Public Workshop Summary
On June 11, 2026, the Madeira Beach Board of Commissioners, City staff, and the Kimley-Horn project team
convened a public workshop to refine priorities for the City’s Strategic Plan. The discussion centered on
strengthening the connection between long-term vision and near-term actions, improving consistency in
project implementation, and establishing a clear, repeatable framework to guide capital investments and
decision-making.
Previously identified priority projects were presented to workshop participants, with the intention of each
project having a corresponding category into which it could be placed. Participants identified infrastructure,
environmental health, and maintenance as core categories of focus, into which a proposed project could be
best aligned with. The creation of these categories, or pillars, was done so to aid in the direction or
methodology in which projects are identified, and also to capture consensus within the decision making
bodies in Madeira Beach Commissioners.
Economic development and community experience were also discussed in the context of future projects,
including the 555 150th Avenue property (555 Property), potential park expansions and increased programming
within existing public assets. Coordinated investment, related particularly to parking and marina
improvements, were recognized as essential to supporting both revenue generation and quality of life.

Chairman Wyckoff called the meeting to order.
Roll Call
Present: Chairman Wyckoff, Commissioner Cloud, Commissioner Holloway,
Commissioner Noble, Commissioner Connolly, Commissioner Marr, and Commissioner
LaRue.
Absent: None noted.
A quorum was established.

Chairman Wyckoff opened public comment for items not on the agenda. The City Attorney
reviewed the quasi-judicial process. No conflicts of interest or ex parte communications

Request: Rezoning of the property at 555 150th Avenue from Planned Development (PD) to C-4 Marine
Commercial.
City Attorney Zoe provided an overview of the quasi-judicial process and explained that the rezoning was
required under City Code because the previously approved planned development was not constructed,
causing the zoning designation to revert to its prior classification.
Staff member Andrew Morris explained that the previous PD allowed similar density and intensity as the
proposed C-4 zoning, with the primary difference being a reduction in allowable height from five stories

The City of Madeira Beach Board of Commissioners held a budget workshop meeting at 2:00 p.m.
on April 29, 2026 in the Patricia Shontz Commission Chambers at City Hall, located at 300
Municipal Drive, Madeira Beach, Florida.

I. Excerpts from FY 2025 Audited Financial Statements
Finance Director Consultant Andrew Laflin explained that the session was not intended to project
specific FY 2027 spending, but rather to establish a clear financial baseline showing where the
City stood at the close of FY 2025, what had transpired financially through mid-April of FY 2026,
and what that picture implies for the upcoming budget cycle. That will provide an understanding
of the reserve picture, the cash and investments the City has historically held in the bank, and what

✓ Decidido: Commission directs waiver of BTR penalty for hurricane-damaged properties
The Board directed staff to draft an ordinance removing the penalty for lacking a Business Tax Receipt at the time of a disaster, which currently prevents owners of damaged nonconforming duplexes and quadplexes from rebuilding. Staff will also return with two holiday decor proposals—one with solar options and one with receptacle repairs—for comparison. No formal votes were taken; the meeting was a workshop focused on giving direction to staff.
- Directed staff to draft ordinance language to remove the BTR absence penalty for properties damaged by Hurricanes Helene and Milton, while keeping the BTR requirement going forward (consensus)
- Directed staff to return with two comparable holiday decor proposals from Holiday Outdoor Decor: one with solar options and one combining non-solar decorations with estimated electrical receptacle repair costs (consensus)
- Agreed to make technical corrections to the BOC Policy Handbook, updating Government in the Sunshine Manual citations to the 2025 edition (consensus)
