// In the matter of Public Works, Agenda Item #1, Council received bids for the ApCo Easement -
Milestone Towers Line. Clerk of Council Alicia Finney-Andrews stated that bids had been requested for
an easement at 3525 John Capron Road and that one bid had been received from Appalachian Power
Company on June 3, 2026. Ms. Finney-Andrews read the letter of commitment submitted by Appalachian
Power Company regarding the grant and conveyance of a right-of-way and easement on City-owned
property located at 3525 John Capron Road.
Mayor Taylor asked whether there were any additional bids. Hearing none, Mayor Taylor
declared the bid closed.
Councilmember Diemer motioned, seconded by Councilmember Wilder, to accept the bid
submitted by Appalachian Power Company.
Councilmember Timmer asked whether Council could vote on the matter during the Work
Session without suspending the Rules of Procedure. City Attorney Matthew Freedman advised that the
matter fell within the exception.
