Arts Commission to set 2027 priorities from new Arts Master Plan 2035
The Santa Clarita Arts Commission will hold a study session to discuss priorities within the newly adopted Arts Master Plan 2035 and give staff direction on what to include in the 2027 Arts Commission Work Plan. This follows a June 25, 2026 study session where commissioners formed working groups to review the plan. Based on this direction, staff will draft the 2027 work plan for the next regular meeting on September 10, 2026.

Study Sessions are for the purpose of allowing the Commissioners and staff to informally discuss
and better understand major issues currently before the City. Pursuant to GC 54954.3 members
of the public may directly address the legislative body concerning any item that has been
described in the notice for the meeting. Following the presentation of the item the Chair will
inquire if any member of the public wishes to address the Arts Commission on the item listed.
Speakers will be given three minutes (with double the time allotted to non-English speakers
using a translator) to address the Commission on the item listed. The Commission will not be
taking comment on any other matter at this time.

Committee, for Temporary Public Art along the City's trails and request staff to prepare a project
information memo to be shared with the City Council.

opportunities to address the City Council. You may address the Council once per meeting during
Public Participation on any matter within the Council's jurisdiction that is not listed on the
agenda. Public Participation speaker's cards must be submitted to the City Clerk BEFORE this
portion of the meeting begins. To address the Council regarding an item on the agenda, please
fill out a speaker's card and submit it to the City Clerk BEFORE the Mayor announces the item.
Each person addressing the Council is given three minutes to speak (with double the time
allotted to non-English speakers using a translator) indicated by a colored light system on the
Council dais. If you wish to provide information to the Council, please present the City Clerk

Trustees at 6:07 p.m.

This time has been set aside for Councilmembers to review the agenda and obtain any further

public agenda items during the Executive Meeting.

Study Sessions are for the purpose of allowing the Commissioners and staff to informally discuss
and better understand major issues currently before the City. Pursuant to GC 54954.3, members
of the public may directly address the legislative body concerning any item that has been
described in the notice for the meeting. Following the presentation of the item, the Chair will
inquire if any member of the public wishes to address the Arts Commission on the item listed.
Speakers will be given three minutes (with double the time allotted to non-English speakers
using a translator) to address the Commission on the item listed. The Commission will not be
taking comments on any other matter at this time.

Presentation and discussion on the draft Arts Master Plan, including an overview of the

Arts Master Plan and recommend its adoption to the City Council.

Chair Shapiro called to order the Regular Meeting at 6:01 p.m.

APPROVAL OF REGULAR MEETING MINUTES
A motion was made by Commissioner Millar and seconded by Commissioner Seratti to approve
the minutes from the March 12, 2026, regular meeting.
ARTS SPOTLIGHT
Artist Naomi Young was invited to the Arts Commission meeting as the featured Arts Spotlight
presenter and shared information regarding her upcoming art reception.
PUBLIC PARTICIPATION
Addressing the Commission were Amir Soleimani, representing SCV BandCast; David Stears,
who provided comments regarding the Arts Master Plan 2035: Vision and Action Plan and
expressed concerns with elements of the plan; and Phil Lantis, representing Art Walk,
Newhallywood, and the production of Unhinged at The MAIN.
STAFF COMMENTS (MATTERS OF PUBLIC PARTICIPATION)
Interim Assistant to the City Manager, Tracy Sullivan, commented that the Arts Master Plan
2035: Vision and Action Plan has not been adopted by the City Council, as no action was taken
on the item. She further noted that the plan has been referred back to the Arts Commission for
additional review and that a study session will be scheduled to further discuss and evaluate the

The City Council voted unanimously to oppose Measure ER, a 0.5% general sales tax on the June 2026 ballot, citing higher sales tax burden on residents and businesses. The Council approved the 2026-27 Annual Action Plan for federal housing and community development grants (4-0, one recusal). They also approved transferring administration of the Santa Clarita Valley Fourth of July Parade to the city and authorized an agreement with SCVTV. Consent items included opposing state bills AB 748 and AB 1621, setting the November 2026 general municipal election, and awarding a recreation management system contract.
