The Commission selected EAPC Kilbourne Group/Downtown Civic Center as the top proposal for the Convention Center project, authorizing immediate negotiations and TIF funding. The meeting began with an executive session on litigation and annexation.

The Commission approved the 2026 Community Development Block Grant and HOME Investment Partnership Action Plan and Budget, including amendments to the 2025 plans, by a 4-1 vote. It also ratified a first amendment to the Memorandum of Understanding with Presentation Partners in Housing by a 4-1 vote.
