DISCUSSION:
The City of Monroe received funding through the Michigan Infrastructure Office's (MIO) 2026 Pre-Development Accelerator Pilot
Program to assess the existing configuration of the intersection of East Front and East First Street. In May, City Council
authorized the internal team to move forward with a proposal from OHM Advisors to develop a proposed modification to the
interchange with the goal of creating a more welcoming Gateway and Park entry layout. City Staff will present on the results of
the work performed and gather feedback from City Council.

Since City Council adopted the amendments to Chapter 199 of the City's ordinances and the park regulations to regulate the
usage of e-bikes and other electronic micromobility devices, Administration has been working on the strategy to roll out the

implementation and discussion of future considerations.

RULE OF THE CHAMBER
Any person wishing to address the Council shall step up to the podium, state their name and address in an
audible tone of voice for the record, and unless further time is granted by the Council, shall limit their address to three (3)
minutes.
A person may not give up or relinquish all or a portion of their time to the person having the floor or another person in
order to extend a person's time limit in addressing the Council.
Any person who does not wish to address Council from the podium, may print their name, address and
comment/question which he/she would like brought before Council and submit it to the Clerk/Treasurer before the

DISCUSSION:
On June 18, 2018, City Council adopted the Downtown Master Plan and Parking Study. One of the action items listed
in the plan was to conduct an analysis on a Potential One-Two Way Conversion on Front and First Streets.
Additionally, it was recommended to look into the feasibility of reducing Monroe Street from its current 5-lane
configuration to a reduced lane configuration. As such, in 2023, a study was commissioned by the Engineering
Department to assess the current and possible future conditions of various possibilities for reconfiguration.
The findings of the report by OHM Advisors were presented to both the Downtown Development Authority and City
Council in 2024. At the time, Council had tasked City Administration with seeking additional input from the business
owners, residents and property owners in the Downtown District that would be most affected by any modifications.
In April 2026 and continuing through June of 2026, the Engineering and Economic & Community Development
Departments made outreach to property owners, business owners and residents in the area inviting them to 3
stakeholder engagement sessions.
The purpose of this presentation will be to update City Council on comments and feedback received from the
sessions.

DISCUSSION:
Since 1970, the Monroe Housing Commission has been the public housing agency that operates and manages public housing
units in the City of Monroe including the Greenwood Townhouse community and Rive r Park Plaza. Primarily funded by the U.S.
Department of Housing and Urban Development (HUD), the Housing Commission is governed by the Commission that is
appointed by the Mayor and City Council with the day-to-day operations directed by Jasmine Martin, Executive Director. Ms.
Martin assumed the role following the recent retirement of previous Executive Director Nancy Wain. During this evening’s wor k
session, Director Martin will provide an introduction, as well as an overview of the Housing Commission a nd future strategic
development plans.

DISCUSSION:
The current interlocal agency agreement for Lake Erie Transit between Frenchtown Charter Township and the City of Monroe
expires in 2028. The Commission is proposing to amend the existing agreement to include language pertaining to the ability for
Bedford Township to appoint one of three at-large commission members, as well as language relative to the appointment of
commission member alternates. During the work session, Administration will review the proposed changes ahead of the
consideration to approve the agreement on the regular meeting agenda.

RULE OF THE CHAMBER
Any person wishing to address the Council shall step up to the podium, state their name
and address in an audible tone of voice for the record, and unless further time is granted by the
Council, shall limit their address to three (3) minutes.
A person may not give up or relinquish all or a portion of their time to the person having the floor or
another person in order to extend a person's time limit in addressing the Council.
Any person who does not wish to address Council from the podium, may print their name,
address and comment/question which he/she would like brought before Council and submit it to
the Clerk/Treasurer before the meeting begins. The Clerk/Treasurer will address the presiding
officer at the start of Citizen Comments on the Agenda, notifying him/her of the card comment,

On Monday, June 8, 2026, at 7:00 p.m., the City of Monroe Citizens Planning Commission
will conduct a PUBLIC HEARING in the City Council Chambers at Monroe City Hall, 120 E.
First Street, Monroe, Michigan, 48161 , for the purpose of reviewing and hearing comments

Request from IHM Senior Living Community, Inc. to amend the existing Planned Unit
Development plan and agreement for 610 West Elm Ave. (now 502 West Elm Ave.), parcels:
69-01502-001 & 69-01501-000. Applicant is proposing an altered site layout for the
construction of a new 26,289 square feet, 32-bed memory care facility Northwest of the
Western part of the existing building. The applicant has also updated the full site layout to
include proposed future phases of development.

DISCUSSION:
Since about 2008, the City has utilized Equalizer.Net from BS&A Software for its main enterprise software. We have been
utilizing BS&A's software in some fashion since at least the year 2000. In 2005, it was expanded to the whole City. As with most
software companies, BS&A has created a new version of its software, referred to as Cloud or SAAS (Software as a service), and
they intend to at some point stop supporting our current software, Equlizer.Net, "aka dot Net". City Administration would like to
present the implications, pros, and cons of this change in order to be able to present a proposal from BS&A Software on June
15, 2026.
