The Ballwin Board of Alderman unanimously approved the annexation of the Arbor Trails Subdivision, Oak Brook Elementary School area, and Arbor Crest Subdivision, effective April 1st, which will place new neighborhoods under city jurisdiction pending a ward placement report. The Board also granted special use exceptions for a microbrewery, an electronics resale store, and a Salvation Army location, each with specific operational conditions. Additionally, the Board adopted semi-annual financial records, authorized check signatories, awarded a sewer lateral bid to A & A Sewer, and approved $30,457.38 for Parks & Recreation strength training equipment to upgrade local facilities.

MINUTES
The minutes from the December 8, 2025 Board of Aldermen meeting were submitted for approval. Alderman
Michael Finley made a motion to amend page 6 of the minutes, adding in that he and Alderman Janet Judd
encouraged residents to review the budget online. Alderman Frank Fleming seconded the motion. A voice vote
was taken with unanimous affirmative result and the motion passed.
A motion to approve as amended was made by Alderman Frank Fleming and seconded by Alderman Michael
Finley. A voice vote was taken with unanimous affirmative result and the motion passed.

The Ballwin Planning & Zoning Commission recommended approval of three special use exceptions, including a brewery taproom and two used merchandise stores, and noted that one petition was withdrawn. The most contested decision was the recommendation for a used goods store at Central Plaza (15325 Manchester Rd), which passed 6-3 with conditions requiring a safe traffic pattern and no outdoor storage. The commission also learned that the annexation of Arbor Trails and Arbor Crest subdivisions will take effect April 1, 2026, with rezoning to follow later this year.
