Council Chambers, 7 South Broad Street, Lititz, PA & Zoom
The July 28, 2026 Lititz Borough Council meeting was conducted as a hybrid meeting, in-person in
Council Chambers and virtually utilizing Zoom. The meeting was called to order at 7:05 P.M. by President
Hain with Councilmembers Bergman, Carpenter, Gattis, Horst and Meck present. Others present were
Mayor John George, Police Chief Jared Hahn, Det. Sgt. Detz, Sgt. Heise, Ofc. Adam Webb, Ofc. J. Miller,
Ofc. Giovenco, Ofc. Armato, Elijah Yearick, Rob McFadden, Terry Duffin, Ryan Zercher, Chris McGinn,
Cody Hostetter, Michelle Carron, Stephen Coe, Steve Weaver of TNT Youth Ministry, Laura Knowles of
the Lititz Record, and many attendees to witness Ofc. Webb’s swearing-in. Attending via Zoom were
Karen Weibel, Nathan Laucks, and Nicole Payonik. Weaver provided the invocation, and Mayor George
led the pledge of allegiance. The minutes of the June 30th Borough Council meeting were unanimously
approved on a motion by Gattis, seconded by Horst. President Hain disclosed that Council had met in an
Executive Session to discuss personnel and real estate matters immediately prior to the Council meeting.

The regular July 20, 2026, Lititz Borough Parks Committee meeting was conducted in person at Sixth Street
Park. The meeting was called to order by Pankratz at 4:00 P.M. Committee members present included
Pankratz, Leister, Holland. Committee members Geltz, C. Hain, M. Hain, and Widders were excused. Other in
attendance included Elijah Yearick, Jordan Garner, Brad Bergman, Tyler Toburen, Frank Owsiany, Kristy
Snyder, Ron Stief, and Dave Carson. With quorum not being met, the Committee was unable to vote to approve
the minutes of the June 22, 2026, Parks Committee meeting.
Staff Updates
Lawn Treatment Meeting Report: J. Garner reported to the Committee that following the June Parks
Committee meeting, He and Toburen met with Integrity Land Works regarding options for organic lawn care
treatments. From the meeting, one take away that J. Garner explained was that there is not a proven way to
manage weeds using an organic method. Integrity Land Works provided J. Garner with options for treatments
which included Organic Fertilizer, with spot spraying for weeds, Cultural Suppression, which includes organic
fertilizer, heavy aeration and overseeding. No weed spraying would be included in this option. No costs were
provided, but J. Garner noted that the Cultural Suppression would be a higher cost.

The regular June 22, 2026, Lititz Borough Parks Committee meeting was conducted in person at Spruce Street
Park. The meeting was called to order by Pankratz at 4:00 P.M. Committee members present included
Pankratz, Geltz, Leister, Widders, C. Hain and M. Hain. Other in attendance included Elijah Yearick, Jordan
Garner, Brad Bergman, Jared Hahn, Juli Fegely, Sue Ellen Hendricks, Wayne Anthony, and Brenda Barnes.
The May 2026 Parks Committee minutes were approved unanimously following a motion by C. Hain and a
Second by Geltz.
Staff Updates
Memorial Lot Phase 1: Yearick reported to the Committee that the Boroughs engineer has reached out to
contractors for bids for phase 1 of the project. From this process it was learned that some contractors are
soliciting donated materials and also proposing to perform at least a portion of the phase 2 work.
Yearick also discussed that the 6”x6”X10” (110) stones surrounding the seating area cost is $22,000.00 if the
stones are granite. To reduce the cost Yearick asked the Committee if they have any recommendations for a
different type of stone material. C. Hain suggested cobble stones could work, with them giving the same sort of
appearance as the granite. C. Hain added that she would be open for suggestions from the contractors.

The March 31, 2026 Lititz Borough Council meeting was conducted as a hybrid meeting, in person in
Council Chambers and virtually utilizing Zoom. The meeting was called to order at 7:00 P.M. by President
Hain with Councilmembers Bergman, Carpenter, Gattis, Horst and Meck present. Others present were
Mayor John George, Chief Jared Hahn, Deputy Fire Commissioner Mike Smith, Elijah Yearick, Rob
McFadden, D. Jordan Garner, Doug Zook, Lorne Mowrer, Mark Fisher, Ken McDermott, Esq, Michelle
Caron, Henry Walker, Henry Kauffman, David Lauver, Joel Widders, John Eccleston, Todd Dickinson,
Jason Burkholder, Rich Motz, Tim Austin Liddell, Josh Becker, Ryan & Courtney Zercher, Dave Carson,
Chris McGinn, Peggy Smith, Ron Roda, Chaplain Missy Deibler of UPMC, and Laura Knowles of the
Lititz Record. Attending via Zoom was Sam Thrush and Karen Weibel. Mayor George led the pledge of
allegiance followed by an invocation by Chaplain Deibler. The minutes of the February 24 Borough
Council meeting were approved on a motion by Carpenter, seconded by Gattis. The minutes of the March
10 Borough Council meeting were approved on a motion by Carpenter, seconded by Gattis.

The regular March 16, 2026, Lititz Borough Parks Committee meeting was conducted in person in the Lititz
Borough Council Chamber. The meeting was called to order by Pankratz at 4:02 P.M. Committee members
present included Pankratz, Geltz, Leister, C. Hain, Holland, and M. Hain. Other in attendance included Elijah
Yearick, Andy Garner, Jerry Meck, Jordan Garner, Ron Stief, Brad Bergman, Debra Spurgeon, and Natalie
Fisher. The February 2026 Parks Committee minutes were approved unanimously following a motion by C.
Hain and a Second by Leister.
Lawn Treatments at Borough Parks
At Panktratz’s request, J, Garner reported on the lawn treatment request that the committee made at the
February meeting.
J. Garner reported that from his conversations with Tomlinson & Bomberger, he was informed that Lititz
Borough does not currently have a schedule developed in 2026, and no work will proceed until staff provides a
formal notice to proceed. With no treatment rounds scheduled Tomlinson & Bomberger was unable to provide
requested information regarding treatment applications per round at each park. Tomlinson & Bomberger did
provide a Plant Growth Regulator (PGR) program as an option for a different type of treatment. The chemical
sheet for the application was also provided.

Shade Tree Commission to review tree projects and celebrate Arbor Day

LITITZ BOROUGH SHADE TREE COMMISSION MINUTES
March 12, 2026 – 5:00 PM, COUNCIL CHAMBERS
The scheduled March, 2026, Lititz Borough Shade Tree Commission meeting was conducted in person in
the Lititz Borough Council Chambers. Shade Tree Commission members present were Jen Lee, Seth
Hiller, and Dennis Kready. Also, present was Jordan Garner and Tannia Carpenter. Lee called the
meeting to order at 5:00 PM. On a motion by Hiller, and a second by Lee, the minutes of the January 15,
2026, Shade Tree Commission meeting were approved unanimously.
Front Street Tree Project
The Commission reviewed submitted bids for Phase 1 of the Front Street tree project. Phase 1 will
include tree & stump removal. Bids were submitted by Arborist Enterprises, Martin Tree Service,
Integrity Landworks, and Thunder Ridge Tree Service. The low bid for the work was submitted by
Integrity Landworks totaling $11,210.00.
Prior to the Commission approving the bids, Tannia Carpenter of Lititz Borough Council asked the
Committee for background information regarding why the Borough completes the Shade Tree Projects.
Hiller responded by discussing that the Shade Tree Commission evaluates existing trees and potential
planting sites in conjunction with Borough paving projects. The paving and curb replacement work can
have a significant impact on existing trees potentially requiring some existing trees to be removed. Lee

Council Chambers, 7 South Broad Street, Lititz, PA & Zoom
The March 10, 2026 Lititz Borough Council meeting was conducted as a hybrid meeting, in person in
Council Chambers and virtually utilizing Zoom. The meeting was called to order at 7:00 P.M. by President
Hain with Councilmembers Bergman, Carpenter, Horst and Meck present. Gattis attended via Zoom.
Others present were Mayor John George, Fire Commissioner Duane Ober, Deputy Fire Commissioner
Mike Smith, Captain Justin Auker, Elijah Yearick, Rob McFadden, and Yoangelys Cedeno of the Lancaster
YWCA. Attending via Zoom was Laura Knowles of the Lititz Record. Mayor George led the pledge of
allegiance.
PRESENTATION
YWCA 2026 Sexual Assault Awareness Month
Hain welcomed Cedeno, who shared information on Sexual Assault Awareness Month and the YWCA’s
events and educational initiatives which includes a book reading at the Lititz Library and an Open Mic
night at Pocket Books in Lancaster City. She then provided a review of the services the YWCA provides to
sexual assault survivors which includes a 24-hour hotline, no cost counseling to survivors and their
families, and legal & medical advocacy.
Resolution 1027 – 2026 Sexual Assault Awareness Month
Carpenter moved, Gattis seconded to approve Resolution 1027 recognizing 2026 as Sexual Assault
Awareness Month. Motion carried unanimously.

Minutes of Meeting Held February 23, 2026
Lititz Borough Council Chamber 7 South Broad Street, Lititz PA 17543
The regular February 23, 2026, Lititz Borough Parks Committee meeting was conducted in person in the Lititz
Borough Council Chamber. The meeting was called to order by Pankratz at 4:00 P.M. Committee members
present included Pankratz, Geltz, Leister, C. Hain, Holland, and M. Hain. Other in attendance included Elijah
Yearick, Jerry Meck, Jordan Garner, Ron Stief, Brad Bergman, and Brenda Barnes. On a motion by Leister and
a second by Geltz, the minutes from the September Parks Committee meeting were approved unanimously.
Reorganization
Prior to reorganization, Pankratz introduced new committee members Marsha Hain and Amy Holland. Pankratz
noted that there is still an additional vacancy that will need to be filled by Borough Council. Borough Councilman
Jerry Meck added that he has multiple applications for the vacancy, and the vacancy will be filled following
interviews with the applicants.
Following the introduction of the new committee members the committee discussed appointing the committee
chair for the 2026 calendar year. One a motion by C. Hain, and a second by Geltz, Pankratz was nominated to
retain as Chairwoman for 2026. Motion was approved unanimously. Following the motion, Pankratz discussed
with the other committee members to see if they would like to nominate a vice-chair in cases where Pankratz
