BOROUGH COUNCIL LEGISLATIVE MEETING
JULY 16, 2026
Vice President Elizabeth Romaine called the meeting to order at 7:00 p.m. and led the
Pledge of Allegiance. The following officials present: Mayor Washington, Vice President
Romaine, Councilpersons Dunn, Gelman, Herman and del Grosso. Manager Forman,
Solicitor Scott and Engineer Matson were also present. President Paikoff was not
present.
Councilperson Herman made a motion to approve the minutes of June 4, 2026
Workshop Meeting. The motion was seconded by Councilperson Malkoun.
Councilperson Dunn abstained. The motion passed unanimously.

o T he Delco mini Bird Town clutch is planning a 'birds and plants' themed walk for
the fall, date and location TBD.
o The Valley Forge Audubon Society's Advocacy Committee created a panel display
to educate viewers on window strikes and how to prevent them. The display is
meant to be set up in area libraries or municipal buildings, and the committee is
working on a "reservation" system to loan it out to interested communities. I'd
like to see if either Media library or the Borough would be interested in having
the display set up in a public facing area once it's ready to be loaned out.

o “ The pollinator garden is crowded with thriving plants. Phlox Jenna is beginning

Media Borough Council met in council chambers at 7:00 p.m. at 301 N. Jackson Street
Media, PA on the above date with the following officials present: Mayor Washington,
President Paikoff , Vice-President Romaine , Council persons Dunn, Herman, Gelman
and del Grosso. Councilperson Malkoun was not present.
President Paikoff called the public hearing to order.
My name is Adam Te cza . I'm the project manager on this. I work for IMEG. W e were
joined on this project by e consult , who really helped with the economic development
section. I w ill give a brief overview of some of the core existing conditions that we found
throughout this process and talk a little bit about the community engagement work that
was done, give some overviews of the key recommendations, and then hopefully open
up to comments, questions, and discussion.
Mr. Tecza highlighted d emographics , en vironmental conditions parks and open space ,
roadway safety improvement s especially for pedestrians and bicyclists, housing
affordabil ity , office district and industrial district transition .
He mentioned the c ommunity engagement with over 500 people participating in the
survey and workshops .
Key recommendations include improve safety and eliminate serious injuries on roads,
safe and connected bicycle network, strengthen MBA operations, expand housing
options, expand affordable housing options for low and mod erate households, ad …

BOROUGH COUNCIL LEGISLATIVE MEETING
JUNE 18 , 2026
Council President Mark Paikoff called the meeting to order at 7:00 p.m. and led the
Pledge of Allegiance. Prior to beginning the agenda, Council President recognized
members of the Comprehensive Plan Steering Committee and thanked residents,
consultants, staff, and committee members for their work in developing the Borough's
2035 Comprehensive Plan.
T he following officials present: Mayor Washington , President Paikoff, Vice President
Romaine, Councilpersons Dunn, Gelman, Herman and del Grosso . Manager Forman,
Solicitor Scott and Engineer Matson were also present. Councilperson Malkoun was not
present.
Vice President Romaine made a motion to approve the minutes of the May 7 , 2026
Workshop Meeting. The motion was seconded by Councilperson Herman . The motion
passed unanimously.

boroughs attention before, and it was deemed impossible to put in a sidewalk. But there
must be something possible to be done to slow traffic and increase safety, perhaps such

BOROUGH COUNCIL WORKSHOP MEETING
JUNE 4 , 2026
Media Borough Council met in the large conference room on the above date with the
following officials present: Mayor Washington, President Paikoff, Vice President
Romaine, Councilpersons Dunn, Gelman, Herman, Malkoun and del Grosso . Also
present was Solicitor Scott, Engineer Matson and Manager Forman.
The meeting was called to order at approximately 7:00 PM by President Paikoff.

There was none.
Borough Manager ’s Report
Ms. Forman noted that a written report was provided in advance that focuses on
strategic priorities . She mentioned a Solicitors Permit was received from the VFW
requesting permission to paint house numbers on curbs . There will be no solicitation of
funds, however donations will be accepted . Council was in favor of this project.
Engineer ’s Report
Mr. Matson noted that a written report was provided . He highlighted a few projects
including the Ridge Road stormwater project which has one final review and is set for
the 3 rd quarter . There has been some erosion issues at Philip Green park that are being
addressed . Traffic counters have been placed on the 2 nd and 3 rd floors of the Baltimore
Avenue Parking Garage to help to determine that amount of traffic use .

Providence at the Delco Environmental Expo on May 30 th .
Bee City Update – The pollinator garden has been cleaned up for spring . The garden waste
was removed by Public Works. Plants are starting to bloom.
