If you're on this committee, if you would press the button in front of you to note your attendance for today. Okay, and I do show five members present. Thank you all very much for being here today. That'll bring us into our next item on the agenda, being approval of minutes from the previous meeting on Tuesday, September 15, 2026. Move to adopt unless there's a change to be noted. Second. Okay, I have a motion and a second to approve the minutes as presented from the previous meeting on September the 15 th. If there's no questions or concerns, we'll go ahead and we will call a vote on this item. I do see that we have five that voted in favor of that. Thank you all very much. Moving on to the next item on our agenda are ordinances to be introduced. We have ordinance 26042, which is an ordinance to the city of Jonesboro to place various traffic signs. It doesn't need locations as determined by the traffic control committee. I did not have all my stuff in order. Sorry. Now, therefore, be it ordained by the city council of the city of Jonesboro, Arkansas, that the following changes be made as recommended by the traffic control committee. Installing stop signs at the following locations on Lazar Drive at Buck Drive, on Bayou Court at Skinner Court, and on Red Maple Way at Orchard Pass, along with establishing 25 mile an hour speed limits at the following locations of West Oak Avenue, Kingsbury Street, and Watergate Street. Move. We recommend to the full council. Second. Okay. I ha …

Thank you. One minute. All right. So, Davidson, engineering. Thank you, sir. My name is Bear Davidson. I'm here on behalf of our care. Justin Harris with Delta Blue, which is our cares construction group is also here today as well. We submitted a request for a variance with regard to lot coverage for what is to be a new our care health clinic at 2211 Fowler Avenue. This used to be the Morgan Stanley. Regardless of today's outcome, our care will operate there. Today's discussion just mostly has to do with what we can or can't do with the site improvements. So, they're intent and they've already started on the interior of the building. So, to remodel that old space as a health clinic. But what we would like to also do is work on the exterior of the site. Our goal would be to add a drive-through lane for the pharmacy pickup window as well as make some landscaping improvements. And we submitted sheets associated with both of those to the city for review as part of the submittal. The reason for the request for the variance this site, as you can see, is pretty well built out. The fact that we predate y'all's rules regarding lot coverage because the current lot coverage is 72% if we were to add this drive-through lane. And it does require demolition of one space to make a turning radius. But the offset of those two is a 6% net increase in lot coverage. Why it's important to us, we've got limited parking, especially limited ADA parking based on door locations and current sidewalks. A …

Good evening, everyone, and welcome to the City Council meeting. This is October 20th, 2026, and I'll go ahead and lead us in Pledge of Allegiance, if you would stand, and invocation will be led by Dr. Councilman Coleman. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. Mr. President, Father, we thank you for allowing us to be able to be stewards in this community. We pray the decisions that we make according to your will, and we give you the praise. In Jesus' name we pray. Amen. Okay, Council, if you would, please mark your presence. And we do have quorum for tonight's meeting. Now we'll move on to item number four, special presentations. As I mentioned to Council two weeks ago, I'm going to ask Steve or Tee during the mayor's comments to make that presentation, so we'll move on to item number five, consent agenda. Move to adopt unless changes are noted. Second. Okay. Do have a motion on the floor to adopt on the consent agenda items. If you would, please cast your ballot. And the consent agenda does carry. So next, we'll move on to items on new business, which we don't have any. We'll move on to item number seven. These are items on unfinished business. These are ordinances on the second reading. We'll begin with Ordinance 26038. In order to amend the Code of Ordinances and add Section 50 -27 to park rules to prevent camping outside designated campin …

Oh call please. Here. Miles. Here. Miller. Here. Bailey. I need a motion and a second to approve the minutes from August the 11th. So moved. Second. Thank you very much. First of all, I'd like to apologize for missing the last meeting. We did not have quorum, but we do today. So I'm going to start out with Walter Jackson. Come on up. Tell us your name and what you want to do. Walter Jackson, and I'm wanting to do a duplex at 323 North Bridge. There's an old house there that I've owned for several years that we want to tear down, and I own a lot of other duplexes and triplexes in the neighborhood in that three block area. And the lots over there, it's an old part of town, so the lots are all 50 foot wide. So it doesn't really allow for parking in the rear or drive ways to get to the rear to be able to use the lot. I own the apartments to the south of it. And to the north of it, there's Jonesboro Housing Authority owns a couple little houses there. Let me throw something out. Have you thought about building a single family home? Yeah, I mean, you could. It's zoned for multi- You might not have these troubles. Yeah, it's zoned for multifamily, and it's 204 foot deep. Yeah. The duplex is not going to take a moment. Do you know how that ordinance came about? Uh-huh. Yes, sir. You've been down Matthews and saw those- Yes, sir. What we call spaceships. Yeah, they're all- That's why we were trying to avoid in Jonesboro. Those are all vinyl siding and low-pitch roofs and- I know- Roof …

Good evening, everybody. Welcome to City Hall. This is City Council evening on Tuesday, August 18, 2026. And I'm going to go ahead and lead us in allegiance and start the meeting. And Councilman Anthony Coleman will lead us in prayer. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. If you would, Lord Jesus, we thank you for this time that you've given us to come, to come as one. We thank you for unity even on tonight. I pray, God, that you continue to minister to us and through us as we deliberate and share. I pray for the citizens of this great city, as well as we continue to lift up those first responders and those that work for us, for our safety and for our growth and for the manifestation of your glory in this place. Father, we forever give you the praise, the honor and the glory in Jesus's name. Amen. Amen. All right, Council, if you would, we'll go on to item number three. If you would, please make your presence known by ballot. If you would, please cast your ballot. We have 10 present. All right, we'll move on to item number four. These are special presentations. The one and only case today, William Walker. Welcome back. What's changed besides the letter? - Not a lot. That was found after the last meeting. - In a hard place where neither party want it, both party thinks it hurts their property, both parties think it's creating a big safety issue. - At the last meeting we tried to make a point. If you just show a turnout, just show it. You can park in front of it. You can't, we can't as a city, the city cannot force your traffic to go on to the neighbor . You gotta have an agreement between you if that's gonna happen. Are you gonna show us a turnout? Just show it on the plan. You can, don't have to finish it, you just show it. And we would've been doing something else today besides coming here. - Sure. - Yeah, so. - Yes, sir. - That's the issue. We, I thought we had made that pretty clear in the last meeting. Maybe we didn't beat it enough, but it's just one of them deals if you just show it. - Yeah, and when we spoke, we're speaking with the city attorney and staff. We were, are under the impression that if we show it, it could at some point have to be built if Cooper does redevelop. That was what we were told. Even if we show it on the plan and we don't bui …

All right, good afternoon, everybody. It's 4 o'clock. I'll call today's, let's call it a meeting in conjunction with the Public Safety Council Committee to order. Please record your attendance. I'm going to have to take a roll call vote, and I've already marked everyone that's here. So because of two committees, I can't put it in one agenda. Give you some slack. Okay. All right. So she's already marked attendance? Yes. Okay. And as y'all know, today's just a discussion, public discussion. There will be no votes taken today. So it doesn't really matter if we have a quorum or not, I guess. But we obviously do. But just a few housekeeping things today. I think probably the best thing to do is let the mayor and his team go through any presentation they have. Then the committee members can ask questions. I just ask that you wait until you're recognized before you speak. So we kind of keep some form of control in here, some form of order. Not control. That wasn't a good term. And then if someone's in the public wants to come to the podium and make a comment, we just ask that you state your name and address for the record. So with that, we'll move to item number three, other business, a public discussion about the shelter insurance agency building. And I will turn the floor over to the mayor. The flair. I'm combining words trying to save time. All right. Thank you, Councilman. I appreciate it. Councilman, I thank you for attending a special call meeting. I just want to start by than …
