Council to vote on Benton Road annexation, zoning, and land use code changes

has been a valuable member of the HPC. The HPC awarded him a plaque for his service.

Chief Bannister stated the police department has received their recertification and was
presented a recertification plaque. A lot of hard work goes into that and he wanted to
thank his staff.
Chief Bannister also presented the Officer of the Year award. Officer Steven Buffington
was presented a plaque for the 2025 Officer of the Year.

A RESOLUTION ADOPTING AN AMENDMENT TO THE JEFFERSON
COMPREHENSIVE PLAN LAND USE ELEMENT
INCLUDING REVISED FUTURE LAND USE PLAN MAP
WHEREAS, The city has adopted a comprehensive plan including a land use element and
including a future land use plan map; and
WHEREAS; The city desires to adopt an amendment to the comprehensive plan to add
categories of future land use to the land use element and to amend the future land use plan map
as it pertains to multiple properties; and
WHEREAS; The city also desires to update the future land use plan map to include properties
recently annexed into the city limits with a future land us …

Motion to amend the agenda to add a new item following the invocation for the purpose
of discussing the amendment of the agenda by Mayor Maddox on January 29, 2026, as
well as the personal attack on Council Member Mobley. Seconded by council member
Kinney. All were in favor. The motion carried.

Councilman Cain wanted clarification on the agenda and how it should be followed. He
asked Rob for clarification. He stated the council and mayor can place an item on the
agenda for discussion. The council will then vote to approve or amend. Councilman Cain
stated he was confused that people are being called out during meetings. He doesn't want
to take away people's right to speak, but would like to maintain order.

Jefferson City Council to vote on comprehensive plan amendment and zoning variances
The City Council will consider an amendment to the Comprehensive Plan Land Use Element and a revised Future Land Use Plan Map. The body will also vote on several conditional use permits and variances for mixed-use and retail developments.

One resolution to amend the comprehensive plan was postponed to the next meeting.
