PAUL ESTOCK
Mr. Estock came forward to give an update of the Fourth of July activities. He distributed
information to council and an invitation for the Friday night event on July 3, 2026. He explained how
there are a lot of activities planned by the municipal staff for the weekend.
Mrs. Lang reported she has been working with the Parks and Recreation team on a grant and it
was received from the county in the amount of $29,999. She stated it would help fund some of the
costs of the All American Weekend.
Mr. Estock mentioned the streetscape grant. Mr. Graziani reported the county executive
announced a program earlier in the year and part of it is for streetscape and some was set aside for
special festivals. He felt Monroeville was an easy pick because they will be celebrating its 75th
Anniversary during America 250.
Mr. Estock added the Monroeville Foundation was able to get a number of sponsorships …

The first (26-1-SUB) seeks to split the 709 Beatty Road parcel into three lots of 39.28, 7.04, and 2.54 acres in the R-2 single‑family residential zone. The second (26-2-SUB) proposes to divide the 841 Old Frankstown Road parcel into three lots of 7.226, 8.270, and 9.959 acres across the S Conservancy, R-2 residential, and M-1 planned industrial zones. The meeting was called to order by Chairperson Paula Montgomery at 7:30 p.m.
PLEDGE OF ALLEGIANCE AND MOMENT OF SILENCE
The Pledge of Allegiance was recited and a moment of silence was observed.
ROLL CALL
The Recording Secretary, Sharon McIndoe called roll and the following were present: Paula
Montgomery, Heidi Lawrence, P. Lorraine Lewis-Burke, Terry Segelson, Carol Seman, Zachary Prucnal
and Paul Whealdon. Mr. Walker was absent.
ARRPROVAL OF MINUTES
There being no corrections, additions or deletions to the minutes of the meeting of November
19, 2025, a motion was duly made by Mrs. Lewis-Burke to approve them, as submitted, and Mr. Prucnal
seconded it. Upon a voice vote, the motion carried unanimously.
REORGANIZATION
There being no discussion, a motion was duly made by Mr. Segelson to re-appoint Paula
Montgomery as Chairwoman; Heidi Lawrence as Vice Chairwoman and Bruce Walker as Secretary. Mrs.
Lewis-Burke seconded it and upon a voice vote, the motion carried unanimously.

Allison Ramsey, Alexander Graziani, Bob Wratcher, Josie Rock, Paul Hugus, Joe Sedlak, Paul

MONROEVILLE FOUNDATION
Mr. Ernie Groover from the Monroeville Foundation came forward to address council.
He thanked the mayor and council for all their support over the past years to help make the
foundation a successful enterprise. He reported they have brought thousands of people to the
Community Day, 5K Race and the Jazz Festival. He expressed his appreciation as a citizen of
Monroeville and he felt it was a great place to live and work. He reported he is moving on from
President of the Monroeville Foundation and a new president has been elected, Ms. Felica
Thomas.
Ms. Thomas came forward as the newly elected president of the Monroeville
Foundation. She recognized Mr. Groover as the outgoing president and indicated how proud
she was to serve as president. She recognized their dedicated board members and the newly
elected officers in attendance. She felt their leadership and commitment wil …
