Thank you. Good evening. I'll now call to order Fullerton City Council meeting for October 20th, 2026. Madam Clerk, please call the roll. Mayor Jung? Present. Mayor Pro Tem Dunlap? Here. Councilmember Charles? Here. Councilmember Valencia? Here. And Councilmember Zahra? Dear Father, we thank you for today and thank you for this opportunity. I thank you. So, Father, what's on the agenda today, we give it to you to say, have your will. So we pray for wisdom, guidance from each council person that, God, you would just lead them for every hard decision, everything that is on their plate today that you would bless. Bless everything that will be done today. And we thank you in thy name. Amen. Thank you. And Pastor Evan, you are at the request of one of our dear municipal employees, Mr. Pita Costa. I want to ask you to give us some, how the ministry is going. Would you like to update us, sir? Sure. One of the things I'm most proud of is serving our community. And twice a month, we have a food bank that we serve our community. Along with that, we have a drive-through prayer where those who are in our community can drive up and drive through and we would pray for them. So I'm proud of that. And we are also preparing for our harvest celebration on the 31st where we have seen hundreds of people, several hundreds that come through our parking lot. And it's all free. You're all invited. I just want you to know it's all free. We give hot dogs. We raffle off gifts and different things. So i …

Thank you. Tell me why. Thank you. that your recycling facility is literally right down the street from me. I do think it matters that you have the existing knowledge to be able to know that when you were given numbers by staff that those weren't the right numbers. It reminds me of a time in my life when I was, as you folks know, I'm a professor. I have a Ph.D. This is knowledge. Everyone knows this. But what you might not know is in the oral exam, they give us an oral and a Ph.D. dissertation. We have one week for an oral exam, and my professors gave us data output we were supposed to interpret and give them back the answers. And on the first day I looked at it, I caught their errors because as a student I'd been working a lot more with the data every single day, and I knew it. And so I told the professors that they were wrong, and they came back like, oh, wait a second, that's right, we actually caught our problems in our programming. I did pass, obviously. That reminds me of what Republic just did, that they knew the routes, they knew downtown so well that they were able to work with our staff. But catch when staff might not have been 100%. And not to say anything, that staff is doing anything wrong . I mean, they're doing a lot, our staff. There's so many things coming at them. Details can sometimes, everyone makes mistakes in life. That's okay. But I think it's important to note that our current hauler cared enough to really look at it and say that this is what we're doi …

And so, you know, what was really impactful for me, I think two or three years ago, I took, you know, both of my daughters for the first time. And, you know, they stood there, and they were like, wow, you know, this is impressive. And they were asking me, you know, what do all those flags represent? And I said, well, those flags represent the lives of all the innocent Americans that were, you know, who were killed on that unfortunate day. And I think my daughter at the time was about nine years old, and she stepped back and looked at me and thought, wow, you know, like, couldn't believe it. And so I think not only being able to be there with our community to sort of, you know, recognize and remember what happened, but to continue to commemorate each and every year together with our community, I think is very special. …

Thank you. City-owned site can support high-density, amenity-rich project. This site does not include retail, or very little retail. The reason for that is the intent is not to build retail that's not going to get filled. And so there would not be a whole lot of retail on the street, but there's a little bit facing Chapman. The problem with this site is we have a parking agreement with the adjacent convention or meeting center, so the parking would have to be worked out. That's one of the constraints we'd have to work through. All right. And then moving directly across the street is 401 North Harbor. So if I could orient you to the site plan. So the middle of the screen is the proposed development. To the right is the existing B of A bank building. So the proposal would be to build this residential development on the open parking lot. And this is what it looks like. You can see it's just a surface parking lot. And then here's what it could look like. Here's the proposed rendering of the building. So the proposal includes 65 housing units. It's within walking distance of the downtown plaza. To accommodate this project, there would be a requirement for a lot split. The project would include patios, a paseo, and active ground floor use. And would provide a tradition between downtown commercial and the nearby residential neighborhoods. So the recommended next steps for this are to engage the property owner to confirm interest, timing, and willingness to pursue redevelopment of th …

Next slide, please. The proposed use is a certified farmer's market with agricultural stands. The market began operating under a special event permit on July 21st and is proposed to continue every Tuesday from the hours of 3 p.m. to 7 p.m. Estimated attendance is approximately 200 people and the market will occupy approximately 28 parking spaces. There is no charge for admission and the market is open to the public. The market activities do not include the service of alcohol , live or amplified music, involve generators, temporary stages, or cooking with compressed gas or an open flame. Next slide, please. Based on staff's review, parking and circulation are adequate for the proposed use. The existing shopping center provides 1,014 parking spaces, so the approximately 28 spaces used by the market represent a relatively small portion of the available parking. Public Works traffic engineering previously reviewed the proposal under the special event permit and found it to be in compliance with city requirements. Staff does not anticipate adverse impacts to traffic, neighboring uses, or the surrounding commercial and residential uses. The project is also consistent with the Fullerton plan, including goal 14, which supports community health and well -being. Finally, the project qualifies for a …
