due to increased call volume, increases in fuel prices, and repairs.
Ensuing discussion considered whether a full crew is required to respond to every call. Chuck Schulze
reviewed how communication works to assess the need at a scene. All agreed to consult further with
the Fire Chiefs and to check the standard operating procedures outlined in the e mergency se rvices
bylaws, in case efficiency might be improved.
As a member of the Fire Department Steering Committee, Marvin Harrison attested that the fire
department is conscientious in ordering repairs only when definitely needed. The future status of the
West Newbury fire station has yet to be resolved.

The Newbury Selectboard held its regular meeting on Wednesday, July 8, 2026 at the Town
Office beginning at 7:00 pm. Attending in person were Selectboard members Susan Culp
(Chair), Shauna Prime, and Andrew Lee, Town Treasurer Mary Collins, Town Clerk/Selectboard
Assistant Chuck Schulze, Highway Foreman Mike Hastings, and members of the public Norm
Pat e naude of Pike Industries, Tim Cramer of Blaktop , Inc. , and House of Representatives
candidate Tom Otterman. Attending via Zoom were Joanne O ’Meara, Justin (last name
unknown) , Evangeline James, and Michael Miller.
The Board approved minutes of the regular meeting held on June 24, 2026 as well as minutes of
the executive session held on the same evening.
The Board added the following items to the agenda:
Generator maintenance agreement
Paving and reclamation bids
Update on Rogers Hill culvert construction project
Tom Otterman introduced himself as a Republican candidate for the VT House of
Representatives, offering brief biographical information. He then exited the meeting.
The Board opened bids from All States Construction, Pike Industries, and Blaktop, Inc. for this
year ’s paving project. Separate bids were received for reclamation. The Highway Foreman and
the Road Commissioner will review the bids and bring a recommendation back to the Board.

Minutes
The Newbury Development Review Board (DRB) held a permit application hearing on Thursday,
July 2, 2026 at the Town Office beginning at 5:00 pm. Attending were DRB members Amanda
Beaulieu, Bob Beaulieu, Bobbie Jewett, and Ruth Kennedy, Zoning Administrator Dennis
Marquise, applicant Alexa McGrath, and abutting landowner Judith Vaughan. The meeting was
recorded.
Amanda Beaulieu chaired the meeting, beginning with introductions and a reading of the
warning. She called for declarations of any conflicts of interest or ex parte communication, of
which there were none. She conducted the required swearing-in and reviewed protocol for
establishing interested party status.
Using a map and photographs, Alexa McGrath presented her application to construct a 10 ft. by
16 ft. shed on her property at 361 Sanderlin Drive, which is in the Shoreland District. No
plumbing or other utilities are planned for the structure which will be of pre-fab construction
and used to store household items. The building will be 203 feet from the lake.
Judith Vaughan requested and received confirmation of setbacks from the property line.
As moved by R. Kennedy and seconded by B. Jewett, the Board closed the hearing and moved
into private deliberation.

meeting at 8:18 pm.
The Board approved minutes of the regular meeting held on June 10, 2026 with two corrections:
The postponement of an agenda item was to “ check in with ” (rather than “ consider ” ) the Town
Ordinance for permit and zoning enforcement.
Moving Recreation Committee equipment out of the Newbury Center Town House has been
postponed due to work being done in the Town Office Building, not the Griswold barn.
The Board also approved minutes of the executive sessions held on June 10, 2026 and June 18, 2026.

FY26 Budget Review
Kathy presented an updated budget for FY26 based on general ledger accounts and receipts, noting
some discrepancies that need verification. She advised that the new legal fees charges are for
UVTA and Adam Miller contract reviews which the select-board requires. There was transfer of
$9,000 from Friends to the town Adam Miller for the bridge construction; the invoice was for $10,000
but the town withholds 10% until project completion. There is a $345 entry for gravel which Tom

Minutes
The Newbury Planning Commission met on Thursday, June 18, 2026 at the Town Office
beginning at 6:00 pm. Attending were committee members Tony O ’Meara (Chair), Dustin
Putnam, Evangeline James, Jason Winchester, and Larry Scott and Zoning Administrator Dennis
Marquise.
The Board approved the agenda without changes, as well as the minutes of the meeting held on
May 25, 2026 with the following correction: Section 1.16 of the zoning regulations concerning
limitations was not deleted; rather additions were made.
Tony O ’Meara gave an update on the Regional Plan. Two Rivers Ottauquechee Regional
Commission (TRORC) has scheduled information sessions and public hearings on the land use
and housing chapters. In lieu of its next regular meeting, the Newbury Planning Commission
agreed to attend TRORC ’s information session in Fairlee on July 16 at 6:00 pm. There will also
be a public hearing in Bradford on July 29 .
Mr. O ’Meara offered several comments on the land use and housing chapters of the new
Regional Plan. For example, revised language states that towns must plan how to meet the
housing targets for village centers. He also made note of stipulations for hamlet density and
renovation of existing, underutilized buildings. TRORC will soon be sending drafts of these
chapters to all the towns in the region, as well as a memo highlighting changes from the current
Regional Plan.
