treasury management services for the City.
Director of Finance, Jay Ayers reported that on June 9, 2026, the City Council approved an
agreement with Valley View Consulting, LLC to provide Treasury Management and Investment
Advisory Services for the City to enhance the City's investment management program through
professional investment advisory services, portfolio analysis, market monitoring, compliance
support, collateral monitoring, and strategic cash management guidance. Valley View Consulting has
begun assisting staff with investment portfolio management, investment strategy development,
liquidity planning, and treasury management initiatives. In addition, Valley View Consulting is
assisting the City with the Depository Bank Services Request for Applications (RF A) process. The
